An update for the tz database is long overdue; sorry. Here is a proposed patch to implement all the changes reported to the tz list since October, along with a few other cleanups (notably a conversion of the web pages to XHTML). The most urgent changes are for Brazil, Canada, E Timor, Fiji, and the Dominican Republic, as these changes affect how current time stamps are handled. * Many changes for Brazil: Pernambuco and Roraima stopped observing DST at 2000-10-15 00:00. Alagoas, Sergipe, Maranhao, Piaui, Ceara, Rio Grande do Norte, and Paraiba stopped observing DST at 2000-10-22 00:00.
