The change in the Act stipulates that the change from Daylight Savings Time to Standard Time and from Standard Time to Daylight Savings Time now occurs at 2:00AM. I have included the text of the statute (URL http://www.assembly.nl.ca/legislation/sr/annualstatutes/2011/1106.chp.htm) and the official proclamation from THE NEWFOUNDLAND AND LABRADOR GAZETTE. Please update the TZ database to reflect this proclaimed change. Thank you. The file tzdate/europe contains this comment regarding the end of DST in Germany 1944: # Whitman gives 1944 Oct 7; go with Shanks & Pottenger. Rule C-Eur 1944 only - Oct 2 2:00s 0 - I have looked up the Reichsgesetzblatt 1944, p.198 which contains the text of the respective decree. Shanks has the correct date and time. I attach a copy. It is very precise because it deals explicitly with the fact that the hour from 2 am to 3 am occurs twice, when the clock is set back from 3 am to 2 am. It says (my translation from German): For the hour of 2 to 3 in the morning of 2nd October 1944, the first occurrence will be called 2A, 2A 1 minute etc until 2A 59 minutes. The second occurrence will be called 2B, 2B 1 minute etc until 2B 59 minutes.

Belarus has abolished seasonal clock change. It was announced by State Committee for Standardization on September 16, 2011. This decision was made by the Council of Ministers (decree #1229) on September 15, 2011. Hello! Moving towards unification with Russia on economical reasons, Republic of Belarus has announced today to cancel daylight saving time rule and don't rewind clocks on last Sunday of October.
