Although most of Mexico is scheduled to spring forward tomorrow at 02:00, earlier this week Claudia Reyes Montiel, representing the caucus of the Mexican Party of the Democratic Revolution (PRD), asked Mexican president Andrés Manuel López Obrador (AMLO) to cancel or suspend DST in the light of the COVID-19 pandemic. AMLO has punted on this for now, saying that he first wants a technical opinion from the Ministry of Energy. One never knows with AMLO though, and it might be good to keep an eye out for sudden changes to Mexico's civil-time rules. TZ Data Base Questions

Hello, A group of developers including myself has been charged with dealing with time zones in our database. We have been looking into using the IANA TZ Database as our source. In order to create utilities to get historical data correctly, and to future proof our code as much as possible, there were a couple of questions we have been trying to find the answers to. * If an entity breaks off from a current time zone, does the data base fork the current time zone(A) and add a new time zone(B) with time zone B having all the historical data of A? * In the INANA time zone database, the file "europe" contains information for Time Zone Europe/Dublin. There are three lines that are proceeded with the comment "# These three lines are for when SAVE values are always nonnegative." These lines are also preceded by comment Delimiter (Please see below). Since the data follows the Comment Delimiter it is ignored on load. Is database supposed to load this information? Israel DST -- Stay Tuned

Due to the current Corona Lockdown of the State of Israel that is expected to get more strict, the government is considering delaying the start of DST that was supposed to start this Friday morning: https://www.jpost.com/Breaking-News/Litzman-Health-Ministry-considering-pos… No final decision has been taken though so, meanwhile, the original switchover time is still in effect. Hi all, This is a heads up that in the last legislative session, Utah passed a bill that would move the state on to permanent Mountain Daylight Time (bill: https://le.utah.gov/~2020/bills/static/SB0059.html <https://le.utah.gov/~2020/bills/static/SB0059.html>). However, this bill does not take effect until two conditions are met: Congress enacts legislation to amend 15 U.S.C. Sec. 260a to authorize states to observe daylight saving time year-round and At least four western states (not including Utah) also move to year-round daylight time (western states are defined as Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and Wyoming) If this ends up getting actually triggered (one can hope!) then I will email the list again with the notice. zdump with version 1 files

Howdy, As part of the implementation of the new zoneinfo module for the Python standard library, I have been attempting to generate some version 1 files for test purposes (in the sadly likely event that some people only have version 1 TZif files deployed). I have done this by taking existing TZif files, truncating them at the second TZif header, and changing the version number in the truncated file. I notice, however, that with the 2019c version of zdump, the files generated this way are considered invalid: $ zdump --version zdump (tzcode) 2019c $ zdump -i -c2038,2039 $(realpath .)/America/Los_Angeles /tmp/zoneinfon3c1bcna/v1/America/Los_Angeles: Invalid argument $ zdump -i -c2010,2011 $(realpath .)/America/Los_Angeles /tmp/zoneinfon3c1bcna/v1/America/Los_Angeles: Invalid argument Interestingly, if I /do not/ truncate the file and just change the version to "1" (in both the first *and* second header), it will read the file /and/ it will clearly use the version 2/3 data: $ file Australia/Sydney Australia/Sydney: timezone data, version 1, no gmt time flags, 5 std time flags, no leap seconds, 142 transition times, 5 abbreviation chars $ zdump -i -c2200,2201 $(realpath .)/Australia/Sydney TZ="/tmp/zoneinfot3h5_eyf/v1/Australia/Sydney" - - +11 AEDT 1 2200-04-06 02 +10 AEST 2200-10-05 03 +11 AEDT 1 So I guess my question is: does zdump support well-formed version 1 files, and I am failing to create well-formed version 1 files, or does 2019c's zdump have no support for version 1 files? I'll note that this whole thing came up because I was wondering what zdump does for times after the last transition in a version 1 file. RFC 8536 indicates that this behavior is undefined - I was planning to hold the value of the offset after the last transition, but I figured I might as well check what zdump does. Thanks, Paul

[PATCH] Fix warning message with non-alphanumerics

Hi folks, I have noticed a minor issue with the warning issued by zdump when passed non-alphanumerics in a TZ string. Yukon to move to year-round PDT

The government of Yukon announced today the cessation of seasonal time changes. "After clocks are pushed ahead one hour on March 8, the territory will remain on 'Pacific Daylight Saving Time'. ... Perhaps this might be better treated as "MST", like Arizona, as that is more similar to Saskatchewan's existing use of CST. However, since the press release expresses a preference for "PDT", attached is a proposed patch which calls it that, implemented as UTC-08 +1 hour DST year-round. Since this change doesn't affect timestamps until 2020-11-01, we have a bit of time to determine the preferred representation and/or wait for the relevant legal wording before this necessitates a new release. -- Tim Parenti

Hi, maintainers of tz, This file was requested by [eggert](https://github.com/eggert/tz/pull/26#issuecomment-595995177). I hope you apply this patch, cause those fantasy names you have on the project now are a real confusion for Ukrainians who are probably 99% of users of Ukrainian timezones. My initial comment: Default timezone names for Ukraine, e.g. Europe/Kiev, are more understandable and correct than ridiculous fantasy style, e.g. Ruthenia. Previous names cause confusion, misunderstanding and are considered inappropriate. Manitoba Canada not observing DST

There was a new law that was passed this year in Canada that Manitoba will not observe DST change, instead remaining in Central Standard Time. Hey folks, Just thought I'd draw your attention to my recent proposal to add IANA (e.g. /usr/share/zoneinfo) time zone support to Python's standard library: PEP 615 ( https://www.python.org/dev/peps/pep-0615/ ). The Yukon government recently surveyed its citizens for their opinion whether Yukon should stay on PST all year, stay on MST all year, or continue the current practice of PST in winter and PDT in summer. The survey closed Sunday, and the government says it got more than 4800 responses, which is a new record. Hello. You might want to note that the America/Halifax timezone also applies to Îles-de-la-Madeleine and the Listuguj reserve in Quebec. Officially, this came into effect on January 1, 2007 (*Legal Time Act*, CQLR c T-5.1), but the legislative debates surrounding that bill say that it is "accommodating the customs and practices" of those regions, which suggests that they have always been in-line with Halifax. Also, you call America/Whitehorse "south Yukon" and America/Dawson "north Yukon", but the divide is actually between east and west, at the 138th meridian. -- *Jeffery Nichols*, JD, MPA, MA
