Timezone in Brazil

It seems that Brasilia city which is the capital, is only treated as a metaZone and not a timeZone. I would like to know if are there some discussions on why America/Brasilia is not in the list. And if It is possible to include it. This is causing people from QA here to question this. Thank you! The use of Santa Isabel does indeed seem to be an error. I see, though, that San Felipe, like Santa Isabel, is part of the Mexicali municipality; San Felipe may also use U. S. rules. The "northamerica" file's quotation of the relevant decree mentions "los municipios de Tijuana y Mexicali" but only "la Ciudad de Ensenada" (rather than "el municipio"); we may get to use the largest city in the Ensenada municipality that's south of the city of Ensenada. That seems to be Rodolfo Sánchez Taboada (Maneadero) (22,957); the normal 14-character limit would suggest using Maneadero; it seems to have a larger population that San Felipe (16,702). Lázaro Cárdenas (16,294) is substantially farther south and thus likelier to use Mexican rules; some 14-character-limit creativity would be required. Does anyone know why America/Santa_Isabel was chosen to represent the portion of Baja California (Mexico) that follows Mexican DST rules? Santa Isabel is just as close to the US border as Tijuana and Mexicali, which are in the America/Tijuana zone. According to Wikipedia ( https://en.wikipedia.org/wiki/Baja_California ) "Over 75% of the population lives in the capital city, Mexicali, in Ensenada, or in Tijuana. Other important cities include San Felipe, Rosarito and Tecate." Of those, it would seem Ensenda and San Felipe would be the only cities not near the US border, and my understanding is that Ensenada follows the US rules. Wouldn't then America/San_Felipe be a better choice?

Hi, I would like to propose that Asia/Nicosia move to Europe/Nicosia. The Asia file makes this statement: # Classically, Cyprus belongs to Asia; e.g. see Herodotus, Histories, I.72. # However, for various reasons many users expect to find it under Europe. While I appreciate the nod to classical antiquity, its classification under Asia is wholly irrelevant today. This statement appears to trivialize the "various reasons" why "many users" tend to expect it under Europe. . Cyprus is a European country . The culture is decidedly Europe-facing . It is a member state of the European Union . Its currency is the Euro . It has participated in the Eurovision Song Contest since 1981 . Its time zone is Eastern European Time (EET) . The predominant culture and language is Greek . The earliest historical reference to Cyprus in the 15th century BC was in Mycenaean Greek . The Asia file itself even mentions this: "# IATA SSIM (1998-09) has Cyprus using EU rules for the first time." There is nothing Asian about Cyprus today. Nobody in the country attempting to set the local time zone is going to look for it under Asia. If we don't find it under Europe, we assume it was erroneously omitted. Steven

In thinking about the failure symptoms, though, I guess a more plausible explanation is that the malfunctioning devices were using the equivalent of a tz release somewhere from tzdata 2012c (dated 2012-03-07) through 2013g (dated 2013-09-30), as these older releases predicted that Morocco would fall back the last Sunday in September -- a prediction that was correct in 2012 but incorrect in 2013 through 2015.

Fiji change exposed Y2038 bug in localtime.c

The recent change to the Pacific/Fiji data added a transition from +1300 to +1200 at 2018-01-17 03:00 local time, which is just before the maximum 32-bit signed time_t value. Previously, that transition was just after the 32-bit boundary. This change exposed a curious bug in the interaction between zic and localtime.c on platforms with signed 32-bit time_t. For the benefit of older systems, zic outputs explicit transitions for years in the range 1900 through 2037, relying on the POSIX-TZ-style string (for Pacific/Fiji, "FJT-12FJST,M11.1.0,M1.3.0/3") at the end of the tzfile for transitions outside that range. Although newer versions of localtime.c should use the POSIX-TZ-style string for time stamps in the year 2038, if time_t is a signed 32-bit integer these localtime.c versions mishandle Fijian time stamps from 2038-01-16 14:00:00 through 2038-01-19 03:14:07 UTC. This bug is fixed by the attached patch. I discovered this bug during release testing, and will squeeze the attached patch into the next tz release which I plan to make shortly. It strikes me, though, that perhaps zic should be changed too, to better accommodate buggy localtime implementations. If the zic cutoff for old-style transitions is at 2038-01-19 03:14:08 UTC, rather than at 2038-01-01, buggy localtime code should do the right thing. I don't want to install such a change into zic without some thought and/or discussion and/or testing, though; it can wait until a later release.

Hello all I'm writing some software that deals with dates and I parse Olson files to get time zone information. In the tzfile man page, both entries say that they are used for handling POSIX-style environmental variables? Does that mean that I can ignore those values and assume the transition times are just UAT? I couldn't find any documentation on exactly how to handle these values. The nearest thing I found was the Unix time library which seems to make an adjustment based on one setting, but it wasn't clear if this is done in general or if this was part of some specific handling. Hello IANA, UPS has an interface agreement with IANA for Time Zone Information. We are testing other requirements and we came across a few concerns. I am working on researching and fixing some time zone concerns for our UPS properties in a few of the data bases I support. I have a few questions: When was the Time Zone Name (TznGeoRefTe) for America/Aruba obsoleted? What is the updated Time Zone Name (TznGeoRefTe) which replaced America/Aruba? When was this notified to your user community? Are all countries identified in IANA with a Time Zone Name (TznGeoRefTe)? I was researching Aruba (AW) and St. Martin (SX), the outcome resulted in an empty result set. These questions are a follow-up, to the empty result set, received from queries. So while previously they were aligned with America/Vancouver, they're now aligned with America/Dawson_Creek. Does this type of split require a new zone entry? America/Fort_Nelson ?? Thanks,Matt

Hi all there, I'm responding to a mail which is more than an year old. Anyway, I don't understand why you combine zones like +Link Africa/Abidjan Africa/Freetown # Sierra Leone thus throwing away valuable pre-1970 DST and Zone data. I understand that you cannot incoreporate all historical data in 'tzdata', especially the USA and France would be impossible without creating virtually hundreds of additional zones. But in the case above I don't understand why you don't keep the data. Well it seems that you're going to make the change no matter what, so talking about it does feel rather futile. Its no surprise that changing relatively minor locations results in few issues. Nor is it a surprise that this list wouldn't hear of any issues, because its so far from end users. I can guarantee that the data you have and are planning to destroy is in somebodies database somewhere as both Joda-Time and Java SE 8 expose the full data right back to and including LMT to all users for all zones. As I said last time, the issue isn't removing wrong values, its about replacing them with even more wrong ones. The LMT values in particular, which used to have some meaning, now do not. If you had proposed an alternate way to define LMT values (which were based on the actual city location) then I might be less frustrated. Another case of pacific island madness:- IATA has been advised that Norfolk Island will change the country’s Standard Variation from +1130 to +1100. The new Standard Variation will be effective as of 4 October 2015 at 0200 local time. (Imposed by the govt in Canbara on that other little Island).

The attached proposed patch implements a change noted in yesterday's Morocco World News. I have not seen an official announcement by the Moroccan government. I suppose we'll need a new tzdata release soon, as the change takes effect in less than nine days.

New Abbreviation needed for Asia/Pyongyang

Hi, I noticed in the 2015f tz database that the new Asia/Pyongyang zone for North Korea (now UTC+8:30) has the same abbreviation as Asia/Seoul. Both are noted as KST. Should the abbreviation for Asia/Pyongyang by changed to NKST, perhaps? Pardon if this issue has already been discussed, or if a new abbreviation has already been decided. All, While working on a project related to timezone conversion I found that there are a couple of Links that have multiple mappings. I found the problem in tzdata2015f. I have attatched a patch to the checklinks.awk file which lists links with more than one mapping. If I have misunderstood Links please advise me. Thank you, Daniel Schultze
