West Virginia broadcasters 1946 DST proposal

Quoting from /Broadcasting * Telecasting/ of March 18, 1946: In a move believed to be unprecedented in radio, the newly-formed West Virginia Broadcasting Assn., comprising all stations in the state, will adopt daylight savings time form April 28 through Sept. 29 -- although West Virginia clocks will remain on standard time throughout that period. The time change was unanimously voted by the broadcasters at a meeting held in Charleston March 9. Representatives of all of the state's 14 stations agreed to the resolution. On March 12, all stations included the resolution in all newscasts. Under the plan, radio clocks will be changed to conform to network clocks [ed: the networks observed New York City time, which had DST in 1946] when time change occurs. This means that, unless the West Virginia legislature takes action to the contrary during a special session to be held in two weeks, West Virginians will have two time schedules -- that decreed by the state an that observed by radio. Time Announcements Participating stations will give time-announcements by the radio clock; they will make no rate adjustments, since their proposition is based on the assumption that West Virginia timekeepers are out of step with radio -- not vice versa. I think the fact that they could choose to call their resulting UTC-4 time zone "EDT" rather than "AST" probably wouldn't be in violation of the Uniform Time Act (but I'm not a lawyer either). That said, the federal Department of Transportation (which apparently has jurisdiction over such things) hasn't allowed Maine to move to Atlantic Time, so the odds that they'd allow Tennessee to do so seem rather low. (If Maine does ever manage to move its time zone, naming its zone identifier is going to be an interesting challenge for the TZDB -- since "America/Portland" is rather unfortunately ambiguous...) -- Jonathan Lennox lennox(a)cs.columbia.edu

Hello, According to Turkish government decision, there will be one-day delay in the start of DST. DST start time will be "2014 Monday, 31 March" instead of "2014 Sunday, 30 March" on Turkey. Is there a plan to update the time zone database for this change ? That much notice would be a blessing. In years before 2013, the changes were made with as little as 5 days notice (notice Monday for a change in the date scheduled for the following Saturday). And as I said before, we have a goverment change on March 11, so all bets are off. -G.
