This morning I added tzdata1999b to glibc 2.1 and got the following
failure when running make check:

"asia", line 308: unruly zone
"asia", line 308: %s in ruleless zone
The problem is:
Zone Asia/Nicosia 2:13:28 - LMT 1921 Nov 14
2:00 Cyprus EE%sT 1998 Sep
2:00 EU EE%sT
EU isn't defined in asia and EUAsia is used instead.
The appended patch fixes my problem.
