On http://www.cl.cam.ac.uk/~mgk25/c-time/ you'll find one proposal, plus links to a few others (Eggert, Lennox, Tribble, Bernstein, etc). Not much progress with getting some standards committee (C, POSIX, SUS, etc.) excited about a revised time/zone API though, though it is a very well-understood and mature area by now.
