For Italy in 1944 zone Europe/Rome there is a discrepancy between the comment and the data. comment: # From Paul Eggert (2016-10-27): # Go with INRiM for DST rules, except as corrected by Inglis for 1944 # for the Kingdom of Italy. This is consistent with Renzo Baldini. # Model Rome's occupation by using C-Eur rules from 1943-09-10 # to 1944-06-04; although Rome was an open city during this period, it # was effectively controlled by Germany. Data for Italy is Rule Italy 1944 only - Apr 2 2:00s 1:00 S Data for C-Eur is: Rule C-Eur 1944 1945 - Apr Mon>=1 2:00s 1:00 S where Mon>=1 in 1944 is April 3. So Rome is NOT following C-Eur. I think the rule for Itay is right, only the comment is misleading.

'Australia/Canberra' time zone?

Hi there I have been a bit surprised that the TZDATA database lacks a listing for "Australia/Canberra", population 350,000. What is the basis for deciding which cities are included or excluded from the database? Does being the national capital, and the major city in its own state/territory warrant inclusion, or is there another criterion? The TZif file format does provide for truncated files (see Internet RFC 8536 section 5.1), and one can generate files truncated to the current UTC expiration time (2020-06-28 00:00:00 UTC) with a command like this: zic -r /@1593302427 -L leapseconds tzdata.zi However, it's awkward that one must count the number of seconds since 1970-01-01 00:00:00 UTC (including leap seconds) by hand to get the numeric timestamp (1593302427 in this case) to pass to zic. We could add support to zic to do this sort of thing in a more-natural way. A downside of the abovementioned approach is that it generates a TZif file that omits all DST and time zone transitions after the UTC expiration time. We could change the TZif format to represent UTC expiration time separately from the truncation time. One possibility would be to append a leap-second record with an "occur" value equal to the expiration time and a "corr" value equal to the previous record's "corr" value. Strictly speaking this would violate RFC 8536 section 3.2 "leap-second records" - though I doubt whether many clients would care - and so I suppose we'd need to increment the TZif format version number from 3 to 4. On the other hand, any files generated by this method would continue to be "incorrect" in that they'd continue to predict timestamps past the maximum leap second validity, so perhaps it wouldn't be worth going to all this work to generate "incorrect" files. I'll cc this to tz(a)iana.org and tzdist-bis(a)ietf.org to see whether anybody there cares to comment.

Looks like zdump claims Dublin has DST during winter, not summer: $ ./zdump -i -c2020,2021 Europe/Dublin TZ="Europe/Dublin" - - +00 GMT 1 2020-03-29 02 +01 IST 2020-10-25 01 +00 GMT 1 Compare with the output for London, which is as I would expect: $ ./zdump -i -c2020,2021 Europe/London TZ="Europe/London" - - +00 GMT 2020-03-29 02 +01 BST 1 2020-10-25 01 +00 GMT Generally, I think it's neater if the time stretches with the larger GMT values are considered DST. This is almost always true, except for Europe/Dublin, Eire, Africa/Casablanca and Africa/El_Aaiun. Morocco (and Western Sahara) change the time to have shorter fasts during Ramadan, so to speak to *not* save daylight. I would therefore still argue that the time outside Ramadan should be considered DST and the time during Ramadan the non-DST time. I am aware that the view "DST means larger GMT value" is not a precise definition (a region that change times zones in quick succession might easily accrue more than two GMT values within a few years). It's therefore not a great candidate for implementation in zic/zdump. However, I hold that periodic *future* annual back-and-forth switches should adopt that principle. Anticipated strategy for handling US state DST rule changes

I apologize if this is a repeat question, but this question pertains specifically to how the tz database might change if individual US states start adhering to their own DST rules. There has been a wave of legislation <https://en.wikipedia.org/wiki/Daylight_saving_time_in_the_United_States#201…> coming from individual states trying to shift towards a year-round DST model. While several states have successfully passed this legislation, their ability to shift is reliant on federal approval. Arizona has been able to drum to their own beat on DST, and I don't think it's far fetched to think other states might be allowed to do so in the future as well. If this is a potential outcome, is there an idea of how the tz database would adapt to this change? My guess is that new entries would be created to allow us to delineate between these states. We are currently covered if California decides to change thanks to America/Los_Angeles, but what if Oregon or Tennessee decides they want to change? Does this mean America/Portland and America/Nashville would be created? Or perhaps America/Oregon and America/Tennessee? Any thoughts would be appreciated. -Marc

Iceland may move from +00 to -01

Since 1968 Reykjavík has been about 1.5 hours ahead of mean solar time. The government of Iceland recently asked people which of three things they wanted to do about this, and the survey results were: 4% - educational campaign to encourage people to go to bed earlier 37% - leave the clocks alone 56% - change from +00 to -01 The prime minister's office is drafting a bill to implement the majority opinion: this would undo the 1968 change from -01/+00 (with DST) to permanent +00, and would revert to permanent -01, which was observed 1908-1916 and 1922-1938. Although I've seen many proposals from around the world to change the clocks, this bill seems to have a real chance of passing so I thought I'd give the list a heads-up. My source: Fontaine A. Help on Updating Java Time ZOne

Hi, I am from brazil and I am trying to fix na issue with java, We used the command Execute C:\Program Files\Java\jdk1.8.0_161\bin>java -jar tzupdater.jar -v -f -l file:c:\temp\tzdata2019c-rearguard.tar.gz (via cmd) And restarted all the Java application, however, some parts of the application are with the correct time, others are not. I have found this link and I am trying to get a fix for this, but I'd like to as for ehlp. What is tzcode and tzdb, should I update them to? Also, the Brazil Timezone change, 2019 we won't have it, so a friend sent me the tzdata2019c-rearguard.tar.gz (is this a good file?) USG_COMPAT and POSIX and XOPEN macros

I've noticed that USG_COMPAT shouldn't be replaced by XOPEN macros since it's clear USG_COMPAT is meant to be something users of tzcode can toggle. However, if someone has an application where they set _XOPEN_SOURCE to 700 or another value, I wonder if there should be something equivalent to the following in private.h #ifndef USG_COMPAT # ifndef _XOPEN_VERSION # define USG_COMPAT 0 # else # define USG_COMPAT 1 # endif #endif But using _XOPEN_SOURCE instead. (while also retaining the block of code using _XOPEN_VERSION too.
