According to several news reports, Egypt will start DST on midnight after Thursday, April 30, 2015. This is based on a law (no 35) from May 15, 2014 saying it starts the last Thursday of April. This means we will to change the rule to "lastThu 24:00s" instead of "lastFri 0:00s". Clocks will still be turned back for Ramadan, but dates not yet announced. Thanks for the heads-up. A proposed patch is attached, and is installed in the experimental tz version on github. We'll need a new tz release soon, as our current Africa/Cairo will be wrong in a couple of weeks.
