Asia/Novosibirsk has Novosibirsk Oblast in the south and Tomsk Oblast in the north. Novosibirsk Oblast has Omsk Oblast in the west and the Altai entities in the east. That is the changes as written down in the Russian Wikipedia lead to contiguous zones at any time, while the current rules in tzdata do not. Omsk Time as in Omsk Oblast, joined by bordering Novosibirsk an eastward expansion, later joined by bordering Altai entities, an eastward expansion, later joined by bordering Tomsk, a northward expansion. a comment in C-Eur rules 1944 can be removed

The file tzdate/europe contains this comment regarding the end of DST in Germany 1944: # Whitman gives 1944 Oct 7; go with Shanks & Pottenger. Rule C-Eur 1944 only - Oct 2 2:00s 0 - I have looked up the Reichsgesetzblatt 1944, p.198 which contains the text of the respective decree. Shanks has the correct date and time. I attach a copy. It is very precise because it deals explicitly with the fact that the hour from 2 am to 3 am occurs twice, when the clock is set back from 3 am to 2 am. It says (my translation from German): For the hour of 2 to 3 in the morning of 2nd October 1944, the first occurrence will be called 2A, 2A 1 minute etc until 2A 59 minutes. The second occurrence will be called 2B, 2B 1 minute etc until 2B 59 minutes.

Belarus has abolished seasonal clock change. It was announced by State Committee for Standardization on September 16, 2011. This decision was made by the Council of Ministers (decree #1229) on September 15, 2011. Hello! Moving towards unification with Russia on economical reasons, Republic of Belarus has announced today to cancel daylight saving time rule and don't rewind clocks on last Sunday of October. My own translation of the text is: ---- begin quote Article 1 The legal time fixed by the law of 1911 Mar 9 shall each year, following the practical details as given in articles 2,3 and 4, be advanced by sixty minutes, at 23 hours on each last Saturday of March, until the first Saturday of October at 24 hours. But in the case of an understanding with allied neighbour nations, the goverment can shift the first date to the third Saturday of April, and the second date to the third Saturday of September. --- end quote This law was not modified until 1939-09-26. But in practice it was not followed regarding the begin dates. The government issued a decret each year, where it fixed the dates for the particular year. I searched the 'Bulletin des lois de la République française' which are accessible in in digital form via the Bibliotheque National at http://gallica.bnf.fr up to 1931. As an example, I attach the décret for 1930. I think translation isnot needed. From what I have seen as sources between 1916 and 1938, so far, I can confirm that Henri Le Corre is precise and correct, regarding dates and times of change. I can also confirm the '24 hours' always means the end of the day, if a document states something like 'on date X at 24 hours'. Later versions of the décrets are explicit, like the one attached, by saying 'at twenty four hours in the night from 4th to 5th October'. I think the comment currently in the list of Rules, regarding DSH and 1930, can be removed, as Le Corre has been established as reliable for DST rules during this period up to at least 1938.

At some point I lost the twinsun URL, and couldn't find a link in any obvious places, like Wikipedia, or ftp://elsie.nci.nih.gov/pub/ So my first comment is, the tz-link page needs more meta information (eg; date of last change & author). If the tz-link page is being maintained, there should be visible links to it in obvious places, and if it isn't, the page should have a comment reflecting this. It would be useful to have a .html file at ftp://elsie.nci.nih.gov/pub/ with current information, a link to current information, or at least a link to dated, but possibly useful information! Since this is my first public comment on the TZ list, let me express my long time admiration (I remember 4BSD when the rules were compiled into libc, and systems like TOPS-20, where they were in the "kernel") to all, past and present who have endeavored to make sense of this herculian problem (the proportions and magnitude of which are so truely perverse, that they could only have been made by mankind which, unlike nature, has no collective ability (or perhaps more succinctly or single authority powerful enough) to conform to Occam's Razor. As a side comment, there's nothing more Talmudic than commentary on commentary, so the appreciation of the tzdata files at http://blog.jonudell.net/2009/10/23/a-literary-appreciation-of-the-olsonzon… as talmudic is especially apropos! Finally, I know it's unlikely to change, but I find the fact that the tzdata tar files extract to the current directory (as opposed to creating a new directory) to be, to be kind "quaint". And I'll confess, I have a project that's so dated (a 1990's "finger" program, from back when exposing personal information on the Internet wasn't considered a problem) whose tar file is still available on my FTP server that has the same "charming" behavior of unloading it's contents into an unsuspecing extractor's current working directory. And FINALLY, a question: Has anyone heard of code that reads binary tz data, and outputs VTIMEZONE info? Extracting rules for a specific year is sufficient. I can SWEAR I once saw an "unzic" program, but maybe I'm having a new bout of a particular form of senior moment I've experienced before, where I remember things that have never happened. We've been using vzic, but it isn't a great solution since RedHat Linux doesn't supply an RPM for the timezone source files that vzic needs to run, so we're stuck having to track version of the tzdata RPM on the specific version of RedHat that the product installs on. I got involved because I felt the seismic activity when the problem landed on the desk of an engineer without sufficient experience to grasp of the enormity of the hairball that had just hit him.
