As a reminder, here are the changes proposed last week: africa Add Africa/Juba (South Sudan) zone. australasia Samoa skips over 2011-12-30 (thanks to David Zuelke and Mark Sim-Smith). europe Use KALT as abbreviation for Europe/Kalinigrad from spring 2011 forward (thanks to Yoshito Umaoka). northamerica Newfoundland changes time of day for DST start and end to 2:00 a.m. starting fall 2011 and forward (thanks to Michael Pelley). Change America/Resolute use of EST to 2006-2007 only (thanks to Chris Walton). Assume Metlakatla abandoned use of daylight saving as a result of its 1983 vote. Avoid unnecessary use of US rule in America/Honolulu; fix two typos in America/Honolulu comments. iso3166.tab Add SS (South Sudan) entry. zone.tab Change America/Resolute entry to Central Standard Time. (thanks to Chris Walton). Add SS (South Sudan, Africa/Juba) entry. attention Paul Eggert: I am reading through the comments for zone Pacific/Tonga and there you write on 2006-03-22: ... go with Mundell where "Mundell" means his article by Don Mundell http://www.tongatapu.net.to/tonga/homeland/timebegins.htm In reading this article, I cannot see where he places the transition from standard meridian 185°e (12:20h) to 195°e (13:00h) into the year 1999. What I read is that he talks about the change in New Zealand timezone from meridian 172.5°e (11:30h) to 180°e (12:00h) on 1946-jan-01, and that the Crown prince Tungi, wanted to maintain the 50 minutes difference to New Zealand. But it appears that no change was made then, in 1946, and Tonga now had only a 20 min difference to New Zealand. I cannot see how you derive a change in 1999 from what Mundell writes. Please clarify. Shanks has this change in 1968, but as usual he gives no source. PS: does anyone know of a way to get access to old IATA SSIM manuals? I rember those being voluminous books which travel agents used to look up flight schedules. For several years, I used to collect older copies of these manuals from a travel agent and use them to look up timezones, as they were documented for each airport, together with begin/end dates for DST if such a change fell into the two-month period a manual covered. I had a collection of many years from the late 1970ies and the 1980ies, but threw them out when I got hold of Shanks' books. Now I would love to check some information in them again, but so far have been unable to find where copies are held in an archive.

I have compiled a complete timezone history of Germany. It defines 10 additional zones for parts of Germany which had a timezone history different from Europe/Berlin Two of these zones refer to areas belonging to Poland since 1945. The processing of the zone file with zic requires that zic is patched with the 'follow rule' patch I had submitted for review on 25 August.

Hello I have researched the DST usage in Switzerland during the 1940ies. As I wrote in an earlier message, I suspected the current tzdata values to be wrong. This is now verified. I have found copies of the original ruling by the Swiss Federal government, in 'Eidgenössische Gesetzessammlung 1941 and 1942' (Swiss federal law collection) and attach GIF copies of the two pages for 1941. DST began on Monday 5 May 1941, 1:00 am by shifting the clocks to 2:00 am DST ended on Monday 6 Oct 1941, 2:00 am by shifting the clocks to 1:00 am. DST began on Monday, 4 May 1942 at 01:00 am DST ended on Monday, 5 Oct 1942 at 02:00 am There was no DST in 1940, I have checked the law collection carefully. It is also indicated by the fact that the 1942 entry in the law collection points back to 1941 as a reference, but no reference to any other years are made. Newspaper articles I have read in the archives on 6 May 1941 reported about the introduction of DST (Sommerzeit in German) during the previous night as an absolute novelty, because this was the first time that such a thing had happened in Switzerland. I have also checked 1916, because one book source (Gabriel, Traite de l'heure dans le monde) claims that Switzerland had DST in 1916. This is false, no official document could be found. Probably Gabriel got misled by references to Germany, which introduced DST in 1916 for the first time. The tzdata rules for Switzerland must be changed to: Rule Swiss 1941 1942 - May Mon>=1 1:00 1:00 S Rule Swiss 1941 1942 - Oct Mon>=1 2:00 0 - The 1940 rules must be deleted. One further detail for Switzerland, which is probably out of scope for most users of tzdata: The zone file Zone Europe/Zurich 0:34:08 - LMT 1848 Sep 12 0:29:44 - BMT 1894 Jun #Bern Mean Time 1:00 Swiss CE%sT 1981 1:00 EU CE%sT describes all of Switzerland correctly, with the exception of the Cantone Geneve (Geneva, Genf). Between 1848 and 1894 Geneve did not follow Bern Mean Time but kept its own local mean time. To represent this, an extra zone would be needed. According to a government proposal published a few weeks ago on the Ministry of Industry and Trade of the Russian Federation Web site, 3 Russian regions may change time zones this autumn: Vladivostok (Primorsky region) – Move from MSK+7 to MSK +6 Sakha (Yakutia) – 3 current time zones collapsed into a single zone MSK+6 Irkutsk region – Move from MSK+5 to MSK +4 This document confirms that Moscow will use UTC+4 year round and all other regions except those listed above will keep current Summer time year round.
