Nova Scotia and Northwest Territories have fallen in line with the rest of the Canada. Daylight saving time will be extended by four weeks starting in 2007. Affected zones are: Nova Scotia: America/Halifax America/Glace_Bay North West Territories: America/Yellowknife America/Inuvik We don't need to make any rule changes to TZDATA. All four of the affected zones use the "Canada" rule which has already been updated. Here is a news release which was issued today by the Nova Scotia government: http://www.gov.ns.ca/news/details.asp?id=20060425004 I could not find any reference to the change on the Northwest Territories government web site; the only reference I have is a news story posted on the CBC (Canadian Broadcasting Corporation) web site on April 5: http://www.cbc.ca/north/story/nor-nwt-time-change.html I think we are still waiting to hear from the governments of Newfoundland, Yukon, and Nunavut. -chris

Mandan status

In the northamerica file I found the following: # Morton County, ND, switched from mountain to central time on # 2003-10-26, except for the area around Mandan. After reading it, I interpreted to be "except for the area around Mandan, which is still on mountain time". After I saw the other web links, I came to the conclusion that it really meant "except for the area around Mandan, which was already on central time". Either way, I think it would be useful to have an explicit formulation that leaves no room for doubt. Guatemala DST?

Some sources say Guatemala will observe DST this year. For instance Steffen Thorsen: http://www.timeanddate.com/worldclock/city.html?n=94 DST starts on Sunday, April 30, 2006 at 12:00 Midnight local standard time DST ends on Sunday, October 1, 2006 at 12:00 Midnight local daylight time TZ database still has no DST since 1991. What is the truth?

Microsoft said that its software couldn't handle Indiana's recent time zone change, but that this was Indiana's problem, not Microsoft's. "Outlook continues to function properly. Hi, The attached patch is for tzdata2006d, which updates timezone info of China, such as, adding Asia/Beijing, linking PRC to Asia/Beijing instead of Asia/Shanghai, and some changes of timezone description. Nowadays, China uses only one unified timezone, which is known as "China Beijing time", so using Asia/Beijing instead of Asia/Shanghai is more reasonable. Regards James Su

www.worldtimeserver.com doesn't show the current DST rules, however, it's time zone converter does allow for peaking into the rules behind. The claim is therefore (see attached two screenshots) that the Palestinian Territory entered DST precisely one week before, Friday the 14.th. of April at 0:00. One of the screen shots will show you the unbelievable claim that at 0:15 the 14.th. of April in the Palestinian Territory, it was 23:15 the 13.th. of April in the Palestinian Territory - but even Einstein would not have been able to mingle his relativity theory so much (using for instance the speed of light), that he could go back in time. Back to the future? I think an equal time or better an error message would have been more appropriate. The question is if anyone can confirm that the DST change happened a week before. To me it sounds plausible, but we would like some (more) authoritative information. Gaza time

I checked www.worldtimeserver.com recently and most of the recent changes to the tz database are in line with this server, it seems to be fairly well up-dated in timezone matters (unlike wikipedia, for instance!). This goes for Haiti, Tunisia, Sri Lanka, Irana, and Georgia to mention a few. Therefore I was surprised to see that they have UTC+3 at the moment for Palestinian Territory, when tz database will first have Gaza to enter DST in approximately 18 hours. This could be because they think that it follows Israel time, but it might be because they learned something more about Gaza/West Bank. Does anyone have information if Gaza/West Bank in fact applied DST before expected or not?
