It's March Madness time for daylight-saving rule changes. Here's a proposed change to the tz database to keep up with the latest political development, which affects time stamps starting March 29: * Latvia and Lithuania will not observe DST, starting this year. >From now on, Daylight Saving Time in the State of Israel will commence at 02:00 a.m. on the first Friday before April 2nd and will last until 02:00 a.m. on the first Sunday before the Jewish fast of Yom Kippur. The proposed law amendment can be viewed (for those who read Hebrew) at: ftp://ftp.cs.huji.ac.il/pub/tz/announcements/2005+beyond.ps Note that although the wording of the law is not final, its intent is -- a free translation of the text would read: Every year, between the last Friday of the month of March, at 02:00, and the last Sunday before the tenth of [the Hebrew month of] Tishrei [i.e. the fast of Yom Kippur], at 02:00, the time in Israel will be made one hour earlier so that it will precede Coordinated Universal Time by three hours; in a year that the first of April falls on a Friday, the time will be made earlier, in the manner mentioned, in that year, on this day at 02:00. Dear Krystian and tz team, The program on TWiki.org takes the data from the Olson tz database, http://www.twinsun.com/tz/tz-link.htm I am not sure I can explain the +/- GMT question, someone from the Olson tz database team is probably better in that. More info on GMT at http://en.wikipedia.org/wiki/GMT Info on timezones at http://wwp.greenwichmeantime.com/info/timezone.htm Interstingly, above site shows GMT times in reverse to the Olson database! E.g. for me in California, the Olson database tells me I am in Etc/GMT+8, and greenwichmeantime.com tells me I am GMT-8. The files... ftp://elsie.nci.nih.gov/pub/tzcode2005e.tar.gz ...and... ftp://elsie.nci.nih.gov/pub/tzdata2005e.tar.gz ...are now available; these incorporate the changes circulated last week on the time zone mailing list. My fond hope is the above code is stable for now; it's time for a design phase to figure out what else (if anything) to do to cope with 64-bit time_t values. Details to follow. --ado

Ken Pizzini reviewed the proposed changes sent out last week and pointed out a change I failed to note in the summary: the setlocale calls in zic.c and zdump.c have been changed to use the LC_ALL parameter rather than the LC_MESSAGES parameter. (This based on earlier electronic mail claiming that setting only LC_MESSAGES rather than LC_ALL can lead to problems.) As far as we are concerned, the tzid is simply an internal tag, marking a region of the Earth that has the same timezone behavior, all the way back to the point in time where timezones started to be used instead of solar time. The name for that tzid may vary by language, and it should be the most customary form for that language (or even country). It is a bit like arguing that CN should not be the official ISO 3166 country code for China, because it is not an acronym for the Chinese name for the country. The common name is divorced from the particular combination of letters used for the code. The code is an internal tag, which should be represented with an appropriate string for whatever the user's language is. The main purpose of the code is that it be well-defined and unique. Even in the western part of China, say Urumqi, they are using TTB while the actual geographic timezone it locates is UTC+7. And, you may know, someone may take it as political issue the lack of Beijing.

(In my application, I needed to get the local-broken-down-time format of the transition time point, but do NOT apply the STD/DST transition to it. The one mentioned in my previous email is the result that the DST transition has been applied to it, which was my fault. I figured out a way to fix it and get the right result.) The following might help to clarify what I suspect you might got confused about: The transition times are stored in the "Seconds Since The Epoch (time_t)" time scale, which itself (like UTC) has *no* DST transitions. The effect you observed occured only *after* the application of the time_t->local-broken-down-time conversion, which you applied to convert the time_t value back into a human-consumable local-time yyyy-mm-dd hh:mm:ss display. It is only natural, that the transition time point itself is displayed using the same convention as the time point immediately afterwards. [By the way: This is for the same reason for which most digital clocks show 00:00 and not 24:00 at the midnight transition. Note that 24:00 would be valid only for the infinitesimal point in time at exactly midnight (and therefore invisible to the human eye), whereas 00:00 is a valid truncation until 00:01 is reached. This incorporates the (now slightly modified) changes circulated last week on the time zone mailing list to: make zic complain about links to links if the -v flag is used; have "make public" do more code checking; and add an include to "localtime.c" for the benefit of gcc systems.
