Hello. I'm working on upstreaming a patch, which originally came from NetApp, to modify localtime.c to automatically detect changes to the time zone. The use case is to make the applications handle moving between timezones, or changing the default system timezone. The idea is pretty simple: just stat(2) the timezone file inode to make sure it still refers to the same file it previously did, and make sure to do this at most once per minute. The patch (with the FreeBSD-specific build glue stripped) follows; previous discussion can be found at https://reviews.freebsd.org/D30183. The patch was written for FreeBSD version of localtime.c, which differs a bit from upstream, but as there seems to be an effort underway to sync FreeBSD with upstream, I believe it also makes sense to ask for comments here before commiting it to FreeBSD. I’ve created a new website, http://tzexplorer.org <http://tzexplorer.org/>, that makes it easy to do conversions among IANA timezones and other time standards like TAI, view the history of time transitions in any timezone, and download TZ code and data in .zip format. There are also links to open-source JavaScript code for the related data/time library, timezone compiler, and Angular components. Please let me know what you think, and if you have any suggestions for changes or additions to the website.

Need input - minimal tzdata install

Hi, We are trying to reduce the required base installation on containers. We are looking at ways to reduce the amount of timezone data needed. Specifically, we are considering providing a minimal/UTC-only tzdata package. Is this something that the tz project would consider providing? Destruction of timezone history - please revert (typos corrected)

I consider the decision to merge zones of multiple countries, just because they share a common post-1970 history, one of the worst decisions ever made for the TZ project. There used to be Zone Europe/Copenhagen, which represented the exact timezone history of Copenhagen, in fact of all of Denmark, since the introduction of standard time in Denmark in 1890. Now the file 'europe' says # For Denmark see Europe/Berlin. But zone Europe/Berlin is a bad representation of Denmark's timezone history. It gives false data from 1949 backward. The decision to remove zones like Europe/Copenhagen from the main zone files destroys the work of a whole generation of timezone history researchers. It is a completely unnecessary step, forced by nothing. I urge the responsible persons to revert this step.

Hello, I have a program running on Yocto. When it runs, I get an error: /usr/share/zoneinfo/Israel: invalid timezone file: no timezone found in OlsonData If I copy zoneinfo's directory from Linux distros (Debian, Ubutnu, ArchLinux), the program runs without an error. I downloaded tzdb-2021a.tar.lz and installed it, encountered the same error. Did I miss something? Thanks. - Joe

Recent changes caused zone.tab to refer to links defined in the 'backward' file, which means it no longer works in the now-rare case where 'backward' is not used. Fix this by changing zone.tab to refer to the primary name of each zone. * checktab.awk: Adjust to check the new setup. * zone.tab: Replace backward links in the 3rd column with the primary zone names. Dear Folks at IANA, Todays Greetings!!, I really appreciate your efforts to design & maintain TimezoneDb While searching on the net, I couldn't find any list where there is a mapping between 2 different set of timezone record schemes. For example "Europe/Vienna" maps to "(CET) Central European Time" So, I prepared a list for the same.(see the screenshot attached), along with relevant record like timeOffsets, countryCode, hasDST, etc., & want to share it with you IF it is of any value for the cause.I used wiki references & some PHP code for the same. If you think that my list is of any value, I will be glad to share the Excel worksheet it with you.. Destruction of timezone history - please revert

I consider the decision to merge zones of multiple countries, just because they share a common post-1970 history, one of the worst decisions ever made for the TZ project. There used to be Zone Europe/Copenhagen, which represented the exact timezone history of Copenhagen, in fact all of Denmark, since the introduction of standard time in Denmark in 1890. Not the file 'europe' says # For Denmark see Europe/Berlin. But zone Europe/Berlin is a bad representation Denmark's timezone history. It gives false data from 1949 backward. The decision to remove zones like Europe/Copenhagen from the main zone files destroys the work of a whole generation of timezone history researchers. It is a completely unnecessary step, forced by nothing. I urge the responsible persons top revert this step.

I didn't want to invent a preprocessor for zic, creating technology that would have to be documented and supported and have backwards-compatibility problems of its own. The vanguard/main/rearguard stuff is just a hopefully-temporary hack that, once it evaporates, will require zero maintenance. By the way, is anybody still using rearguard format? If not, perhaps it's time to retire this stuff now. (That would save us all the hassle of conversations like this one. :-)

What data should TZDB offer?

TZDB has seen recent difficulties due to conflicting desires and expectations of the dataset. This is an attempt to capture some of these: 1) LMT LMT is confusing for many downstream users because they don't understand the concept. Recent threads have noted queries from Postgres users, I can attest to confusion in various Java libraries. In fact, earlier versions of Java removed the LMT concept. I think the time is right to properly consider an alternative to LMT. I believe we can define an offset for each region that the region has most typically been associated with post 1970. For example, Europe/Paris is most associated with +01:00 since 1970. This provides the "normal looking" offset that most users desire for the LMT period. 2) Negative DST Negative DST in the source files continues to be a problem, but we should address other issues first. 3) Links At present, it is not possible to identify which region names are deprecated (such as spelling changes) and which represent important data. Having such a distinction would allow permanent deprecations to be removed from some downstream systems, and would also allow downstream systems to provide functionality to normalize IDs from old to new in a correct and consistent way. 4) Pre-1970 history There is general, though not compete, agreement that TZDB's main focus is on post-1970 data. However I and others have an expectation that pre-1970 data is retained and not be removed. I don't want to get into a position where pre-1970 history is basically completely unreliable relative to the name of the ID. Getting Germany's pre-1970 rules when you have an ID for Oslo or Sweden is not acceptable. (We already have some of that, but the recent proposal would have greatly increased the issue. I feel that there is the potential to achieve an agreeable solution, but it does require acceptance that full pre-1970 history is needed for some places that have the same zone history post-1970. 5) Compatibility guarantee Changes need to be made with more consideration of the implications of compatibility on downstream users that do not use the makefile. Proposal ------------ That TZDB shall adopt the principle that the main geographic files (africa to southamerica) shall contain data with full history for locations where zone history has differed since 1970 subject to the minimum requirement that there is at least one full zone with history defined for each independent country as defined by ISO-3166-1. Dependent territories in ISO-3166-1 that are within 1/24th of the earth circumference of another dependent territory or parent country with the same sovereignty shall be combined if their post-1970 history is identical. That TZDB shall replace LMT with the offset that best represents standard time for the location during the period 1970 to 2021. That TZDB shall define a non-makefile mechanism, which may involve a new file, to identify permanently deprecated IDs, such as "Turkey" or "W-SU". That TZDB shall offer a command line makefile flag that filters the data to reduce the binary output where data is the same post-1970. That consideration is given to whether this flag should erase pre-1970 history as part of it's truncation process. That these rules shall be encoded in the theory file along with an explicit statement of backwards compatibility. ----- It is my belief that this proposal meets the issues expressed above while also respecting the concerns of fairness, guidelines and politics expressed by others. For example, TZDB would not include a full zone with history for Kosovo until ISO-3166-1 includes it. This provides a straightforward defence against the worst issues of politics. The dependent territory rules are designed to allow locations that are close to each other in distance and sovereignty to be combined, such as Jersey and London. I have not analyzed how many zones of full history can be saved by this mechanism. I acknowledge that the above is a significant change to TZBD, but it does more fully align TZDB with the Governmental authorities that actually define time zones. I also believe it more closely aligns TZDB with the expectations of downstream users. Stephen

Breach of tzdb charter: Merging timezones is not within the charter

This is a formal request to revert the recent patch to merge country timezones. I, and others, consider the patch to be utterly unacceptable. The patch causes meaningful harm to the status of tzdb, and will cause downstream projects significant pain to effectively revert the changes - amounting to an effective fork of the project. Specifically, the patch merges the timezone history of completely separate countries, effectively wiping places like Norway and Sweden off the map to replace them by Germany. (Many other countries are also proposed to be wiped off the map). The reversion MUST occur as soon as possible, and MUST be before the next tzdb release. The tzdb coordinator is expected to operate by this charter: https://datatracker.ietf.org/doc/html/rfc6557 """ The TZ Coordinator is empowered to decide, as the designated expert, appropriate changes, but SHOULD take into account views expressed on the mailing list. ... The criteria for updates to the database include the following: 1. Point 3 refers to changes, but only in terms that reflect what people in the relevant location would have considered the time zone to have been, yet clearly the proposed change does not do that. No part of the charter permits the coordinator to willfully harm the database, nor to merge timezone regions, nor to increase the number of historical inaccuracies. Justifications for the proposed change based on "consistency" or "politics" are not rooted in the charter of tzdb and should be considered null and void. New JavaScript/Node.js timezone compiler

https://github.com/kshetline/tubular_time_tzdb I spoke about this new tz compiler a while back, when I released my @tubular/time date-time library, but the compiler was only at the level of a tool for personal use, without decent documentation or all of the features I’d want for a general-purpose utility. At first this compiler only produced data for use with @tubular/time, but now it can output zoneinfo/zic binaries too. One nice feature is that this tool, by default, reaches right out to https://www.iana.org/time-zones/ for data, with no need to download a release before using the compiler. There’s a JavaScript/TypeScript API and a CLI command. I’ll show the CLI command help, just so people can get an idea of the options available.
