An update for the tz database is long overdue; sorry. Here is a proposed patch to implement all the changes reported to the tz list since October, along with a few other cleanups (notably a conversion of the web pages to XHTML). The most urgent changes are for Brazil, Canada, E Timor, Fiji, and the Dominican Republic, as these changes affect how current time stamps are handled. * Many changes for Brazil: Pernambuco and Roraima stopped observing DST at 2000-10-15 00:00. Alagoas, Sergipe, Maranhao, Piaui, Ceara, Rio Grande do Norte, and Paraiba stopped observing DST at 2000-10-22 00:00. Add an entry America/Recife for Pernambuco, which (as a result of the above changes) now has a unique time zone history since 1970. Add an entry America/Eirunepe for west Amazonas, which (unlike Acre) observed DST in summer 1993/1994. (Thanks to Risto Nykanen via Steffen Thorsen.) * Dominican Republic switched to EST at 2000-10-29 02:00, and then switched back to AST at 2000-12-03 01:00. NTP and POSIX Time in conflict?

First, let me introduce myself. I am the Chair of the Realtime part of the POSIX standards committee, the Vice Chair of all POSIX, and only slightly time-obsessed. I have been trying to straighten POSIX time issues out, but hasten to add that the larger POSIX community does not really care that much about accurate time, so it may take some persuading to make any changes. The current POSIX standard (IEEE Std 1003.1-1996) is very confusing and perhaps confused in its definition of time and time-related functions. Their intent appears to have been to dodge the whole issue of leap seconds (because isolated systems cannot know of leap seconds), to ensure that such things as file modification dates were causal (to the resolution of the clock), and to be simple to define and program. The fundamental clock of POSIX is "Seconds Since the Epoch", essentially a count (time_t) of SI Seconds elapsed since the Epoch (00:00:00 UTC 1 January 1970 AD), to which leap seconds are not applied. I call this clock "POSIX Time", and observe that it parallels TAI, albeit at a constant offset. "Broken-down time" in POSIX resembles UTC, but as leap seconds are not applied,is not in fact UTC. The fundamental problem with POSIX here is that the functions specified for conversion between POSIX Time and broken-down time fail if leap seconds are involved, in particular there are time values in one form that cannot be expressed in the other form. True UTC, as defined in ITU TR 460-4, does not share this problem, so posix is broken here. The above is background. Now some questions. 1. I have heard it claimed that the broken-ness of posix time prevented NTP from handling leap seconds correctly. Would you care to comment on this? Specifically, what specific brokenness causes what problem? 2. Arthur David Olson's library "tz" defines the POSIX Epoch as "1970-01-01 00:00:10 TAI", which is to say that POSIX Time differs from TAI by ten seconds. However, when I compute the difference using the USNO table of leapseconds, I get 8.000082 seconds, or very close to eight seconds, this being the number of leap seconds in UTC as of the POSIX Epoch. Why the difference? Ten seconds is the value when leap seconds were first applied, just before 1 January 1972, but is too large for 1 Jan 1970, and so it's tempting to simply define POSIX Time as offset from TAI by exactly eight whole seconds. Being off by 82 microseconds seems far less of a sin than being off by two seconds. Arthur David Olson recalls in an email that the intent was that if time_t is zero, then tm_min and tm_sec will also be zero, and the non-leapsecond and leapsecond scales will coincide at the Epoch, but diverge thereafter. One consequebce of this choice is the added constant two-second offset. Do you know of any added rationales? The issue here is which offset should POSIX choose, and why. Joe

Anyhow we should not make any changes to Fernando do Noronha just based on these pages, so if no other sources can be found that Fernando do Noronha was not on the same time as Pernambuco, it probably wasn't. Indeed I am not completely sure if some names might only be a municipality and not also a city, but at least all the brazilian cities I know are mentioned so there is probably not much difference. I could confirm that population counters on the two mentioned pages were equivalent, and also that Eirunepé seems to be the most populous of the West Amazonas cities, so it seems to be the best choice for a new "America/Eirunepé" West Amazonas time zone. various time changes

Dear Paul, Here are some changes in time zones that have come to my attention recently. Tonga is observing DST as of November 4, 2000, and will stop on January 27, 2001. Dominican Republic changed it's mind and presidential decree on Tuesday, November 28, 2000, with a new decree. On Sunday, December 3 at 1:00 AM the Dominican Republic will be reverting to 8 hours from the International Date Line, and will not be using DST in the foreseeable future. The reason they decided to use DST was to be in synch with Puerto Rico, who was also going to implement DST. When Puerto Rico didn't implement DST, the president decided to revert. Jordan will most probably implement DST next March (2001), on the last Thursday. However, with them, it is not possible to predict this with any certainty. If they do implement it, it will run to the last Thursday of September, 2001. Rives McDow

The recent changes to abandon DST in the states Pernambuco and Roraima as of October 15, and Alagoas, Sergipe, Paraíba, Rio Grande do Norte, Ceará, Piauí and Maranhão as of October 21, will surely make necessary to invent new time zone items in the TZ database. But I suggest two more changes that are not directly generated from these events. I checked out the pages mentioned by Steffen Thorsen http://pcdsh01.on.br/DecHV.html and found a couple of pages that should be of interest Brazil on Standard Time: http://pcdsh01.on.br/Fusbr.htm Brazil on Daylight Time: http://pcdsh01.on.br/Fusbrhv.htm Unfortunately these two pages have not been updated as per the last changes from 15.th. and 21.st October 2000, but they reflect well how the situation was supposed to be before those dates. NEW TIMEZONE IN AMAZONAS Since the TZ database for Brazil has been elaborated per state, we have an obligation to document the exceptions from that. In the case of Amazonas we only have one entry "America/Manaus" on GMT-4.0 without DST, but according to the pages there is a region of the Amazonas State with GMT-5.0 without DST (like Acre or the "America/Porto_Acre" entry). FERNANDO DO NORONHA ON DST According to these official pages, Fernando do Noronha has been on DST for some while back (e.g. before October 15 where the status probably changed). This is as a contrast to other islands like Trindade and Martin Vaz, which have not been on DST according to the pages. This change to the status of Fernando do Noronha could well be linked with the change of status of the islands from being "self ruling" to be under the rule of state Pernambuco. I don't have information when these events should have happened, but the issue is worthwhile investigating. The ironic thing is that at this point when I'm reporting that Fernando do Noronha has been on DST, it most probably is no longer on DST. This is because it now is under Pernambuco State rule, and since Pernambuco abandoned DST on October 15, probably the island did the same. By the way the TZ database is mentioning Fernando do Noronha as "Fernando de Noronha". I believe it should be spelled with "do" instead of "de". Rumours about DST changes in Mexico

I found an article that is 1 month old, about a daylight saving change in Mexico which Vicente Fox apparently has suggested before he came to power. No changes have been implemented yet, but the new elected president Vicente Fox seems to agree with his presidential candidate opponent Labastida that daylight saving should not be discontinued, but maybe reduced with a couple of months, e.g. starting one month later and ending one month earlier: http://www.reforma.com/nacional/articulo/044581/ unfortunately the article is in spanish, but it doesn't say much more than what I was referring, at least of interest to this mailing list. The article is from 29.th. of October, e.g. right after leaving daylight saving in Mexico. Details about implementation are not there, and I'm pretty sure the decision has not been taken yet. Vicente Fox just became acting president this Friday December 1, 2000. I wonder if they have taken into consideration the disadvantages of having 2 months of the year a different hour than similar zones in USA, the main receiver of exports from Mexico. There was news about the Nunavut time zones in Nuniatsaq News the 10.th. of November, but I didn't see it until today. Quote: "After a week of confusion, clocks in the territory's westernmost hamlets are now synchronized - an hour behind the rest of Nunavut. The Nunavut government last week retreated from its unified-time-zone policy, permitting Kugluktuk and Cambridge Bay to stay on central time for the winter. ... Anawak said the Nunavut government would allow its employees in Kugluktuk and Cambridge Bay to operate on central time year-round, putting them one hour behind the rest of Nunavut for six months during the winter." The only way I can get this to match, is if Kugluktuk and Cambridge Bay will be on Central Time all year round (e.g. GMT-6 with DST) while the rest of the central and eastern Nunavut will be on Eastern Standard Time all year round (e.g. GMT-5 without DST), so that during winter Kugluktuk will be one hour behind, and in the summer will be on the same time as the rest of Nunavut. This implicitly means that Central and Eastern Nunavut does *not* have daylight saving. I wonder if any of you have any comments on this, or more official documentation. The above article seems to go to great lengths to express daylight saving issues without mentioning the (forbidden?) term "daylight saving". Perhaps it has become too political in Nunavut to imply that you can gain something with "daylight saving" ;) ? Can the article be interpreted any other way? Re-entrant, any-zone mktime()-equivalent?

Has anyone ever developed patches for tzcode to support a function that is the equivalent of timelocal()/mktime() and timegm() for arbitrary time zones? What I'm looking for is something that would be the rough equivalent of: time_t timetz(struct tm *tm, char *tz) { time_t t; char *oldTZ = getenv("TZ"); setenv("TZ", tz, 1); tzset(); t = mktime(tm); if (oldTZ != NULL) { setenv("TZ", oldTZ, 1); } else { unsetenv("TZ"); } tzset(); return t; } However, I'd like to have a function which a) worked correctly in multi-threaded environments, and b) reported an error message if the timezone string was invalid, rather than just falling back to GMT. I need this for a Internet Telephony server which needs to support time-of-day routing for users in arbitrary timezones, and I want to use the TZ database names to identify these timezones. (This is for an implementation of the Call Processing Language, soon (pending IESG approval) to be an IETF Proposed Standard. <http://www.cs.columbia.edu/~lennox/draft-ietf-iptel-cpl-04.txt>.) Obviously, writing such a function would require some fairly intrusive hacking on tzcode -- especially since tzcode uses static variables rather liberally. Before I start bashing on the code, I'd appreciate any advice anyone else has, especially if the work's already been done. Brazil: Fernando de Noronha

I have checked this against the large Times atlas and my grammar Portuguese. The atlas says Fernando de Noronha. The preposition 'de' means just: from, of. 'Do' however is a contraction of the preposition 'de' and the article 'o'. James Lonergan's confirmation that LHI always advanced clocks going into DST at 2:00 local time, refutes the idea that Sydney and LHI has always been in sync, apart from the half hour difference while not in DST. I guess I overinterpreted James Lonergan, and apologize for that. I should have asked him instead (I thought I did, but couldn't find the mail, so I probably didn't). I agree that the patch should be rolled back. We should document history in the time zone area, not invent it :) Seen in retrospect, this was probably not a very good guess either. Only EEC (the western part of Europe) has notably made a system where all the countries are going in and out of DST the exact same second (in GMT) while not even USA is doing that, much less Canada, Russia or even Australia (from which Lord Howe Island belongs). I've written a nice Date Time class library to get a grip on Daylight Saving Time bugs. It is mostly a wrapper around the existing stuff from #include <time.h>, but the idea is to force the user to forget about those, and be forced to think what timezone he is talking about. (I have a class TZone, which user MUST supply if he want to construct a date, or if he want to break it down into readable fields). and also the idea is to make clear what the isdst flag semantics are, etc. I am putting the finishing touches, and I now decide on a few trivial questions (which seem inportant anyhoow..) (1) I decided to have the MONTH and the WeekDay 1-based (in struct tm they start at zero). I guess there are arguments for both, but I didn't like the inconsistency between weekday (0-6) and monthday (1-31). also, if month is (0-11) I have to add 1 before printing, because users are definitely used to december as month 12, not month 11. so my question is.... now that I decided that days are niumbere 1 to 7, what is day 1 ??? is it Sunday, or Monday? what is the Right Thing to do? regards, Christoph

I forgot one entry in my last mail: Manoel Andrade <mandrade(a)hotlink.com.br> reported to me that some states/territories in Brazil have stopped using DST, just about a week after the DST period started. Now looking at the official page http://pcdsh01.on.br/DecHV.html : It seems that Pernambuco and Roraima stopped using DST on 15 October at midnight. Then, just one week later, Sergipe, Alagoas, Paraiba, Rio Grande do Norte, Ceará, Piauí and Maranhão stopped using DST on 22 October at midnight.
