Understanding the Bangladesh change

So I went to update my Perl package based on the Olson database this morning, and my tests are blowing up. The problem is that I don't have any code to handle the current Bangladesh situation. If I'm reading the database correctly, it says that there is a change scheduled for 2009, but then there's nothing scheduled for future years. Does that mean that 2010+ are considered unknown and uncalculatable? That seems somewhat problematic. tzdata mirror no longer found (in tz-link.htm)

I noticed that tz-link.htm file currently (as of the version in tzcode2009h.tar.gz) includes a link labeled "smaller HTTP mirror" to http://public.planetmirror.com/pub/timezone However, when I follow that link, the resulting page does not actually contain any timezone-related files -- and in fact after looking around a bit I didn't see any indication that the site still contains a separate mirror for the "upstream" timezone database. (Using the provided search box to search for the word "tzdata" returned only links related to the CentOS mirror that is hosted on the site.) On a separate-but-related topic: I'm not sure how the http://www.twinsun.com/tz/tz-link.htm web page is normally maintained, but I noticed that while the tzcode2009h file's version of the file contains a version stamp of "8.19", the version posted on twinsun is only "8.15". I mention this especially because the page is referenced in many places as the "home URL" of the timezone database project, so it seems like it would be worth trying to keep it as up-to-date as possible.... (The tz-arts.htm file on the twinsun site is also a few revions behind the current tzcode version, for what it's worth.) Thanks. According to several sources, Mauritius will not continue to observe DST the coming summer, which means that the current "max" rules for Mauritius should probably be changed to "only" rules. Hello, When a TZ change in France in the middle of the night i sleep so i have never see if hour change in real time... I see on http://en.wikipedia.org/wiki/Network_Time_Protocol#Microsoft_Windows than W32TIME can have an 1-2 second error.. is http://www.meinberg.de/english/sw/ntp.htm is more precise ? Have a nice day/night ;)

New APIs to allow conversion of times in arbitrary zones

For the benefit of programs such as world clocks and any other program that would need to convert times in an arbitrary zone specified by a TZ setting, I've added some APIs to load time zone information for a specified zone, free that time zone information, and convert between time_t and struct tm in specified zones: zoneinfo_t loadzone(const char *zonename) Attempts to allocate and fill in a structure to hold information for the time zone specified by "zonename"; returns a pointer to the time zone information on success and NULL on failure. void freezone(zoneinfo_t zoneinfo) Frees zone information returned by loadzone(). struct tm *localtime_zr(const time *clock, struct tm *result, zoneinfo_t zoneinfo) Like localtime_r(), but does the conversion in the time zone specified by zoneinfo. time_t mktime_z(struct tm *timeptr) Like mktime(), but does the conversion in the time zone specified by zoneinfo. zoneinfo_t is implemented, internally, as a pointer to a "struct state", but it's opaque to the callers. I'm not committed to any of the names, or the order of the arguments; for example, "loadzone()" doesn't necessarily load information from a file - it might parse a POSIX-style TZ string - so that might not be the right name. The new functions are declared in an "xtime.h" public header (the name was inspired by the BSD "xlocale.h" header that declares functions such as printf_l() which take a locale information pointer as an argument). See the attached patch and "xtime.h" file.

Could you please explain to me what seem to be a contradiction in the documentation (File: "tzCode2009e\Zic.8.txt") For the Rule part, you say that the field "FROM" ... "Gives the first year in which the rule applies". Then from the example you say that ... "After 1894-06-01 at 00:00 Swiss daylight saving rules (defined with lines beginning with "Rule Swiss") apply"... but the "Rule Swiss" begin in 1940. There is a laps in time here that I don't understand. Maybe should you also update this document to reflect the change in file for Swiss. Thanks Francois Rouleau

To celebrate Norwegian Independence Day here are proposed changes to the time zone package: * "public domain" statements are added to a number of files * Instances of "=3D" are changed to "=" in the "africa" and "southamerica" files. * The start of DST in Jordan from 2002 forward is changed from 0:00 on the last Friday of the month to 24:00 on the last Thursday. * Four sets of latitute/longitude are correct in the "zone.tab" file (with thanks to Marc Wick). * Commentary is added to the "australasia" file regarding DST in South Australia (no changes to the rules). Hello tzdata developers, https://launchpad.net/bugs/365215 reported that tzdata currently puts Jakarta into WIT (Indonesia Central Time), but it actually belongs into WIB (Indonesia West Time). It seems that http://www.timeanddate.com/worldclock/timezone.html?n=108 also gets this wrong (perhaps it's using tzdata?) Hi Four timezones have coordinates in the zone.tab file that are far away from the real place. I have listed the correct lat/lng below. Could someone please modify the file? Africa/Gaborone: correct to -2439+02555 (the current -2545+02555 is in South Africa) Pacific/Noumea: correct to -2216+16627 Pacific/Tongatapu: correct to -2110-17510 Europe/Vatican: correct to +415408+0122711 (the current +4154+01227 is in Italy) Thanks. License for the tzdata information

For all the years I have never worried about this, but today I got an email in my mailbox asking me "Since this is vendor imported data, we would like to register under which license this data is distributed.". Unfortunately I got not much info from Wikipedia, the tzdata or the tzcode files. The tzcode says "This code is in the public domain", but the tzdata doesn't have it, just a "This information is by no means authoritative". So... is there a license under which the tzdata is distributed? Edwin

Responses on the mailing list indicate that use of 24:00 in timezone source files is the way to go where appropriate. The question now is: where is where?
