Dear Paul I am looking at the timezone for Mexico City 1950. There is a special rules for DST 12 Feb - 31 July 1950, which seems to apply only to Mexico City. I need to find out the definition of the geographic area for which this is valid. You quote as a source http://www.cddhcu.gob.mx/bibliot/publica/inveyana/polisoc/horver/ but I cannot access that source. Do you happen to keep an offline copy of that source information? Adding Asia/Beijing timezone into the database

"Beijing Time" is the standard time used for China region, so it is very strange that tzdatabase doesn't have timezone called Asia/Beijing. Strongly suggest to add "Asia/Beijing" zone into the database, and its information is very similar with "Asia/Shanghai".

Leap seconds

Given history to date, the leap second information needed by knowledgeable, concerned clients is, in its entirety: 1972-06 1972-12 1973-12 1974-12 1975-12 1976-12 1977-12 1978-12 1979-12 1981-06 1982-06 1983-06 1985-06 1987-12 1989-12 1990-12 1992-06 1993-06 1994-06 1995-12 1997-06 1998-12 2005-12 2008-12 2012-06 These are the months at the ends of which leap seconds were inserted.* I'm confident that a way of getting the information to such clients can be developed. It may be prudent to wait and see if the status of the leap second changes in 2015; a change may obviate the need for leap second updates (though not the need for information on past leap seconds). @dashdashado *This ignores the possibility of skipped seconds, which have yet to occur in the wild. It also ignores niceties such as New York City, which at least once "observed" the leap second at midnight New York time rather than midnight UTC, making for a ball drop countdown of "Three...two...one...leap...Happy New Year!"

Recent conversions of zones to aliases

Just to note my continued unhappiness with the conversions of zones to aliases. The recent change to map Harare to Maputo broke a test in Joda-Time (the most widely used 3rd party library in Java for date/time, probably used by millions of developers). This means that the many users of Joda-Time will get errors when they try to recompile the latest jar file, a process that has worked fine for years. In order to make the test pass I now have to special case to say that either Harare or Maputo is a valid value. This issue occurs because Joda-Time normalises all aliases to the actual zone as per TZDB data. Thus a request for DateTimeZone zone = DateTimeZone.forID("Africa/Harare"); which use to return a zone with the ID "Africa/Harare" now returns "Africa/Maputo". This means that users can no longer get a zone that represents their country for half of Africa and the Carribean. I cannot stress enough that these utterly unecessary changes have and will continue to cause observable differences in end-user applications. I remain firmly of the opinion that there should be at least one actual Zone entry for each ISO defined territory/country, and that these recent changes should not be described as minor tidying. The 2014j release of the tz code and data is available. It reflects the following changes, which were either circulated on the tz mailing list or are relatively minor technical or administrative changes: Changes affecting current and future time stamps Turks & Caicos' switch from US eastern time to UTC-4 year-round did not occur on 2014-11-02 at 02:00. It's currently scheduled for 2015-11-01 at 02:00. (Thanks to Chris Walton.) Changes affecting past time stamps Many pre-1989 time stamps have been corrected for Asia/Seoul and Asia/Pyongyang, based on sources for the Korean-language Wikipedia entry for time in Korea. (Thanks to Sanghyuk Jung.) Also, no longer guess that Pyongyang mimicked Seoul time after World War II, as this is politically implausible. Some more zones have been turned into links, when they differed from existing zones only for older time stamps. As usual, these changes affect UTC offsets in pre-1970 time stamps only. Their old contents have been moved to the 'backzone' file. The affected zones are: Africa/Addis_Ababa, Africa/Asmara, Africa/Dar_es_Salaam, Africa/Djibouti, Africa/Kampala, Africa/Mogadishu, Indian/Antananarivo, Indian/Comoro, and Indian/Mayotte. Changes affecting commentary The commentary is less enthusiastic about Shanks as a source, and is more careful to distinguish UT from UTC. The 2014g release of the tz code and data is available. It reflects the following changes, which were either circulated on the tz mailing list or are relatively minor technical or administrative changes: Changes affecting future time stamps Turks & Caicos is switching from US eastern time to UTC-4 year-round, modeled as a switch from EST/EDT to AST on 2014-11-02 at 02:00. Changes affecting past time stamps Time in Russia or the USSR before 1926 or so has been corrected by a few seconds in the following zones: Asia/Irkutsk, Asia/Krasnoyarsk, Asia/Omsk, Asia/Samarkand, Asia/Tbilisi, Asia/Vladivostok, Asia/Yakutsk, Europe/Riga, Europe/Samara. For Asia/Yekaterinburg the correction is a few minutes. (Thanks to Vladimir Karpinsky.) The Portuguese decree of 1911-05-26 took effect on 1912-01-01. This affects 1911 time stamps in Africa/Bissau, Africa/Luanda, Atlantic/Azores, and Atlantic/Madeira. Also, Lisbon's pre-1912 GMT offset was -0:36:45 (rounded from -0:36:44.68), not -0:36:32. The tz library no longer mishandles leap seconds on platforms with unsigned time_t in time zones that lack ordinary transitions after 1970. The tz code now attempts to infer TM_GMTOFF and TM_ZONE if not already defined, to make it easier to configure on common platforms. Define NO_TM_GMTOFF and NO_TM_ZONE to suppress this. Unless the new macro UNINIT_TRAP is defined to 1, the tz code now assumes that reading uninitialized memory yields garbage values but does not cause other problems such as traps. If TM_GMTOFF is defined and UNINIT_TRAP is 0, mktime is now more likely to guess right for ambiguous time stamps near transitions where tm_isdst does not change. If HAVE_STRFTIME_L is defined to 1, the tz library now defines strftime_l for compatibility with recent versions of POSIX. Only the C locale is supported, though. HAVE_STRFTIME_L defaults to 1 on recent POSIX versions, and to 0 otherwise. tzselect -c now uses a hybrid distance measure that works better in Africa. (Thanks to Alan Barrett for noting the problem.) The C source code now ports to NetBSD when GCC_DEBUG_FLAGS is used, or when time_tz is defined. When HAVE_UTMPX_H is set the 'date' command now builds on systems whose <utmpx.h> file does not define WTMPX_FILE, and when setting the date it updates the wtmpx file if _PATH_WTMPX is defined. This affects GNU/Linux and similar systems. For easier maintenance later, some C code has been simplified, some lint has been removed, and the code has been tweaked so that plain 'make' is more likely to work. The C type 'bool' is now used for boolean values, instead of 'int'. The long-obsolete LOCALE_HOME code has been removed. The long-obsolete 'gtime' function has been removed. Changes affecting build procedure 'zdump' no longer links in ialloc.o, as it's not needed. 'make check_time_t_alternatives' no longer assumes GNU diff. Changes affecting distribution tarballs The files checktab.awk and zoneinfo2tdf.pl are now distributed in the tzdata tarball instead of the tzcode tarball, since they help maintain the data. The NEWS and Theory files are now also distributed in the tzdata tarball, as they're relevant for data. (Thanks to Alan Barrett for pointing this out.) Also, the leapseconds.awk file is no longer distributed in the tzcode tarball, since it belongs in the tzdata tarball (where 2014f inadvertently also distributed it). I am suspicious that the current time zone rules for Turks and Caicos may be wrong. In August of this year, the TCI Government did make plans to be on "permanent daylight saving time". This would have meant that the clocks should not have changed Nov 2/2014. Russian time zone rules change

My apologies if this is not the correct way to notify this change [please let me know what I should have done]. In 2010 President Medvedev passed an act to introduce permanent Summer Time in Russia, effective March 2011 [according to the normal DST switching rules]. In 2014 this act was repealed, so that the normal DST switch back to standard time occurred on the last Sunday in October 2014. The new act eliminates future DST switching. The new act applies to all Russian time zones. This means that Moscow Time is now fixed at 3 hours ahead of UTC. I looked on iana.org and the last released version of tzdata is tzdata2014i but it still contains the Medvedev act rules and not the state of affairs since Oct 26, 2014. Thanks Carl

I have a sampling of those BIH publications from 1960 in images here https://plus.google.com/photos/112320138481375234766/albums/607822573135022… 1960 is after the availability of cesium atomic chronometers and during the era when Heure Definitive was UT2. These pages include part of the initial attempt to "coordinate" radio broadcasts between the US NBS station WWV and the UK NPL station MSF. They include time offset plots for various observatories for the entire year of 1960, and a couple of pages of the radio broadcast offsets for the end of the year. Also note that these data were not published until as much as a year after the measurements, and only then could one know what time it should have been. >From the turn of the 20th century it was agreed that everyone would use the same the technical basis for determining civil time, but the quality of time available in any particular place depended on available resources and training, so the implementation was imperfect. In many countries the observatory time was the legal time, and the broadcast time signals were, practically, the official time. Plowing through these historic records of time offsets only makes sense for projects such as re-reducing occultation data. The tz database has always eschewed sub-second offsets. I noticed that Moscow time has not changed. Over a week ago, all of Russia went to 'winter time', falling back an hour, and has said that it will never go to summer time again. [Patch] Make it slightly easier to parse tzdata

Hi there, Right now I am experimenting with trying to integrate the tzdata dataset into an embedded setup where I am not able to use zic(8) + /usr/share/zoneinfo. To summarize, my plan is to translate the entire tzdata into a set of C array/structure initializers (~50 KB for all timezones) and perform operations on those structures directly. While writing a Python script to translate the data, I noticed that there is a very small number of directives that would require quite a lot of additional code to parse properly. For example, "lastSun" makes a lot of sense as a special keyword in "Rule" directives, but it provides no functional gain in "Zone" directives. The same holds for the use of the "Dec 29 24:00" time used in Samoa's timezone. We should be able to use "Dec 30" instead, right? Anyway, I've attached a patch that should make it slightly easier to parse the tzdata files by removing these constructs. This should make it easier for people to reuse the dataset for other purposes. Thanks, -- Ed Schouten <ed(a)80386.nl>

Venezuela may move back to UTC-4

Yesterday, President Nicolas Maduro ordered his vice president to review Venezuela's 2007 change from UTC-04:00 to UTC-04:30. Hugo Chavez, the previous president who ordered the change, argued that UTC-04:00 gave more light to poor children who walk to school before dawn through sometimes-dangerous streets. Maduro says he prefers later sunsets. For what it's worth, local mean time in Caracas is UTC-04:28. According to our (admittedly unreliable) records, Venezuela observed UTC-04:30 from 1912 through 1965, and observed UTC-04:00 from 1965 to 2007. My source: Reuters.
