Agreed; and rather trivial to set up source control of some sort, assuming you have a server to host it on (a reasonable assumption).

To download old versions of tzcode and tzdata, I'd rather use ftp://munnari.oz.au/pub/oldtz/ (which is already linked in http://www.twinsun.com/tz/tz-link.htm). It goes back to tzcode93/tzdata93b and seems to be more up to date, since the newest tzdata is 2009c (and osuosl.org newest one is 2009a). The changelog for the Ubuntu "tzdata" package includes some mentions of the rule changes that are part of various versions of the package, going back through 2006 (when the package was first created). https://launchpad.net/ubuntu/karmic/+source/tzdata/+changelog The descriptions of rule changes that were made in the upstream database are mixed in with descriptions of Ubuntu-specific rule patches as well as discussions of other (non-timezone-rule) changes made to the package, but it's still probably easier to find changes of interest in this document than by scanning through the whole of the tz mailing list archives or trying to "diff" the database files. (Search the page for phrases such as "new upstream" and "new timezone data".) (The link above will only show the latest version of the changelog while "karmic" release is still active; eventually you will need to go back to the "overview" page at https://launchpad.net/ubuntu/+source/tzdata/ and follow the links to package versions that are found in newer releases of Ubuntu.) This search for a revision history comes up on the tz list periodically, and personally I have also had occasions where I wished there was some single document that I could just skim through to identify exactly which release of the rules database include some particular change. If ADO (or whoever) were interested in maintaining this as a "changelog" file within the tzdata distribution, I'd be willing to compile a list of changes from tzdata releases over the past year or two, to get the ball rolling. Alternatively, it might work well to do a community-maintained release history wiki page, if there were a suitable wiki somewhere to host it. Yes, this is more or less exactly what I was looking for. Thanks. (The comments below are directed mostly at ADO and any others who have write access to the tz project source repository: ) It still seems like it might be useful for there to be a "revision history" file maintained as part of the tzdata package. In my mind it would contain summaries very similar to those found on the above page, but if it were maintained as part of the "upstream" package then you would be able to choose the wording of the summaries yourselves, and also to update the summary as part of release each new version the database (rather than a third party having to update their separate table to reflect each new release sometime after the fact). On the other hand, if you don't feel it's worth maintaining your own list of changes, please consider adding a link to the above Java tzdata_versions.html page to the tz-link.htm file. I'm thinking the link should go up in the "The tz database" section of the document, since the point of the link is description the page provides of that database (as opposed to the links lower down which highlight separate "projects" that make use of the data in some way). Perhaps right under the paragraph that starts out "The data are by no means authoritative.", a new paragaph could be added saying something along the lines of A summary of the timezone rule changes made in each particular version of the tz database can be found on the Java [Timezone Data Versions] page.
