Europe/Finland DST correction for years 1981 and 1982

Hi, I noticed that the Finland data is not accurate for years 1981 and 1982. During these two first trial years the DST adjustment was made one hour earlier than in forthcoming years. Starting 1983 the adjustment was made according to the central European standards. This is documented in Heikki Oja: Aikakirja 2007, published by The Almanac Office of University of Helsinki, ISBN 952-10-3221-9, available online (in Finnish) at: http://almanakka.helsinki.fi/aikakirja/Aikakirja2007kokonaan.pdf Page 105 (56 in PDF version) has a handy table of all past daylight savings transitions. It is easy enough to interpret without Finnish skills. This is also confirmed by Finnish Broadcasting Company's archive at: http://www.yle.fi/elavaarkisto/?s=s&g=1&ag=5&t=&a=3401 The news clip from 1981 says that "the time between 2 and 3 o'clock does not exist tonight". Thus Paul Eggert's comment in the file (above the relevant entry) is indeed correct. Please see the diff at the bottom of this message. I believe that it produces the desired results. Time zone confusion and implementation hints

Hi, I'm currently implementing an API for the tz database that should look like .NET's TimeZoneInfo class to replace that in my application. The API includes: * Convert a date and time from UTC to a time zone * Convert a date and time from a time zone to UTC * Return the base UTC offset of a time zone for a date and time * Return the save offset of a time zone for a date and time * Determine whether a date and time is ambiguous in a time zone * Determine whether a date and time is invalid in a time zone It will come with a code generator that "compiles" the text files into C# code so that there's no need to deploy additional files with the application. The API's internal data structures are very similar to the tz database records, these are already coded. Currently I'm stuck because of the flexibility of the tz rules. These can define transition times either in local, standard or universal time. Additionally, the caller of my API passes a date and time that is either local or universal. All this needs to be matched correctly. The right rule needs to be selected and there can be ambiguous or invalid times all along the way. It's not only hard to implement, it's also hard to describe, it's very confusing not to have a common base [zone] you can hold on to. I have now read about any manpage and code file from the tzcode distribution, starting with zic.c and going backwards in the list. I think the file localtime.c does the actual conversion but it's hard to read because it contains only few comments and uses short all-lowercase global variable names. I couldn't follow it to its core where the magic happens. I have analysed .NET's TimeZoneInfo implementation with .NET Reflector but it's not half as mighty as what the tz database can express. I also looked at the C# library ZoneInfo, but it uses an incompatible license, reads the text files at runtime and last but not least is quite inexact around transition times which it inacceptable for a calendar application. Also I think it's a good idea to write my own API for it because I'll need a Java port later as well, working on the exact same data. Could somebody assist me in this, please? Are there helpful thoughts to use when implementing such a programme? Currently this includes XML, PHP, Ruby, Javascript, JSON and CSV formatted data. The repository is updated as soon as the Olson FTP distribution is updated. All data can be downloaded as a zip and/or it can be obtained/synced via anonymous SVN. Data is made available under the MIT license. Problems with this mailing list?

Hi, I observe some strange behaviour with this mailing list. When trying to subscribe, nothing at all happened and after a second try, somebody seemed to have done that manually. This is a very irritating start for new people. I had sent a message to the list a few days ago which just didn't appear while a later one was sent around quite quickly. After a few hours I just resent my message and then it worked. I didn't receive any error message since then. It just got lost on the way with no notice. My mail server keeps informing me now that the delivery of my messages to the list is delayed by 24..48.. hours, but I already received the list's echo of the regarding message. I'm wondering what final error message my mail server will come up with when the retry timeout is over. The list's address is changed in all messages I get from it. Instead of tz(a)elsie.nci.nih.gov, my messages appear to be sent to tz(a)lecserver.nci.nih.gov. I even see messages to "tz(a)elsie.nci.nih.gov" <tz(a)lecserver.nci.nih.gov>... What is the real address now?! All very confusing here. Some questions about the database format

Hi, I intend to use the tz database in my C# calendar application. Since I need a decent time zone support, I was pointed to this database from the MSDN forums. I now have a few questions regarding the file format of the text files. A day specification of "Sun>=1" or "Sun>=8" should be clear, I interpret this as the first/second Sunday in a month. But what weekday and week is "Sun>=25" or "Sun>=2"? How is the Zone field "[UNTIL]" to be understood exactly? Is it including or excluding the given time? What does "1990" mean, is it until and inclusive the whole year 1990, ie /1990-12-31T23:59:59 or is it something around 1990-01-01? What does the time specification "2:00s" mean? I've seen it several times but couldn't make any sense of it. Are all rules in the text files sorted ascending by time ("FROM" year)? That would simplify the processing because in order to convert them into .NET framework structures I need pairs of DST start and end rules together for a range of years, and thus need to resolve the overlapping rule definitions.

Revisiting Australian time zone abbreviations

Hello, I came across this mailing list while researching a time zone issue on our website which indirectly makes use of the zoneinfo. We localize some timestamps to the visitors time zone, but the site is trafficked by a predominately US audience where the abbreviation "EST" is used quite often. It is difficult for an Australian visitor to realize that the times they are seeing have been localized since they show for example as "8pm EST" due to the abbreviations used for the Australian time zones, leading to confusion as to whether it is US EST or AU EST. The last discussion on AEST vs EST seems to be about 9 years old and I figured it was time to revisit the subject now that there seems to be an official source. The government website of Australia states the time zone names for Australia are Australian Eastern Standard Time (AEST), Australian Central Standard Time (ACST) and Australian Western Standard Time (AWST) with Australian Eastern Daylight Time (AEDT) and Australian Central Daylight Time (ACDT) when observing daylight saving time. Russian time zone issue reported

Hello! I've been getting started maintaining tzdata for Ubuntu, and I wanted to check in with the list regarding an issue reported by an Ubuntu user in the following bug report (please refer to comment #16 posted by Guria: https://bugs.launchpad.net/ubuntu/lucid/+source/tzdata/+bug/540295 The comment from Guria is as follows: "Just looked at timezones more precisely. Unfortunately changes are wrong. In changed tz's was set only summer time, but winter time stays unchanged. This timezones doesn't exists already in fact. Europe/Samara is now exactly equal Europe/Moscow, Asia/Kamchatka is Asia/Magadan. Xinjiang Time

With the restoration of internet to Xinjiang yesterday after a ten month hiatus, I would like to make one more plea for Xinjiang Time to be included in the tz database. (Last year we discussed Xinjiang Time, a semi-official time used primarily by minority ethnic groups in the Xinjiang Uyghur Autonomous Region of China, as well as in some official Xinjiang Chinese language publications.) Although any proposal is better than nothing at this point, I've summarized here my preferences and my reasons. 1. That the locations be the already existing Urumqi/Asia and Kashgar/ Asia. These already exist in the database and have been the most common English spelling on the Internet and on maps for some time. (These names correspond closely to the Uyghur pronunciation and are probably more commonly used because of the autonomous region status of the area. The "q" in Urumqi is pronounced like the "ch' in English.) 2. That the name of the time zone be called Xinjiang Time, abbreviated XJT. This nomenclature corresponds word for word with the most common usage in Chinese and Uyghur, as well as all references to it I can find in English. It would therefore be immediately recognizable by users of Xinjiang Time. This would also agree with the recommendations in the Theory file. > If there is no common English abbreviation, abbreviate the English > translation of the usual phrase used by native speakers. URUT for Urumqi Time would be another possibility as it is a recognized, perhaps more official term, but not nearly as widely used. 3. That no other location be added (especially with the same latitude and longitude) to accommodate the use of Beijing Time (also widely used in Xinjiang, esp. by close to 100% of the ethnic Han population). The reason for this is two-fold. a. It agrees with the recommendations in Theory, Urumqi being quite a bit smaller than Beijing > Use the most populous among locations in a country's time zone, > e.g. prefer `Shanghai' to `Beijing' and by definition is redundant. > If all the clocks in a country's region have agreed since 1970, > don't bother to include more than one location b. But perhaps more critically, it is an added difficulty to implement two zones having the same position on most GUI's. I am afraid that GUI developers would choose the more commonly used time and that Xinjiang time, although present in the tzdata would be swallowed up in the user interface. 4. Time format error in Olson TZ rules for Asia

Hello, We have noticed a possible error in Jordan rule. It uses time value 24:00 in recent updates of Olson rule files. Rule Jordan 2002 max - Mar lastThu 24:00 1:00 S As per RFC 3339,( Clause :5.6. Internet Date/Time Format) it recommends time format from 00-23 for hours. (http://www.ietf.org/rfc/rfc3339.txt ) This implies Jordan rule may need to be changed to: Rule Jordan 2002 max - Mar lastFri 0:00 1:00 S Please check this and update in subsequent releases if found appropriate. Time zone file naming scheme

As spec lead of JSR-310, the Java effort to enhance dates and times, I'm encoding TZDB data. In order to represent the different versions of the data, I'm using the tzdb naming scheme or year followed by letter, eg. 2010i. This version number is sorted alphabetically. Obviously, it is possible that there might be more than 26 releases of the data in one year. In order to maintain the alphabetical sort order, I'd like this list to determine a strategy for the unlikely event that this situation occurs. For example: 2010a 2010z 2010za 2010zb If the list does not arrange a strategy (and define it in the theory document), then JSR-310, or future maintainers, will have to make up our own approach for numbering the 27th and onwards releases.
