The press release reads (in part):
A new public survey has been launched to gather input on time observance in the southeast corner of BC.
The survey is open through August 3 and is being done in partnership between the Regional District of East Kootenay, Town of Golden, and Columbia Shuswap Regional District (CSRD) Electoral Area A. “A dedicated project page has been set up that has the online survey along with other information. While it is being hosted by the RDEK, the survey covers the entire southeast corner of BC that is still on Mountain Time and is being done in partnership with all the local governments in the East Kootenay, Golden and CSRD Area A,” says RDEK Communications Manager, Loree Duczek.
The survey can be found on https://engage.rdek.bc.ca/timechange and will remain open until 11:59pm on August 3.

The three options presented are "No Change" (continue to change clocks), Permanent Standard Time (UTC -7 or BC Time) or Permanent Daylight Time (UTC -6 or Alberta Time).

As an Albertan, seeing date or system logs print CST after November 1 will
immediately be interpreted as a system error or wrong time zone
configuration by almost all residents and local administrators. In the same
way you would not expect an Angeleno to identify as being on Mountain Time
when opting out of DST, Albertans universally consider themselves on
Mountain Time (MDT/MST), not Central Time. A numerical offset of "-06"
would be preferable to "CST".

I have a report[1] that tzcode 2026b fails on Windows filesystems
that lack hard links, because it copes if link() fails with
ENOTSUP but what is actually returned is EINVAL. I suggest
something along the lines of

This speculative TZDB patch is intended to help software
developers check data and software for issues that would happen
if North American locations currently observing DST
stop changing clocks and stay indefinitely on what is now DST,
as proposed for the US by the Sunshine Protection bill (H.R. 139).
As the patch is speculative, it has not been installed in the
development sources on GitHub. Comments as usual are welcome.

Unfortunately, the temporary hacks that accommodate CLDR for this
year’s changes in Canada trigger a bug in libstdc++ std::chrono
from GCC 14.1 (2024) through 16.1 (2026) that mishandles today’s
timestamps in America/Edmonton and America/Vancouver.
See GCC bug 124851; a fix is planned for GCC 16.2.
Work around the problem by using names rather than numbers in the
temporary hacks’ RULES columns; this accommodates GCC’s bug while
continuing to accommodate CLDR’s bug.
I ran across this bug when looking into a bug of Waybar,
a status bar for Wayland compositors.
Waybar mishandles current timestamps for Edmonton and Vancouver.
The Waybar bug evidently is caused by the std::chrono bug.

The current rule for Iran's 1979 DST start
Rule Iran 1979 only - May 26 24:00 1:00 -
was introduced in 2022b on the basis of a single sentence in Movahedi
(1985), quoted by Roozbeh Pournader on 2022-05-31. I have found
contemporary newspaper evidence that bears on it, and it suggests the
rule is one day late.
SOURCE
Ettela'at (Tehran daily) printed a daily panel headed "taqvim-e
Ettela'at / sa'at-ha-ye shar'i", attributed to Dr. Riyazi Kermani.
Each panel gives today's maghrib followed by fajr, sunrise, solar noon
and maghrib for the next day, together with the Iranian, Hijri and
Gregorian dates. The same heading and the same attribution appear in
all four issues below, so the compiler and the method are unchanged
across the period examined.
Scanned facsimiles are public domain in Iran and are available from
the Mashruteh archive. File names encode the Iranian date as

The panel is internally consistent throughout: maghrib is always
sunset plus 20-21 minutes, printed sunrise runs 4-6 minutes early, and
printed solar noon runs 1-2 minutes late. The method therefore does
not change across the four issues; only the clock does. Solar noon in
particular cannot shift by 53 minutes between 1 April and 27 May,
since the equation of time accounts for only about seven minutes over
that interval.
CONCLUSION
On 1 April and 22 May 1979 the printed times correspond to UTC+03:30.
On 26 May 1979 they correspond to UTC+04:30, and this includes that
issue's own same-day maghrib, so the change was already in effect
during 26 May.
The present rule places the transition at 24:00 on 26 May, which makes
26 May a standard-time day. The newspaper contradicts this. A start of
Rule Iran 1979 only - May 25 24:00 1:00 -
would make 26 May the first DST day. That also matches Movahedi's
wording, that the government returned to DST on 26 May, and the note
in the 2022 thread that the change was announced one day in advance on
25 May.
CAVEAT
The archive lacks the issues of 23 and 24 May, and 25 May was a Friday
with no publication, so the newspapers alone cannot exclude a
transition on 23 or 24 May. They do, however, exclude 26 May as a
standard-time day.

Following up on Northwest Territories, literally. On 20 April 2026,
Premier R.J. Simpson announced a shift to year-round UTC−6 to match
Alberta's change announced the same day:

Last month, James Bellaire helpfully pointed out that Bill 13 of the NWT
19th Legislative Assembly's 2nd Session, assented to 31 March 2021, already
provides the regulatory framework for the territory to match Alberta's
shift to year-round UTC−6 without further legislation:

As there has been little news on this since, I recently reached out to
the Government of Northwest Territories (GNWT) to see whether there was any
update on when or how we might expect to see this change finalized,
initially in the hopes that we might have been able to prepare NWT's change
for release alongside Alberta's, given the ties between the regions and
their tz identifiers.
Paul and I have since been put in direct correspondence with some staffers
in the Northwest Territories Department of Justice responsible for
implementing the change. Based on that private correspondence, we have
been advised that, while the legal process is indeed still moving forward
and the intent is to have year-round UTC−6 brought into force by 1 November
2026 when clocks would otherwise "fall back" under existing practice, the
official registration of the expected regulation is not presently
anticipated until sometime in September 2026.
We are expecting to receive formal documentation from GNWT at that time,
which we will bring to this list as able in advance of, and alongside,

occurs monthly and can lag registration by several months, we have been
asked not to wait for this step.
Given this information, Northwest Territories' change seems like enough of
a done deal at this point that it's worth incorporating into the
development repository now with the assurances we have; a proposed patch is
attached. Since timekeeping in much of the territory hasn't diverged from
Alberta since before 1970, most of it is already covered by
America/Edmonton (or through its America/Yellowknife link), for which
Alberta's change was already released in 2026c on 8 July. As such, this
change only affects America/Inuvik..
So we will need to prepare a new release soon for Inuvik. Meanwhile, the
regional survey in southeastern BC has a little over a week to go before it
ends on 3 August, although we do not have a precise timeline for when the
decisions there will be finalized.
(Although mostly conducted by email, much thanks to the various GNWT
staffers for both routing and taking my call, as it were.)

The TARGET field of a Link line should use the same syntax as a Zone
name or LINK-NAME. Check it before dolink can interpret it as a
pathname outside the output directory.
