Update for Asia/Calcutta timezone

I seek to update the name of the Asia/Calcutta timezone (+0530 UTC). Why Calcutta was chosen in 1970 when Calcutta was India's most most populated city. Since then, - Calcutta has been renamed Kolkata (2001) - Mumbai (formerly Bombay) overtook Calcutta as India's most populous city (1991 census) Note: Time in India is calculated from Mirzapur near the city of Allahabad. I seek to change the name of the timezone to - Asia/Mumbai (based on the most populous city) OR - Asia/New Delhi (capital of India, second most populated, more centrally located) Regards, Nicholas

In Section 6: "It is the understanding of the IESG, ISOC, and IANA that the database itself is public domain." I suggest replacing "IESG" with "IETF" as the IESG operates within the IETF. "Should claims be made and substantiated against the database, the IANA will act in accordance with all competent court orders." I suggest putting code distribution under the IETF so that the legal aspect falls under the IETF Trust. The following sentence could then be removed: "Should claims be made and substantiated against the database, the IANA will act in accordance with all competent court orders." I suggest removing "further" from the following sentence: "No further ownership claims will be made by IANA, the IETF Trust, or ISOC on the database." In Section 7: "The IANA will see that the role of TZ Coordinator is filled, based on the procedures described above." According to Section 4, it is the IESG that does that. There is a MoU between IANA and the IETF for IETF protocols. There has been various interpretations of that MoU. An alternative to avoid non-technical concerns is to place the distribution of the database under the RFC Editor and explore having the material with a status similar to the Independent Submission Stream. I am not suggesting a license change. The following text is an adaption from RFC 4846: To the extent that a TZ Contribution or any portion thereof is protected by copyright and other rights of authorship, the Contributor, and each named co-Contributor, and the organization he or she represents or is sponsored by (if any) grant an irrevocable, non-exclusive, royalty-free, world-wide right and license to the IETF Trust and the IETF under all intellectual property rights in the TZ Contribution in perpetuity, to copy, publish, display, and distribute the TZ Contribution. The Contributor, each named co-Contributor, and the organizations represented above irrevocably and in perpetuity grant the rights listed below to the Internet Community: A. to prepare or allow the preparation of translations of the TZ database into languages other than English, B to prepare derivative works (other than translations) that are based on or incorporate all or part of the TZ Contribution, or comment upon it. The license to such derivative works shall not grant the IETF Trust, the IETF, or other party preparing a derivative work any more rights than the license to the original TZ Contribution, and C. to reproduce any trademarks, service marks, or trade names that are included in the TZ Contribution solely in connection with the reproduction, distribution, or publication of the TZ Contribution and derivative works. At first glance though, I don't see that Zoneinfo's structures are being faithfully reproduced here. I suppose another motivation for me was to stick to the Zoneinfo structure given that it is highly evolved and flexible. Please see the attached class diagram of what I'm working to and do feel free to voice your opinion. ZoneinfoTimeZone is a JDK compatible TimeZone facade whereas the rest are intended to represent Zoneinfo structures in an object oriented manner.

In response to the need to find a new time zone home before I'm eligible to retire in 2012, Eliot Lear and Paul Eggert have authored the draft document "IANA Procedures for Maintaining the Timezone Database" now available from the Internet Engineering Task Force (IETF) web site: http://tools.ietf.org/html/draft-lear-iana-timezone-database-00 Comments on how the draft can be improved are welcome. Also welcome: feedback on whether the proposed approach meets the needs of folks on the time zone mailing list--the proposed approach can't and won't go forward without support from the time zone community. Test cases for zoneinfo data

Hi there, I'm creating a set of Java classes that closely reflect the structure of the Zoneinfo database. My requirement is driven mostly by wanting to dynamically update Java TimeZone classes i.e. as opposed to compiling a zoneinfo data and re-starting my application. In addition I feel that the ICU and Sun classes do not accurately reflect Zoneinfo structures. I shall open-source this project once it gets to a working point. It'd be terribly helpful if I could get hold of some test cases, automated or otherwise, that verify correct time zone calculations. Would anyone out there have such things? Here are the open time zone database questions I know of. Are the others? 1. Did all of Mexico's Baja California Norte use United States DST rules in 2010, or did only border areas use U.S. DST? What of other Mexican states on the U.S. border? 2. How was DST handled in the West Bank and in Gaza in 2010? How was it handled in previous years? 3. What's the accurate history of the change to use of Shanghai/Beijing time in China? 4. Is there an acceptable way of handling present-day dual timekeeping in Xinjiang, China without either losing track of past practices? 5. Did Windsor and other parts of Ontario, Canada use different DST rules in the past? Hi there, you may already be aware of this but today's BBC Radio 4 programme "You and Yours" contained a feature about Rebecca Harris MP's Private Members Bill in the UK Parliament. The Bill is entitled "Daylight Saving Bill 2010-11" and proposes "The Bill would require the Government to conduct a cross-departmental analysis of the potential costs and benefits of advancing time by one hour for all, or part of, the year.". The Bill is due for it's second reading in the House of Commons on 3rd December 2010. Smallish stacks are not uncommon if you expect to be creating many threads (the app in question is a of web server not of my own design, I'm not even sure what stack size it expects). The real wrinkle is that the tz code is part of the system library, I expect it to just work. If somebody had asked last week "How much stack does calling gmtime() require?", I suspect most people's answers would fall short of the mark, apart from maybe a very few people on this list. We can just patch this in openbsd, it's not that big a deal, but wanted to pass the change upstream as well.

Extension to tzcode to support additional timezones

Several of my employers have needed to work with data from multiple timezones within a single process. The traditional way to work with this has been to change the value of the TZ environment variable and invoke tzset() and switch between timezones one at a time. What I have done is extend the time(3) API to allow applications to load and use arbitrary timezones separate from the current local and GM timezones. I've done this by adding the following API calls: - void *tzopen(const char *name). This loads the rules for a specified timezone and returns a void * cookie. If the zone cannot be parsed it returns NULL and sets errno to EINVAL. - void tzclose(void *zone). This "closes" a set of rules opened via tzopen() by releasing the associated resources. - struct tm *tztime(void *zone, const time_t *t, struct tm *tm). This is like localtime_r() except that it uses the timezone rules from the passed in cookie instead of the local timezone indicated by TZ. - time_t timetz(void *zone, struct tm * const tm). This is like mktime() except that it uses the timezone rules from the passed in cookie instead of the local timezone indicated by TZ. The changes to the code are fairly simple since the per-zone state was already broken out into a standalone state object to handle GMT vs local time. In some cases the patches make things cleaner (I think) by removing hacks where a function pointer was queried to determine which state object to use since the state object pointer is now passed all the way down the internal time code stack. I have a patch that is relative to the FreeBSD source tree, but all of the real code changes are in localtime.c which I believe should apply directly to the tzcode distribution. The patch is available at http://www.FreeBSD.org/~jhb/patches/tzopen.patch Is this API something that you folks would be interested in? I currently have this as a private patch locally, but if possible I would like it adopted upstream. -- John Baldwin

Another China time zone question

Dear time zone list: I have been doing a little research on time zones in China, and one of the few sources on the matter seems to contradict the tz database. While the database indicates there were multiple time zones until 1980, Guo Qingheng of the Chinese Academy of Science Time Service Center published an article in 2003 in which he states that primary documents indicate that "probably in order to comply with instructions from central broadcasters, after liberation [that is, after 1949] the broadcasters in each area very quickly changed their local times to Beijing Time, in order to express unanimity with the center." And that "by the beginning of 1950, within a few months after establishing the country, the entire country except for Xinjiang and Tibet was all using the Beijing Time standard," with Tibet following in 1960 and Xinjiang by 1975 (Guo Qingsheng [郭庆生], "Beijing Time at the Beginning of the PRC [建国初期的北京时间]." The Chinese Journal for the History of Science and Technology [中国科技史料]. Vol. 24, No. 1, (2003), p2.) So I was wondering what the sources are for China having multiple time zones from 1949-1980, and who is correct here. Any help is appreciated! Another draft bill 441798-5 to abolish the "summer time" submitted to the State Duma on October 19, 2010: Instead of the seasonal clock change to "summer time", the bill proposes a change to actual working hours for organizations and institutions around the country beginning on the first Monday in April through the first Monday in November of each year. This sounds a bit like the town in Canada whose mayor must sign a proclamation each year to observe Daylight Savings Time by a certain date. If the mayor happens to be out fishing when this deadline comes and goes, DST does not get observed by the town. I can't for the life of me remember the name of that place.
