I hope to release a new version soon, since current time stamps are wrong in Tokelau. So, in preparation for that, here's the first of a set of four proposed patches to the tz code and data. This patch is purely clerical: it removes trailing white space (which my text editor does automatically) so that other patches don't have spurious differences. Tokelau in wrong time zone?

The IANA tz database, Wikipedia, CIA World Fact Book, most time zone web sites and a lot of other sources claim that Tokelau is on UTC+14 (or UTC-10 if they have not corrected for the date line switch in December). However, we got a complaint a few weeks ago, from a user in Tokelau that our Tokelau time on timeanddate.com was one hour ahead of the actual time there. He claimed Tokelau had the same current time as Samoa (UTC+13) at the moment and he worked for the Tokelau Government. This lead us to investigate, we double checked by calling hotels and offices based in Tokelau asking about the time there, and they all told a time that agrees with UTC+13. So it was soon evident that Tokelau is on UTC+13. The next problem was to find when they changed from UTC+14, or if it might have happened as they moved from UTC-10 last December (skipping 23 hours instead of a full day). But sources agreed that there had not been any time change recently, Tokelau does not participate in DST and that the change last December was to skip a full day - and this means that Tokelau was on UTC-11 last year. We found some NZ government sources, saying UTC-11, one being as far back as 2005: http://www.mfat.govt.nz/downloads/foreign-relations/tokelau/tokelau-brochur… says "Local time: GMT –11." One from 2012, but that one has not adjusted for the date line change: http://www.nzte.govt.nz/explore-export-markets/australia-pacific/Documents/… says "Time zone: GMT -11 hours" So, Tokelau has probably been on UTC-11 (or +13) at least since year 2005. This makes me wonder, has Tokelau ever been on UTC-10? Looking in the record for Fakaofo, it says they changed from Local Mean Time in 1901, and then moved the clocks by nearly 85 minutes! I looked through the australasia file and could not find any other location that moved their clocks by more than 1 hour as they went from LMT to a standard time zone or a time zone somehow connected to GMT. (The vast majority adjusted by less than 30 minutes.) Currently we have: (tabs mangled) Zone Pacific/Fakaofo -11:24:56 - LMT 1901 -10:00 - TKT 2011 Dec 30 # Tokelau Time 14:00 - TKT Shanks says UTC-10 from 1901 and is probably the source here. I think there is a good chance the change actually was to UTC-11 back then, and that they have never changed their clocks after that - if not we would need to find some date between 1901 and 2005 that they changed their time zone. I've set up an unofficial repository containing the tz code and data at <https://github.com/eggert/tz>. This is supposed to contain the history of changes to the tz code and data, back to the first commit in 1984. I plan to use it to publish further proposed changes. The official tz distributions will remain in their current location, at <ftp://ftp.iana.org/tz/>. The tz code was formerly maintained as an SCCS repository, but nowadays Git seems more appropriate. Unfortunately no publicly-available SCCS-to-Git converter was up to the task of migrating the tz repository; the two I tried mishandled old time stamps and lost revisions! So I wrote my own. This task languished until Arthur David Olson's recent higher-priority message about Morocco <http://mm.icann.org/pipermail/tz/2012-July/018123.html>, which prompted me to move this task to the top of my list. The unofficial repository currently contains the latest public tz code and data distributions (tzcode2012b and tzdata2012c), with the following further modifications, each of which represents a proposed change: * Switch from SCCS to git. https://github.com/eggert/tz/commit/dccd5a16af62c52f2b49a2fe56270a710617cbbd This alters how version numbers are handled. * Morocco does not observe DST from Jul 20 03:00 to Aug 20 02:00. https://github.com/eggert/tz/commit/0e0bb39b15fbbaa759d66951ec727d640d17acc5 These are Arthur's changes for Morocco, with minor editing. * Adjust to iana.org distribution method. https://github.com/eggert/tz/commit/943c565e512880520c685c3233fa127f2341d3a3 This documents the switch to iana.org as a distribution site. * Fix HTML validation issues. https://github.com/eggert/tz/commit/8a52da39ed9a4988da930ded4946b0b24cc45f2c This is so that "make check" works again. I'll send details about these proposed changes in followup emails. Each email will contain one of the patches, along with a brief log entry describing its purpose. This is the style used by "git format-patch". Unfortunately I have not had time to look at the other changes that are pending. This will require looking through emails since about March, and merging the changes into the database. My impression is that these changes are less pressing, though, and I thought I'd get the Morocco change out first, and to make sure that this new distribution scheme works. Comments are welcome, especially those that fix bugs in the Morocco change or the development machinery.

A customer is reporting that the suspension will be between 15 July and 26 August. I have asked for references, but so far do not have any. I've started working with tzcode2012b and I've run into a couple of issues. The first: in testing, I found that if I set a timezone like "CST6", the tzname[] array would not be initialized. Digging into it, I found that settzname[] depends on having transition rules for the zone, but a zone like "CST6" will only be created with a single type and no transitions. We have an unfortunate time_t definition: an unsigned 32-bit number. The tzload code attempts to take unsigned time_t values into account, but if I'm not making a mistake understanding the way it's supposed to work, I think it has a few problems. First, the loop over (i < sp->timecnt - 2) means that in comparing ats[i] > ats[i+1], you never compare ats[sp->timecnt-2] > ats[sp->timecnt-1]. This means that if all the transitions except the last are pre-epoch (negative number), the list doesn't get trimmed down. Second, with that fixed, there are still problems with zones that only have pre-epoch transitions (e.g. America/Regina). In such a case, the ats[i] > ats[i+1] case never triggers, so you're left with a list of ats[] values that aren't valid -- they're negative numbers in a system with an unsigned time_t. This is rather uglier. I've included my fix for what it's worth, but you can probably work out something better. DST was probably observed in Detroit in 1968

It looks like the database has incorrect time for Zone America/Detroit during 1968. In Shanks it is standard time through all of 1968 (and that is also given in the database), but newspaper articles from that same year seem to contradict that. Basically, it seems that Michigan did observe DST the same dates as the rest of the US in 1968. (Maybe with the exception of Berrien county, I have not investigated this exception further since it is before 1970). One source is the Daily Globe, Friday, November 1, 1968 (in Ironwood, Michigan), it has an article written by the AP: (page 14, "Confusion Abounds Over Simple Daylight Time Vote"): Relevant quote from that article: "as a result Michigan has gone on savings time this summer and last." Longer excerpt telling more about the background: The Federal Uniform Time Act of 1966 gave any state permission to exempt itself from fast time if it acted before April 29, 1967, using its normal legislative process to enact an exemption law. Michigan did that. In 1967 the Legislature approved and Gov. George Romney signed a bill providing that all of Michigan would remain year around on Eastern Standard Time, as most of it had since the 1940s. The Citizens Research Council of Michigan says Hawaii was the only other state to pass such an exemption, although Kentucky and Alaska were granted temporary exemptions. Backers of savings time, however, circulated referendum petitions challenging the exemption law and succeeded in putting it on the ballot. Then: success suspended the law, and as a result Michigan has gone on savings time this summer and last. Snarled up with the Daylight Tune issue is another section of the Uniform Time Act which put all of Michigan's Lower Peninsula on Eastern Time and the entire Upper Peninsula on Central Time. America/Sitka puzzles me, though. At 57 10 35, -135 18 07, the point is in the water of Katlian Bay, about 150m offshore of a seemingly uninhabited area. The point is 14 km from Sitka. I was recently showing off ... and I entered the following command $ date && TZ=Asia/Moscow date Tue Jun 19 15:48:14 EDT 2012 Tue Jun 19 19:48:14 Asia 2012 My initial reaction, besides some embarrassment at getting the continent wrong (and most of Russia's timezone are in Asia), is that this is a bug in the coreutils date command. However, I thought it would be of interest to members of the list. It's a double bug.
