Leap seconds puzzle

Gentlepeople, I’ve been sorting to a flurry of questions about leap seconds from colleagues (triggered by the recent announcement of an upcoming leap second). That sent me to the Theory file, and some experiments. Those experiments leave me puzzled. I apologize for going a bit off topic for this list, but the expertise is clearly here. The Theory file says that POSIX requires leap seconds to be ignored. And indeed, if I set my system timezone to a POSIX zone description and ask it to convert a time value that’s an integer multiple of 86400, I end up at an exact hour (or half hour) multiple, for example exactly midnight if UTC. And similarly, if I set my zone to a “right” one and do the conversion, I get a time that’s a few seconds shy of the exact multiple, as expected. I can also see that my default timezone definitions on my various Unix machines are POSIX ones, again as expected. So here is the puzzle. I would expect WWV, and www.time.gov, to reflect leap seconds. So why would they give me a time that matches, to the second, the POSIX time on my workstation? Does NTP send POSIX seconds since epoch rather than real ones? paul

Egypt DST starts one week later

According to several news reports, Egypt will start DST on midnight after Thursday, April 30, 2015. This is based on a law (no 35) from May 15, 2014 saying it starts the last Thursday of April. This means we will to change the rule to "lastThu 24:00s" instead of "lastFri 0:00s". Clocks will still be turned back for Ramadan, but dates not yet announced. Liberal and conservative time zones in 1950s Nashville

In 1950s Nashville a public clock had dueling faces, one for conservatives and the other for liberals; the two sides didn't agree about the time of day. I haven't found a photo of this clock, nor have I tracked down the TIME magazine report cited below, but here's the story as told by the late American journalist John Seigenthaler, who was there: "The two [newspaper] owners held strongly contrasting political and ideological views. Evans was a New South liberal, Stahlman an Old South conservative, and their two papers frequently clashed editorially, often on the same day.... In the 1950s as the state legislature was grappling with the question of whether to approve daylight saving time for the entire state, TIME magazine reported: "'The Nashville Banner and The Nashville Tennessean rarely agree on anything but the time of day — and last week they couldn't agree on that.' "It was all too true. The clock on the front of the building had two faces — The Tennessean side of the building facing west, the other, east. When recently changing the 'Chile' ruleset in 'southamerica', I forgot to update its copy 'ChileAQ' in 'antarctica'. This sort of thing has been a continuing problem over the years. Attempt to make further recurrences less likely by moving 'Antarctica/Palmer' from 'antarctica' to 'southamerica', so that there's no need to copy the rules in question. * antarctica (ArgAQ, ChileAQ): Remove. (irrelevant here) 1919 A partir del 1° de julio, se cambió la hora estándar, adoptando como hora oficial, la hora del meridiano del Observatorio Astronómico de Lo Espejo en Santiago, o sea, 4 horas, 42 minutos, 46,3 segundos, correspondiente a 70º 41' 34,5 " W, de Greenwich, en vez de la zona 20 del huso horario terrestre. Información difundida por el Boletín Nº 24, Aviso Nº 103/ 1919. 1927 Por Decreto Supremo N" 5.693, del 22 de agosto, se adoptaron dos horas diferentes. La hora oficial de invierno, correspondiente al meridiano 75º weste (zona +5) y la hora oficial de verano, correspondiente al meridiano 60º weste (zona +4), efectuándose los cambios el 1º de abril y el 1º de septiembre de cada año. Novedad que fue difundida por el Boletín Nº 11, por aviso Nº 56/1928. Este sistema de hora económica se vino a hacer efectivo sólo el 1º de abril de 1928. 1928 Se adquirió un cable forrado en plomo a la Compañía de Teléfonos, para conectar la Estación Horariacon la Radio Estación de Playa Ancha y a su vez con el cañón del cuartel Silva Palma. Jefe de la Estación Horaria, en esa fecha era el Sr. Cristian Wiegand O. 1941 AI cumplir el Departamento de Navegación e Hidrografía, 67 años de existencia, contaba en esa fecha la Estación Horaria con cinco relojes de alta precisión conocidos bajo el nombre de "péndulos", los cuales son controlados entre sí. De estos cinco péndulos, tres son eléctricos y dos son mecánicos en sus mecanismos de cuerda. De los tres péndulos eléctricos el principal y de mayor precisión llamado "péndulo magistral eléctrico", trabaja dentro de una campana de cobre con vidrio en su parte superior, bajo un vacío de 150 milímetros. By the way, it is interesting to note that this source confirms in the 1946 entry a division of the country into two zones, 'la capital y la zone central' and 'el resto del pais'. The capital is represented in tzdata as America/Santiago, the 'resto del pais' is not represented in tzdata, probably because the split ended before 1970. Possibly the split ended already on 21 May 1947, as it says 'zona +4 que rige para toda la Republica'. How can we even hope to achieve time zone abbreviations that follow what people use on the ground if some places don't use abbreviations at all? We also impose English abbreviations, when English might not be spoken in the region at all. IIRC, doesn't French Canada have abbreviations like HNE instead of EST? Personally, I'd rather see abbreviations removed entirely. If folks want them for display, they should probably get them from CLDR, where the can be properly localized. All we really need in tzdb is a flag to identify whether to use a standard-time or daylight-time version of the abbreviation. Am I wrong? As far as I know, an official announcement of the adoption of a new time change rule would have to appear in: http://www.diariooficial.interior.gob.cl and would also appear in: http://www.horaoficial.cl/cambio_hora.html I have been monitoring both on a daily basis, and thus far have seen nothing. So for now it's unclear to me whether this is a proposal or an announcement. -G.
