Here are proposed changes to the time zone package (code & data). These will be released as tz*2012a.tar.gz on Thursday March 1 2012 assuming no problems are found (and if only minor problems are found, and corrected, then something similar on the same date.) The executive summary tzcode: updates to reflect the current homes of the mailing list and distribution files (no changes to the C code at all in this version, unless you need the README or .htm files, you do not need this update.) Note: I have used munnari.oz.au as the primary home for the tz*.tar.gz files as (for now anyway) that is where it is, if the primary source moves to the IANA systems in the future this can be updated. tzdata: antarctica current best known timezone info for various antarctic bases for the winter of 2012 asia Armenia has abolished summer time australasia Tokelau copied Samoa and swapped sides of the International Data line last December. NB: this change affects current timestamps. europe Spelling corrections for some French names in comments. leapseconds Bulletin C43 incorporated (a leap Second will occur 2012-06-30 at 23:59:60 UTC) Bulletin C42 was also incorporated (but never released) - it said nothing very interesting (no leap second 2011-12-31). northamerica New zone America/Creston created for an area in British Columbia that was previously (and apparently incorrectly) considered identical to Dawson Creek. Also, some corrections to 1918 summer time end dates in several Canadian zones. southamerica Chile has extended Summer time in the 2011/2 summer. The Falkland Islands now have it permanently (continuing the 2011 experiment.) This "permanently" is a guess, it apparently is certain for 2012 (as certain as these things ever are) and considered likely into the future. zone.tab New America/Creston zone added, and a typo in the entry for Europe/Samara corrected. Please let us (via the list, or for trivia if you prefer, to me personally) of any problems with any of these changes. I'd particularly appreciate someone (many someone's...) casting an eye over the change to the Falklands zone definition (Atlantic/Stanley) to see if you agree with the way I made that change. There's still a long way to go until 2013, however there are news from Ukraine, that The Cabinet of Ministers of Ukraine proposes the parliament (Verkhovna Rada) to abolish Daylight Saving Time in 2013. Since there have been a number of modifications, I thought it worthwhile to send a complete update of the proposed timezone package update, still planned to be released March 1 (from an east of Greenwich zone...) The executive summary tzcode: updates to reflect the current homes of the mailing list and distribution files (no changes to the C code at all in this version, unless you need the README or .htm files, you do not need this update.) Note: I have used munnari.oz.au as the primary home for the tz*.tar.gz files as (for now anyway) that is where it is, if the primary source moves to the IANA systems in the future this can be updated. A link to DateTime::TimeZone::Tzfile has been added. tzdata: antarctica current best known timezone info for various antarctic bases for the winter of 2012 asia Armenia has abolished summer time australasia Tokelau copied Samoa and swapped sides of the International Data line last December. NB: this change affects current timestamps. europe Updated URL for UK timezone history. leapseconds Bulletin C43 incorporated (a leap Second will occur 2012-06-30 at 23:59:60 UTC) Bulletin C42 was also incorporated (but never released) - it said nothing very interesting (no leap second 2011-12-31). northamerica New zone America/Creston created for an area in British Columbia that was previously (and apparently incorrectly) considered identical to Dawson Creek. Also, some corrections to 1918 summer time end dates in several Canadian zones. southamerica Chile has extended Summer time in the 2011/2 summer. Future years (2013->) are assumed revert to "normal" for now. The Falkland Islands now have it permanently (continuing the 2011 experiment.) This "permanently" is a guess, it apparently is certain for 2012 (as certain as these things ever are) and considered likely into the future. zone.tab New America/Creston zone added, and a typo in the entry for Europe/Samara corrected. There are three significant changes from the proposed update posted earlier today. 1) The spelling changes for some French place names are on hold, pending a decision on what should actually appear (this affects only comments in the data file.) 2) A link to DateTime::TimeZone::Tzfile was added to tz-link.htm in the tzcode set. 3) America/Creston zone definition changed (and not the same as the one I proposed a few hours ago). It seems unclear (certainly to me) whether Creston used PST or MST in the period from 1884 to 1916 (PST seems clear from 1916 to 1918, then MST since). The first proposed update used MST for that doubtful period, I switched that to PST in my proposed correction. I have decided now to revert that part of the change, leaving MST for the 1814-1916 period. If anyone has compelling contrary research, please let us know. Again, review of all of these proposed changes is appreciated. With the finish of the fixed wing flying program in Antarctica and the shorter days now returning we will revert Casey and Davis to their winter time zones. This means that tomorrow morning (22 Feb 2012) Casey will revert to UTC +8 and Davis to UTC +7. Casey will change at 0400 Hobart time (clocks back 3 hrs) and Davis will change at 0700 Hobart time (clocks forward 2 hrs) on Wednesday 22 February (Tomorrow). http://www.bbc.co.uk/news/uk-politics-16611058 Mr Rees-Mogg has tabled an amendment to the proposed legislation suggesting the "the county of Somerset as defined by the Lieutenants Act shall revert to the customary time used prior to the Great Western Railway time established in 1840". Jacob Ress-Mogg MP is quite a character, and it's a very conservative character. He has that special skill of being nostalgic not only for a time before he was born, but for a time before his great-great-grandparents were born. His amendment is extremely unlikely to be adopted, but its prospective consequences bear some thinking about. He'd make Somerset the only place on Earth where the timezone is not a multiple of five minutes offset from UT. In fact, it wouldn't even be an exact multiple of *one* minute, if implemented in full. And since the pre-1840 custom was for every town to have its own time, we wouldn't just need Europe/Taunton, but potentially several other new zones for different Somerset towns. If any form of the Rees-Mogg amendment were to be adopted, it would more likely be a single timezone for the whole county, an integral number of minutes offset from UT. Taunton (largest town in, and capital of, Somerset) is at some 3.1 degrees west, suggesting a 12 minute offset. -zefram

Russian Prime Minister Vladimir Putin promised to convey to President Dmitry Medvedev suggestions from Russian football fans about the cancellation of the transition to winter time. During an informal conversation with the head of government organizations, football fans raised the issue that the cancellation of the transition to winter creates uncomfortable conditions. In particular, it leaves less time for sleep. If, for example, a football match is broadcast rather late in European time, due to the time difference it makes getting up early for work difficult. Moldova in zone.tab

Now that Moldova has split into two timezones, the zones need descriptions in zone.tab. However, tzdata2011m only gives a description for the new Europe/Tiraspol, leaving the old Europe/Chisinau with no description. This violates the format of zone.tab. (Which makes my automatic repackaging for CPAN protest.) Following examples such as Chile and Greenland, I believe the appropriate description for Europe/Chisinau is "most locations". -zefram
