After reading it, I interpreted to be "except for the area around Mandan, which is still on mountain time". After I saw the other web links, I came to the conclusion that it really meant "except for the area around Mandan, which was already on central time". Either way, I think it would be useful to have an explicit formulation that leaves no room for doubt.
