Hi, after reading http://www.squarefree.com/2006/11/01/continuous-daylight-saving-time/ I remembered that I saw similar timzones for Asia/Riyadh87 before. I am wondering why those zones exist — did Saudi Arabia really use this as clock time? Or are the different reasons? The zone files do not seem to contain this information. cheers, Derick

I am in Washington for the 2013 Usenix LISA conference, which is at the Marriott Wardman Park Hotel. The hotel has helpfully posted signs in all the elevators reminding guests that they should turn their clocks back for "Standard Savings Time" tonight. -GAWollman

Please add a reference to Noda Time to the list of tzdb compilers at http://www.iana.org/time-zones/repository/tz-link.html Noda Time (http://nodatime.org) is similar to Joda Time, but for the .Net Framework instead of Java. It has a full implementation of the TZDB which it compiles from sources as described here: http://nodatime.org/1.1.x/userguide/tzdb.html Noda Time is arguably the best implementation of the IANA time zone database currently available for .Net languages like C# and VB.Net. The 2013h release of the tz code and data is available. It reflects the following changes, which were either circulated on the tz mailing list or are relatively minor technical or administrative changes: Changes affecting current and future time stamps: Libya has switched its time zone back to UTC+2 without DST, instead of UTC+1 with DST. (Thanks to Even Scharning.) Western Sahara (Africa/El_Aaiun) uses Morocco's DST rules. (Thanks to Gwillim Law.) Changes affecting future time stamps: Acre and (we guess) western Amazonas will switch from UTC-4 to UTC-5 on 2013-11-10. This affects America/Rio_Branco and America/Eirunepe. (Thanks to Steffen Thorsen.) Add entries for DST transitions in Morocco in the year 2038. This avoids some year-2038 glitches introduced in 2013g. (Thanks to Yoshito Umaoka for reporting the problem.) Changes affecting API The 'tzselect' command no longer requires the 'select' command, and should now work with /bin/sh on more platforms. It also works around a bug in BusyBox awk before version 1.21.0. (Thanks to Patrick 'P. J.' McDermott.) Changes affecting code Fix localtime overflow bugs with 32-bit unsigned time_t. zdump no longer assumes sscanf returns maximal values on overflow. Changes affecting the build procedure The builder can specify which programs to use, if any, instead of 'ar' and 'ranlib', and libtz.a is now built locally before being installed. (Thanks to Michael Forney.) A dependency typo in the 'zdump' rule has been fixed. (Thanks to Andrew Paprocki.) The Makefile has been simplified by assuming that 'mkdir -p' and 'cp -f' work as specified by POSIX.2-1992 or later; this is portable nowadays. 'make clean' no longer removes 'leapseconds', since it's host-independent and is part of the distribution. The unused makefile macros TZCSRCS, TZDSRCS, DATESRCS have been removed. Changes affecting documentation and commentary tz-link.htm now mentions TC TIMEZONE's draft timezone service protocol (thanks to Mike Douglass) and TimezoneJS.Date (thanks to Jim Fehrle). Update URLs in tz-link page. Add URLs for Microsoft Windows, since 8.1 introduces tz support. Remove URLs for Tru64 and UnixWare (no longer maintained) and for old advisories. SOFA now does C. The scheduled end of DST in Libya on Friday, October 25, 2013 was cancelled yesterday. So the current time in Libya is one hour ahead of what the time zone database says. Libya should have ended DST this night, but last evening they decided to cancel this, just hours before the change. They did not say if they will go back later, or if this actually is a changing of time zone. Western Sahara

A correspondent who is usually well informed about time zone matters sent me a correction to my time zone data for Western Sahara. He says that Western Sahara observes daylight saving time, just as Morocco does. The tz database shows it as Africa/El_Aaiun with no DST. The status of Western Sahara is disputed, but Morocco has de facto control over some 80% of the territory, including El Aaiun (a.k.a. Laâyoune). It seems logical that the clocks would be set to the same time as Morocco. For what it's worth, the CIA World Factbook says that in Western Sahara, DST "begins last Sunday in April; ends last Sunday in September." If it can be confirmed that El Aaiun's time is the same as Morocco's, the Zone info for Africa/El_Aaiun should be changed to match Africa/Casablanca, at least after 1991-09-06 (the date of the cease-fire that ended the Western Sahara War), and possibly as far back as 1976-02-20 (the date when Spain abandoned its possessions there).
