Hi, Regarding this subject, the IERS is running a survey about UTC definition change. The survey was announced in the latest C bulletin (42) available at ftp://hpiers.obspm.fr/iers/bul/bulc/bulletinc.42 " IMPORTANT: After years of discussions, a proposal to fundamentally redefine UTC will come to a conclusive vote in January 2012 at the ITU-R in Geneva. This proposal would halt the intercalary adjustments known as leap seconds that maintain UTC as a form of Universal Time. The Earth Orientation Center of the IERS organizes a survey online with the objective to find out the strength of opinion for maintaining or changing the present system. On behalf of the co-chairs I announce a colloquium about the implications of possible changes to the definition of UTC which is scheduled for a vote by delegates to the Radiocommunication Assembly in January. The draft under consideration by the ITU-R would redefine the notions of time and calendar day in ways that would have broad side effects. The website for the colloquium is http://futureofutc.org/ Abstracts already received include contributions from national observatories, international agencies, geophysics and navigation communities. Software and operating systems remain underrepresented. Hi Folks, I have received confirmation from the Department of Municipal Affairs, who are responsible for the legislation modifying the daylight savings time changeover from 12:01AM to 2:00AM, that this legislation will be proclaimed to take effect for the November 6, 2011, changeover from daylight savings time to standard time as per Bill 106 which can be found at http://www.assembly.nl.ca/business/bills/Bill1106.htm <http://www.assembly.nl.ca/business/bills/Bill1106.htm> . Hello there, Thank you for the timezone database — it is a phenomenal resource. The problem I would like to solve is that of having to ask a user of a web-app for their timezone. While there is no way to directly query for the user's timezone, the javascript engine in their web-browser is capable of telling me the offset from UTC at any date. It seems like, by selecting some number of dates to query, I should be able to gather enough information to uniquely identify any given timezone (or at least make a very good guess for a large proportion of the user-base). America/Resolute

Back in 2007 I initiated the creation of a new "zone file" for Resolute Bay. Resolute Bay is a small community located about 900km north of the Arctic Circle. The zone file was required because Resolute Bay had decided to use UTC-5 instead of UTC-6 for the winter of 2006-2007. http://www.nnsl.com/frames/newspapers/2006-11/nov13_06none.html According to new information which I received last week, Resolute Bay went back to using UTC-6 in the winter of 2007-2008. This new information conflicts with information I received in November 2008. Assuming the new information is correct, a change is required for "America/Resolute" Details are below. Sorry this post is so long. #---------------------------------------------------------- On March 11/2007 most of Canada went onto daylight saving. On March 14/2007 I phoned the Resolute Bay hamlet office to do a "time check". I talked to somebody that was both knowledgeable and helpful. I was able to confirm that Resolute Bay was still operating on UTC-5. It was explained to me that Resolute Bay had been on the Eastern Time zone (EST) in the winter, and was now back on the Central Time zone (CDT). i.e. the time zone had changed twice in the last year but the clocks had not moved. The residents had to know which time zone they were in so they could follow the correct TV schedule. #---------------------------------------------------------- I did not contact anybody in Resolute Bay for the next year and a half. #---------------------------------------------------------- On Nov 02/2008 most of Canada went onto standard time. On Nov 03/2008 I phoned the Resolute Bay hamlet office. I talked to a woman who had difficulty understanding anything I asked. She managed to tell me that Resolute Bay had changed to "Eastern Time" the day before. I don't recall any elaboration on what this meant. That was all I got out of the call. I don't remember whether or not I tried to do a "time check". I was left with the impression that Resolute Bay was still stuck on UTC-5 (EST in winter and CDT in summer). However, due to the challenging nature of the phone call, I decided to seek out an alternate source of information. I found an e-mail address for somebody by the name of Stephanie Adams whose job was listed as "Inns North Support Officer for Arctic Co-operatives". I was under the impression that Stephanie lived and worked in Resolute Bay. Note: I don't think this was same Stephanie Adams that appeared in the center of a well known U.S. based magazine. I sent an e-mail to Stephanie on Nov 03/2008. Stephanie forwarded my e-mail to somebody by the name of Silvano Cendou; I have no information on who Silvano is. On Nov 05/2008, Silvano responded with this: 'Hi Stephanie Resolute Bay did not turn their clocks back on Sunday! They kept the same time as they had proir to the change. Hope this helps you Silvano' Stephanie forwarded Silvano's e-mail back to me. The phone calls and the e-mails all pointed to the permanent use of UTC-5 with a "time zone change" twice a year. On Nov 13/2008 I sent a post to this mailing list; I stated that Resolute Bay was still using Eastern Standard Time in winter and Central Daylight Time in summer. #---------------------------------------------------------- I did not contact anybody in Resolute Bay for the next two and a half years. #---------------------------------------------------------- On March 14/2011 I phoned the hamlet office again. I was told that Resolute Bay had been using Central Standard Time over the winter of 2010-2011 and that the clocks had therefore been moved one hour ahead on March 13/2011. The person I talked to was aware that Resolute Bay had previously experimented with Eastern Standard Time but he could not tell me when the practice had stopped. #---------------------------------------------------------- On March 17/2011 I searched the Web to find an e-mail address of somebody that might be able to tell me exactly when Resolute Bay went off Eastern Standard Time. I stumbled on the name "Aziz Kheraj". Aziz used to be the mayor of Resolute Bay and he apparently owns half the businesses including "South Camp Inn". This website has some info on Aziz: http://www.uphere.ca/node/493 I sent Aziz an e-mail asking when Resolute Bay had stopped using Eastern Standard Time. Aziz responded quickly with this: 'hi, The time was not changed for the 1 year only, the following year, the community went back to the old way of " spring ahead-fall behind" currently we are zulu plus 5 hrs and in the winter Zulu plus 6 hrs' This of course conflicted with everything I had ascertained in November 2008. I sent Aziz a copy of my 2008 e-mail exchange with Stephanie. Aziz responded with this: 'Hi, Stephanie lives in Winnipeg. I live here, You may want to check with the weather office in Resolute Bay or do a search on the weather through Env. Canada. web site' #-------------------------------------------------------------- If I had realized the Stephanie did not live in Resolute Bay I would never have contacted her. I now believe that all the information I obtained in November 2008 should be ignored. Assuming Aziz is correct, America/Resolute needs some changes. I think it would be best to delete the "Resolute" rule, and then change "America/Resolute" to look like this: Zone America/Resolute 0 - zzz 1947 Aug 31 # Resolute founded -6:00 NT_YK C%sT 2000 Oct 29 2:00 -5:00 - EST 2001 Apr 1 3:00 -6:00 Canada C%sT 2006 Oct 29 2:00 -5:00 - EST 2007 Mar 11 3:00 -6:00 Canada C%sT The comments in zone.tab should be reverted back to: "Central Time - Resolute, Nunavut" I apologize for reporting incorrect information in 2008. -chris

The question I have is how did the cell phone company (Verizon) know what time it was in Vidal, CA? There are what look to be 2 cell phone towers, one at Vidal Junction behind the only gas station (and California produce checkpoint) and another just over a mile south of the junction between rte 62 and 95. The time changes from Arizona (Mountain) to Pacific when traveling north of Vidal toward the junction. They must have a database somewhere and it would be nice to get a copy of that for the Olson database. Hopefully they've kept records going back several years. Sincerely, Curtis Manwaring

ITU-R redefinition, UTC as a timezone?

This list has mentioned that in 2012 January the Radiocommunications Assembly (RA) will probably vote on a revision of ITU-R TF.460, the document which defines the time scale used in radio broadcasts, and thus also in internet time services. For more details on the decade-long history of that effort see my web page http://www.ucolick.org/~sla/leapsecs/onlinebib.html As currently worded the draft revision would abandon leap seconds in the UTC time scale. Adoption of the draft revision requires a 70% supermajority vote of the delegates. In 1970 (the previous instance of significant change to broadcast time signals) the wording of the draft was modified during the assembly. I would like feedback from the members of the tz mail list on the pros and cons of the applicability of a possible modification of the broadcast time signals which preserves the traditional meaning of time-of-day while removing the leap seconds from the broadcasts. The modification uses the existing zoneinfo database and code. This proposal would halt the intercalary adjustments known as leap seconds that maintain UTC as a form of Universal Time. If the proposal is approved, UTC would not keep pace with Earth rotation and the value of DUT1 would become unconstrained. Therefore UTC would no longer be directly useful for various technical applications which rely on it being less than 1 second from UT1. Such applications would require a separate access to UT1, such as through the publication of DUT1 by other means. The objective of the survey is to find out the strength of opinion for maintaining or changing the present system. Re: DST in Fiji

Hi there, I'm wondering if anyone knows whether Fiji should enter the period of DST in 2011 again, and when that should be. Timeanddate.com seem to expect it starts at years to come. But the only reference I was able to find is this one: http://www.fiji.gov.fj/index.php?option=com_content&view=article&id=2608:da… And that seems only related to the DST period that occured in 2010/2011. In particular, in the following line: "Daylight Savings will be from October 24 to March 6, 2011" ... I don't think that "October 24" should be understod as October of 2011. (The zoneinfo project doesn't currenty assume the DST will start in 2011 an on.) Thanks, Petr Machata

TAI zone?

[Not a subscriber, so please CC.] Hello, There's been some discussion of removing leap seconds from UTC, as some people need/want a more predictable and deterministic time scale. [1] Given that International Atomic Time [2] exists, there doesn't seem to be an easy way to reference it. Is there any reason why a TAI "time zone" ("TZ=TAI; export TZ") is not present for those that want to ignore leap seconds? Israel extends Daylight Savings Time

According to the Israel Prime Minister's Office (pmo.gov.il), Cabinet Approves draft legislation to extend Daylight Savings Time to an average of 193 days, as opposed to 182 today. Cairo TZ Environment Variable

Hello, I've just compiled tzdata2011h.tar.gz and found Cairo's TZ environment variable is empty. So I checked http://en.wikipedia.org/wiki/Egypt and use "EET-2". But I've never been to Cairo so I'm not absolute sure whether people there use that. Just FYI. Regards, Richard

************************************************************************ IERS Message No. 191 June 28, 2011 ************************************************************************ Colloquium on redefinition of UTC - Announcement Decoupling Civil Timekeeping from Earth Rotation A Colloquium Exploring Implications of Redefining UTC in Astrodynamics, Astronomy, Geodesy, Navigation, Remote Sensing and Related Fields October 5-6, 2011 Headquarters of Analytical Graphics, Inc. 220 Valley Creek Blvd, Exton PA, 19341-2380 (near Philadelphia) Registration is now open at http://futureofutc.org Universal Time - the conventional measure of Earth rotation and astronomical time-of-day - is the traditional basis for civil timekeeping. Clocks worldwide are synchronized via Coordinated Universal Time (UTC), an atomic time scale recommended by the Radiocommunications Sector of the International Telecommunications Union (ITU-R). A proposal to fundamentally redefine UTC will come to a conclusive vote in January 2012 at the Radiocommunications Assembly of the ITU-R in Geneva. It would halt the intercalary adjustments known as leap seconds that maintain UTC as a form of Universal Time, and eliminate the requirement that time services transmit the varying residuals (DUT1) between Coordinated Universal Time and Universal Time of day. If the proposal is approved, UTC would not keep pace with Earth rotation and the value of DUT1 would become unconstrained. Adverse impacts from redefining UTC have not been extensively researched and documented. The implications extend from technical infrastructure to legal, historical, logistical, sociological and economic domains. Affected technologies may include (but are not limited to) applications in astronomy, astrodynamics and celestial mechanics, geodesy, ground-to-space satellite communications, navigation, remote sensing and space surveillance. This meeting will provide a venue for discussing and documenting the repercussions of changing UTC along with possible mitigation strategies. Lack of zone Asia/Beijing and other major cites in China

Hi Arthur, Beijing is the capital of People's Republic of China from 1949, and Beijing Time is used in whole PRC according to China law by now. It's a good news for the people who live in China, if they could see Beijing and other major cites in China. If it's possible, I'm glad to contribute. Bests, An Yang
