That change was put into the tz database about a year ago, here: https://github.com/eggert/tz/commit/ff07530c90837d8718ae420d1f085d2bfd17069a and this appeared in the 2012h release. Perhaps your servers need to be updated to an up-to-date copy of the tz database? The current release is 2013h.

Unless I am reading that rule incorrectly, it still shows ST reversion to GMT+2 last Fri Oct 2013-max and DST starting Mar 2002-max. Comments indicate review and reconsideration was expected this year.
