If the map in http://wwg.lgg.ru/russia/timezone.html is correct, it seems to me that the GMT+6 region (or Moscow+3 if you like) is bigger to the south than most timezone maps of Russia I have come across until now. I assume this is what Oscar is referring to as "Respublika Altaj" and "Altajskij kraj". I attach a GIF file of this area as seen in World Time Explorer. Is it correct to conclude that the cities Rubtsovsk, Barnaul and Bijsk are all on GMT+6, not on GMT+7? Additional Detail John Michael Bosworth, Associate Chief of the Laboratory for Terrestrial Physics and Head of the Space Geodesy and Sensor Calibration Office (Code 920.1), retired from GSFC on June 1 following almost 40 years of federal service, all but two years with NASA. Mr. Bosworth was honored by many individuals or organizations at his retirement dinner on June 12. John had a long and successful career as a Project Manager at Goddard but is perhaps best remembered for his past two decades of effort on behalf of space geodesy - first as Deputy Manager under Dr. Bob Coates, and then later as Manager, of NASA's Crustal Dynamics Project (CDP). The CDP scored many scientific firsts in making precise contemporary measurements of tectonic plate motion, regional crustal deformation, Earth orientation parameters (spin axis orientation and spin rate or length of day), Earth gravity field, etc. Following the termination of CDP in 1993 and the movement of space geodetic network responsibilities to GSFC's Laboratory for Terrestrial Physics, John retained primary responsibility for the management of NASA's SLR and VLBI networks and served as head of the CSTG Sites Subcommission and as the first Director of the International Laser Ranging Service (ILRS) Central Bureau, which is located at GSFC. Dr. Thomas Arvid Clark retired from GSFC on June 1, 2001. Tom received his B.S. in Engineering Physics and his Ph.D. in Astro-Geophysics from the University of Colorado in 1961 and 1967 respectively. From 1966 to 1968, he served as Chief of the Astronomy Branch at NASA Marshall Space Flight Center and as Project Scientist on the Spacelab Coronagraph. Since arriving at GSFC in 1968, Dr. Clark has received numerous NASA awards for his pioneering work on Radio Astronomy Explorer 1 and 2 and several generations of Very Long Baseline Interferometry (VLBI) systems. Since the beginning of the NASA Crustal Dynamics Project in 1979, a global network of approximately 30 VLBI stations have been used to define the Celestial reference Frame and to measure global plate tectonics, Earth orientation parameters, and Universal Time. In recent years, he developed the Totally Accurate Clock (TAC), an inexpensive GPS timing receiver that has found widespread use in a number of global networks. Tom was named a Fellow of the American Geophysical Union (AGU) in 1991 and a Fellow of the International Association of Geodesy (IAG) in 1999. Tom was also a pioneer in amateur and digital radio; he designed and flew several low cost satellites for relaying amateur radio messages around the globe and is a past president of AMSAT. In May 2001, he was one of only 50 initial inductees into the CQ Amateur Radio Hall of Fame, a list which included such engineering luminaries and inventors as Guglielmo Marconi (radio), Samuel Morse (telegraph), Nikola Tesla (HF generators and radio), and John Bardeen and William Schockley (transistor). *************************************************************************** IERS Message No. 12 August 17, 2001 *************************************************************************** IERS Bulletin A changes to AAM assimilation Predicted values of atmospheric angular momentum (AAM) were introduced into the IERS Bulletin A combination more than a year ago in an effort to improve our near-term UT1-UTC predictions. However, late last year we observed that the AAM-based values sometimes degraded the UT1 predictions as much as they helped. We suspended the use of AAM data at the beginning of 2001 to re-evaluate our entire AAM process. Starting with the 14 August 2001 issue of IERS Bulletin A (Rapid Service/Prediction of Earth orientation) -- Vol. XIV, No. 65 -- the AAM data have been restored to Bulletin A. The AAM results continue to come from the National Centers for Environmental Prediction (NCEP) at <ftp://ftp.ncep.noaa.gov/pub/cpc/long/aam/nmc/>. After the additional studies, our approach for assimilating AAM data has been changed. Differences include use of both pressure and wind AAM terms, use of the previously unavailable AAM analysis data at the 24-hour interval for the latest AAM analysis file, smoothing of the AAM-based LOD before integrating to UT1R, and removal of a best-fit sinusoid from the AAM UT1R time series. The analysis data value at the 24th hour was previously unavailable and allows for a better merging of the analysis and forecast periods into a single time series. Then, the resulting 15-day AAM-based LODR series (10 days of the most recent analysis + 5 days of forecast) are smoothed to remove variability with frequencies greater than the Bulletin's 2-day Nyquist frequency. The AAM-derived LODR is then integrated and the differences between a UT1 combination of geodetic-only data and the AAM-based UT1R values for the 10-day AAM analysis period are computed. A best-fit linear trend and sinusoid are fit to this difference time series. These fits are then weighted and removed from the entire AAM UT1R time series (analysis and forecast). The resulting rectified AAM-derived UT1R time series is then included in the Bulletin A UT1 combination together with the geodetic data. This procedure reduces the effects of systematic trends (both periodic and linear) that do not appear to be present in actual UT1 variability. Our studies indicate that this processing of this AAM-derived UT1R time series may reduce the UT1 prediction error by ~50% at 5 days into the future. The table below shows the UT1 RMS errors for our daily Bulletin A solutions (without AAM-based UT1R) and for the new AAM-based UT1R series for a 160-day period earlier this year; in both cases our "final" series is used retrospectively as truth. OK, I got dragged, bleeding and screaming, into the tar pit of time zone names by one of PlaceWare's Australian customers, who didn't like the fact that Java (1.3.1, at least) formats the time zone for 'Australia/Syndey' as "Eastern Standard Time (New South Wales)", or "EAT" for short. So I did a little research using google, the java sources, and the tz database. Here's what I found that may be relevant, but the bad news is it completely contradicts much of the info in your 'australasia' file. I wouldn't put the slightest bit of faith in those statements, especially as they claim that Japan is 4 hours ahead of UTC (really 9), and that Tonga is the first country in the world to see each new day (not true since eastern Kiribati switched sides of the date line in 1995). Not only that, but also, if the statement about Tonga being 13 hours ahead of UTC were correct, Tonga is 1 hour ahead of New Zealand only when New Zealand is off daylight saving (otherwise it is true only when either both countries are on or both countries are off daylight saving). Dear All, I received information on 7/16/01 that Tonga will implement dst again this year. Here are the dates: KINGDOM OF TONGA WILL MOVE TO DST AT 0200LT SUN 25NOV01 AND REVERT BACK TO STD TIME AT 0300LT SUN THE 03MAR02. Tonga has been entering DST during 1999 to 2001 presumably to be the "first Island into the Millennium(s)". The assumption is that Tonga will not continue to apply DST now that both Millenniums have past. Australian Eastern times - AEST

Hi guys, I've *always* seen the Australian Eastern (Victoria, New South Wales, Tasmania, Queensland) states' timezones referred to as AEST - Australian Eastern Standard Time. The TZ package, however, refers to it as EST, which not only confuses everyone, but also confuses things like date[1] command. I believe AEST is the official name, and it makes life easier. Ben - the patch for Debian is attached. Timezone guys - ignore all the script stuff before the actual diff, and please apply the diff itself for the next upstream release. On June 27th 1914 Frans Ferdinand was shot in Sarajevo, which ultimately started the First World War. On that same day Rasputin was stabbed in Tyumen in Russia. His theory is that these two events happened around the same time across different time zones. The shooting in Sarajevo happened at 12 noon. various time related problems

Hello, I hope that those on this list can help me with a problem I've been trying to solve for the last week or so. I found a link to this list in a newsgroup post. I don't know if anyone here deals with programming or if this is simply to do with date/time standards or what. If I am in the wrong news group just let me know. The Problem: In a project I'm taking part in we're building a custom date/time class for inclusion in a library. Everything works except a few things we'd like to implement. The date class will be used mainly for conversions and such and to timestamp certificates for encryption purposes. We're using the standard C/C++ library functions for most everything. What I'd like to be able to do is give this class a date as a string (similar to an email date) and have it convert to a tm struct. The only problem is that I need to take into account what timezone the date is in. For instance if I receive an email from someone in Japan (I am in Calgary, Canada). The date/time would look like this in the headers. Thu, 05 Jul 2001 HH:MM:SS JST. Is there anyway I can get a list of 3 letter abreviations so to get the JST and convert to an UTC offset? This way I can convert between times and such. The regular c/c++ functions do not support this coming from a string. Only outputting the timezone info from a tm struct to a string. Problem with the threadsafe programm.

The problem : when I use the "tz_prep" function of the library "libtz.a", it indicates me an error. This function works correctly on Linux but doesn't work neither on SunOS nor on Tru64. Hi all, In the europe file by Britain it states that: 'An old stone obelisk marking a forgotten terrestrial meridian stands beside the river at Kew. In the 18th century, before time and longitude was standardised by the Royal Observatory in Greenwich, scholars observed this stone and the movement of stars from Kew Observatory nearby. They made their calculations and set the time for the Horse Guards and Parliament, but now the stone is obscured by scrubwood and can only be seen by walking along the towpath within a few yards of it.' On a recent visit to London I discovered this Obelisk by walking along the Thames towpath from Richmond and took some photos. We've stuck them on our website http://www.timezoneticker.com/Kew.htm. The building in the distance is the Old Royal Observatory in Kew. The water in the picture is not the Thames but a small stream running adjacent to the main river. Plea to Microsoft to allow RTC=UTC

I have managed to get someone inside Microsoft interested in the problems of the old MS-DOS convention of keeping the RTC in some local time that is not further specified in the CMOS RAM data. I was asked to write up a case to convince Microsoft management to dedicate resources for fixing this and enabling the Windows RTC driver to maintain the battery clock in Universal Time instead of local time. I just did so on http://www.cl.cam.ac.uk/~mgk25/mswish/ut-rtc.html and I would like to invite all computer time gurus out there to review this brief essay before I send it off to Redmond. Please let me know if you have any further - arguments - technical suggestions/proposals - related references - URLs of well-documented RTC DST problem stories that you think that whoever at Microsoft touches the Windows RTC code next should be aware of. Lemaitre from the Catholic University of Louvain (UCL) and the Observatoire de Paris. The problems to be discussed in 2001 are related to various geophysical effects on Earth rotation such as geophysical fluids, tides, oceanic and atmospheric perturbations, as well as to the effects of time and space reference frames, such as time transfer, realisation of time scales and terrestrial and celestial frames. This also includes the problem of sensitivity of the different techniques of observation of Earth rotation. Earth rotation studies are also extended to other planets. Paul, I'm sorry I didn't answer before... I've been in bed for about 10 days and I only check mail at work... I understand what you say and your patch seems to be the most reasonable thing to do... anyway at the last moment, the time zone for Argentina didn't change yesterday (and it won't do so for the foreseeable future). Last Friday (yes, the last working day before the date of the change), the Senate nulled the 1999 Law that introduced the changes later posponed. http://www.clarin.com.ar/diario/2001-06-22/s-03601.htm It remains the vote of the Deputies (kinda "the House"), but it will be the same. Sorry for the noise... but at least, I said in advance that this kind of things had allways been done this way in Argentina. We are still -03:00 all year round in all of the Country. When it calls the target 'date', it indicates that the variable 'NITME_MSG is not declared' (date.c: 372 ). I didn't find the definition of this variable into the whole olson code.
