DST rules change for Georgia

Hello tz(a)elsie.nci.nih.gov, Dear sir! I've posted on bugzilla new bug #172279, and they told me to contact you: You need to discuss this with upstream, i.e. tz(a)elsie.nci.nih.gov When upstream accepts a change and incorporates it, we'll then update our packages. But as a rule for tzdata we use the timezone data unmodified from upstream. Description of problem: It's not actually a BUG. Government of Georgia (ExUSSR, Caucasia, capital city Tbilisi) decided to NOT CHANGE daylight sayvings time at 30 Sep. night, as it was done before during last more than 10 years. Currently, we are in fact GMT +4:00, as before 30 October it was GMT +3:00. Currently http://www.worldtimeserver.com/current_time_in_GE.aspx shows correct time for us. The problem is, there is NO FORMAL LAW or governmental document about it. A sfar as I can find, I was told, that there is no document, because we just DIDN'T ISSUE document about swithching to winter time".... I don't know waht can be done, especially knowing, that some years ago our DST rules where changed THREE TIMES during one month... Maybe it's stupid, but maybe it's possible to create TWO separate time zones for Georgia, one with DST settings, one withought? I could't find a way to disable DST in Linux otherwise... BTW, of course it's not related to Fedora Core or any particular distribution, this problem shoul be common for all of them... missing translation in zdump

Julian cable is not on the time zone mailing list; direct (further) replies appropriately. Whenever a zone of the form XXXnYYY is used and there's no associated time zone data file, the time package generates results appropriate for a place where the standard time abbreviation is XXX, the daylight saving time abbreviation is YYY and the offset from UCT/UTC is n hours. Fix for Azerbaijan daylight saving rules

Dear tz team, I would like to report that the time of daylight saving for Azerbaijan is incorrect in current version of tz. In the latest version of tz, both rules become effective at 1:00am. According to the resolution of the Cabinet of Ministers on daylight saving in the territory of Azerbaijan: 1. Inasmuch as every year since 1997 all clocks are advanced one hour at 4am on the last Sunday of March, Azerbaijan Republic must pass to summer time. 2. By turning clocks back an hour at 5am on the last Sunday of October, summer time is cancelled. Full text of resolution in English and Azeri is available at: <http://aif.az/docs/daylight_res.pdf>. Original images of resolution will be added to this document later. This document is effective since March 1997. Abbreviations like "BRDT" would not correspond to common Brazilian practice, which is to use the Portuguese equivalent of "summer time" rather than "daylight time". As is stated in the tz tables' comments, in 1999 I invented the abbreviations BRT/BRST, AMT/AMST, etc., that are used in the current tz tables for Brazil. As far as I know nobody else has needed, or uses, English-language acronyms for the Brazilian time zone. However, should an alternate tradition arise in practice, of course we'd prefer to use the English-language abbreviations that people are actually using, as opposed to abbreviations that we have invented.
