Xinjiang was called Xiyu (the West Region), Huigu, and a few other names in Chinese literature. * There are some vocal separatist movements who want to "Free Eastern Turkestan", not too unlike "Free Tibet"... Indeed, it seems that nowadays only the separatists are calling the modern Xinjiang province as "Eastern Turkestan", to be interpreted as the Eastern Country of the Turks. Needless to say, at least some Chinese would find that offensive. Also, as a Hong-Kong Chinese myself, I had no idea what "Eastern Turkestan" is until I actually looked it up on the Internet. I am sure most Chinese, including the Uygur and Han people, would be scratching their heads wondering what "Eastern Turkestan" is. Besides, it appears that Eastern Turkestan = the whole Xinjiang, not just part of it, so again, it is not appropriate to call that timezone "Eastern Turkestan" when it is just the westmost region surrounding Kashgar that is within that timezone. Therefore, I recommend changing the comment to something more informative west Xinjiang Uygur Autonomous Region (Eastern Turkestan), China That should better suit the needs of both Chinese and non-Chinese. :-) I have also revised other comment entries for China to make them more informative. Seriously, we Chinese are utterly confused when we are asked to choose a timezone during Linux installation. I myself had no idea why the 5 cities were chosen until I finally compared a world timezone map with a China map. :-) In fact, ALL major Chinese Linux distributions have edited zone.tab to add Asia/Beijing and to revise the comments. (Turbolinux Chinese and Red Flag Linux, for instance.) So, this does point to a real usability (not political) problem. Therefore, I have made all 5 comments more verbose. They may be long, but not as long as a few entries for Canada. :-) I have also changed "Macao" to "Macau". Why? :-) 1. Macau is the official name (in both English and Portuguese). See www.macau.gov.mo, for example. 2. On recent trips to Macau, I can no longer find any signs that say "Macao". 3. ISO 3166 says MO = Macau in English; MO = Macao in French. 4. On Google, Macau: 810000 hits; Macao: 311000 hits. A patch is attached in this message. Please verify and apply. My initial confusion comes from this: All China is really under one official time ("Beijing time" in Chinese), why all those different zones? After looking at glibc/libc/timezone/asia, I realized that zone.tab goes far beyond the current time zone. For it, if two regions historically use different times, they are considered in two time zones, even though they don't have any time difference now. This would certainly help if someone tries to ask, say, what time was it in Beijing at 8pm May 12, 1940 in Chongqing?

tzfiles for an embedded system

Hello, Our embedded system is very tight on space, but we need to provide a good timezone implementation. I would like to use the standard tzfiles, but optimize them for space. My intention is to modify the zic program to strip out all historical rules and only create tzfiles with information for the year 2000 onwards. I would probably include only a subset of the posix_only rules in our system. I've started playing with the code a bit to do this, and wanted to ask: would it be better to filter out the historical rules as they are read from the files, in inrule() and then remove zones which have no associated rules? Or perhaps read all of the rules and zones and then filter those which are actually written into the tzfiles in outzone()? Any comments would be appreciated (via direct email, I'm not on the list). The workshop will be held at the Paris Observatory, April 18 - 20, 2002. Background During its XXIV General Assembly in August 2000 the IAU agreed to new resolutions. Namely, the new precession-nutation model was adopted, and the new Celestial Intermediate Pole, Celestial and Terrestrial Ephemeris Origins were defined. As a result the whole spectrum of products within the IERS will be affected. The new resolutions should become effective on January 1, 2003. This workshop is organized to establish the changes in IERS products and analyses that will be required in order to comply with the IAU recommendations. It is anticipated that the structure will be in the nature of a workshop with only a few traditional style presentations. For practical implementations and almanac work it is necessary to - develop a clear explanation of the concepts of the new celestial transformation and the relation to the conventional transformation, - explain the use of the precession-nutation model IAU 2000 A / B, - plan the necessary changes in the data services that will be required, - demonstrate software for the actual implementation of the new systems by users. All researchers and specialists working in field of interest are kindly invited to participate actively in the workshop. Apologies for the long turnaround time on this bug; I've been out for some routine surgery. Attached find the proposed fix for the Asia/Bishkek bug. I did before-and-after testing on the time zone files produced from the sources that are distributed from elsie.nci.nih.gov; the Asia/Bishkek file was the only one changed by the fix. This was made possible by the fact that two positions are now available at my institute for the tasks of the Analysis Coordinator and for the Combination Research Center activities. The two persons who are now working with me in this field are: Robert Dill (dill(a)bv.tum.de) Daniela Thaller (daniela.thaller(a)bv.tum.de) Robert Dill will mainly support the IERS AC work, whereas Daniela Thaller will mainly be working on CRC issues. The following actions have already been initialized or are planned for the next few months: A. Coordination of the CRC Activities ------------------------------------- (1) Mail Exploder and Web-Pages ------------------------------- An e-mail exploder has been set up by the IERS Central Bureau for the exchange of information between the CRCs and other interested groups and may be used by any person interested to share results, problems, ideas in the field of combination research within the IERS. (2) SINEX-Format ---------------- Starting with the IGS SINEX format description (Version 1.00) Daniela Thaller has put together a new version (Version 2.0) of the SINEX format including all the additions and modifications of the IVS and ILRS groups. The SINEX document together with a list of questions concerning the new version will be distributed to the Technique Coordinators of the IGS, IVS and ILRS for feedback and comments in the next few days. Interested groups may have a look at the format description available on the new web page mentioned above. With this step we hope to ensure that only one consistent format is followed by all the space techniques. As soon as the format definitions are finalized we will write a SINEX checker program that will be available for all groups to check their SINEX files in order to meet the format definition. We also intend to put together some guidelines on how SINEX files should be generated to make sure that a combination is possible without problems. Issues are e.g. how to handle constraints on the ERPs (UT1 for satellite techniques, continuity between ERPs of subsequent days, velocity constraints between collocated sites for ITRF submissions, etc.). (3) SINEX Data Pool ------------------- In order to test and develop their combination software packages the CRCs need to have access to a broad variety of SINEX files from different techniques. We therefore plan to establish a pool of SINEX files or links to SINEX file archives for the CRC activities. This pool will contain - all the contributions of the individual analysis centers to the ITRF2000 solution together with all the local tie information - SINEX files of the IGS and its combination centers - SINEX files from the ILRS and IVS pilot project to the extent available These SINEX files are thought to allow first tests and to modify the combination software packages to deal with the SINEX files produced by different techniques. (4) "Weekly" SINEX Campaign --------------------------- It is also planned to come up with a time interval (according to the Technique Analysis Coordinators) for which the different techniques will deliver SINEX files for combination research, containing site coordinates and ERPs. The time interval covered by one SINEX file of the various techniques should be compatible (e.g. 1 week for GPS, 1 24-h session for VLBI and 1 or 2 weeks for SLR). These SINEX files will allow to - study the consistent combination of coordinates and ERP stemming from different techniques - detect and analyze systematic biases between the results of the different techniques - produce and compare time series of the different techniques - develop algorithms to allow the production of combined multi-year solutions with consistent site coordinates, site velocities and ERPs - study weighting strategies and datum definition strategies. These developments will be important steps in the direction of a rigorous combination of ITRF, ICRF and ERPs in the future. B. IERS Campaign to align EOPs to ICRF/ITRF2000 ----------------------------------------------- This campaign was proposed by Jim Ray with the following objectives: - generate EOP series with the highest possible consistency with ICRF and ITRF2000 - achieve overall accuracy of 0.1 mas - understand the origin of systematic errors between EOP series of different ACs This campaign is thought to improve the consistency of the IERS products even before a rigorous combination of ITR/ICRF/EOPs becomes possible. The details of the campaign and the implementation plan are described on the new web pages of the IERS Analysis Coordinator. C. IERS Product Quality ----------------------- The IERS AC will start to look into the quality of the present IERS products. This task will consist of: - putting together a complete list of the IERS products and their methods of generation, their availability, accuracy, etc. - assessing the status of the global network of fundamental stations - compile a list of the processing standards used by the analysis centers and the consistency with the IERS conventions - check the level of documentation of the IERS products and the guidelines about the use of the products Besides these topics the IERS AC plans a routine quality check of the IERS products. Hello, I guess this is a FAQ, but anyway here goes. As you know: ~% TZ=Australia/Brisbane date Fri Nov 16 13:18:11 EST 2001 ~% TZ=Australia/Sydney date Fri Nov 16 14:18:11 EST 2001 which is quite confusing, not to mention: ~% TZ=US/Eastern date Fri Nov 16 00:56:55 EST 2001 Since according to http://www.dstc.qut.edu.au/DST/marg/daylight-other.html#zones the correct abbreviations are AEST, AEDT, etc, but are the reasons for not updating to those unique unambiguous abbreviations. What software would break if such a change were made? Jens

Location of `Theory' file

Back in the mists of ancient time, the rules for time zone names were stated at the beginning of the `africa' file in tzdata. At some point, this explanatory text was moved to the `Theory' file, which lives in tzcode. Since many people use only the data and not the code, I'd like to suggest that the `Theory' file be moved to tzdata so that it is more closely linked with the information it describes. -GAWollman

Hi There I need to obtain the current time zone information (including DST start/end dates) for about 6 cities, so I downloaded your comprehensive database. However, I'm having difficulty understanding the format. I was wondering if the database comes in a simple text file format that can be easily understood. For example, a list of city names, and for each city, the following information (only the current information, I don't need historical information): * UTC difference (for example, plus 10 hours) * DST difference (plus 1 hour) * DST starting day (for example, second Sunday in January at 2am) * DST ending day (in standard local time) That would be really helpful. Alternatively, if it's not too much trouble, could I give you the city names and you could tell me the above info for each city? I tried to read the text files myself but I can't understand it. Even if I get what I think is the correct DST start/end dates, I have no idea whether I've read it correctly because the format is too complicated. Thanks. --

Possible tiny bug in tzcode

While testing my iCalendar timezone code against mktime/localtime I think I found a tiny error. (This is on RedHat Linux 7.1, with tzcode/data2001a) In Asia/Bishkek, when converting 11 Apr 1992 18:30:00 UTC into local time it outputs 'Sun Apr 12 00:30:00 1992'. (Any UTC time between 18:00 and 19:00 seems to be incorrect.) But clocks go forward at 0:00 local time by 1 hour, so I don't think that time should exist. (I may have missed something, though. This timezone stuff does get a bit too confusing!) I've attached a little test program. Damon
