I expect another version will appear soon to handle changes in the Middle East (and perhaps in Russia); folks seeking to avoid version churn may want to wait a bit. --ado

Texas timezone history

I have reviewed the Texas timezone history before 1970. I attach my result, which proposes two additional Texas zones America/Houston and Amerca/Amarillo. I think there is an error in the current tzdata/northamerica file regarding Texas. It claims that Texas follows America/Chicago. But this is not the case as Texas had no DST in 1936, as Chicago did. Please check my data and my typing, as I am a bad typist.

Calfornia, the US state with the highest population, seems to be one of the most regular timezone history, well represented by zone America/Los_Angeles. Russian Time Zone

Hi, The latest 2011i tzdata does not have the Russian time change described by Alexander Krivenyshev: "DRAFT DECISION OF THE GOVERNMENT OF Russian Federation "On the composition of the territories that make up each time zone, and the procedure of calculation of time within time zones, and the Repeal of certain resolutions of the Government of the Russian Federation on August 8, 2011" On October 30, 2011, at 02:00 local time the following new time calculations will be applied: Irkutsk region will use the 5th Russian time zone (MSK +4) Republic of Sakha (Yakutia) will use the 7th Russian time zone (MSK +6) Primorsky Krai (Vladivostok) will use the 7th Russian time zone (MSK +6)" It is not clear to me what's the exact impact for these additional changes to the original proposal . Alabama timezone history

I have started reviewing pre-1970 US timezone history. The information is so complex that it is best approached state by state. I have started alphabetically with Alabama, but will probably continue with some mixture like - most populous states first - simplest states first For Alabama history my first draft proposes ten zones. This is more detailed than Shanks, wo distinguished seven areas. It is only a first step. Newspaper archive research (sadly) reveals that there are far more complex details involved in a complete history, and many questions about extension of zones can probably never be answered because there are not enough precise records. I have made a map, together with the help of colleagues, and uploaded it to wikimedia, as I am not sure whether image files work in this mailing list. Certainly we save bandwidth, as in the old times. License question: For now I have decided to place my work under the widest possible Creative Commons. This differs from the Public Domain license only in so far, as sources need to be quoted. Aside of that the use of the information is free, also within commercial projects of any kind. Please check and proof read the proposed zones. I am a bad typist.

Gaza and West Bank back to daylight saving time after pause

Gaza and the West Bank did go back to standard time in the beginning of August, and will now enter daylight saving time again on 2011-08-30 00:00 (so two periods of DST in 2011). attention Paul Eggert: I am reading through the comments for zone Pacific/Tonga and there you write on 2006-03-22: ... go with Mundell where "Mundell" means his article by Don Mundell http://www.tongatapu.net.to/tonga/homeland/timebegins.htm In reading this article, I cannot see where he places the transition from standard meridian 185°e (12:20h) to 195°e (13:00h) into the year 1999. What I read is that he talks about the change in New Zealand timezone from meridian 172.5°e (11:30h) to 180°e (12:00h) on 1946-jan-01, and that the Crown prince Tungi, wanted to maintain the 50 minutes difference to New Zealand. But it appears that no change was made then, in 1946, and Tonga now had only a 20 min difference to New Zealand. I cannot see how you derive a change in 1999 from what Mundell writes. Please clarify. Shanks has this change in 1968, but as usual he gives no source. PS: does anyone know of a way to get access to old IATA SSIM manuals? I rember those being voluminous books which travel agents used to look up flight schedules. For several years, I used to collect older copies of these manuals from a travel agent and use them to look up timezones, as they were documented for each airport, together with begin/end dates for DST if such a change fell into the two-month period a manual covered. I had a collection of many years from the late 1970ies and the 1980ies, but threw them out when I got hold of Shanks' books. Now I would love to check some information in them again, but so far have been unable to find where copies are held in an archive.

I have compiled a complete timezone history of Germany. It defines 10 additional zones for parts of Germany which had a timezone history different from Europe/Berlin Two of these zones refer to areas belonging to Poland since 1945. The processing of the zone file with zic requires that zic is patched with the 'follow rule' patch I had submitted for review on 25 August.

Hello I have researched the DST usage in Switzerland during the 1940ies. As I wrote in an earlier message, I suspected the current tzdata values to be wrong. This is now verified. I have found copies of the original ruling by the Swiss Federal government, in 'Eidgenössische Gesetzessammlung 1941 and 1942' (Swiss federal law collection) and attach GIF copies of the two pages for 1941. DST began on Monday 5 May 1941, 1:00 am by shifting the clocks to 2:00 am DST ended on Monday 6 Oct 1941, 2:00 am by shifting the clocks to 1:00 am. DST began on Monday, 4 May 1942 at 01:00 am DST ended on Monday, 5 Oct 1942 at 02:00 am There was no DST in 1940, I have checked the law collection carefully. It is also indicated by the fact that the 1942 entry in the law collection points back to 1941 as a reference, but no reference to any other years are made. Newspaper articles I have read in the archives on 6 May 1941 reported about the introduction of DST (Sommerzeit in German) during the previous night as an absolute novelty, because this was the first time that such a thing had happened in Switzerland. I have also checked 1916, because one book source (Gabriel, Traite de l'heure dans le monde) claims that Switzerland had DST in 1916. This is false, no official document could be found. Probably Gabriel got misled by references to Germany, which introduced DST in 1916 for the first time. Between 1848 and 1894 Geneve did not follow Bern Mean Time but kept its own local mean time. To represent this, an extra zone would be needed. According to a government proposal published a few weeks ago on the Ministry of Industry and Trade of the Russian Federation Web site, 3 Russian regions may change time zones this autumn: Vladivostok (Primorsky region) – Move from MSK+7 to MSK +6 Sakha (Yakutia) – 3 current time zones collapsed into a single zone MSK+6 Irkutsk region – Move from MSK+5 to MSK +4 This document confirms that Moscow will use UTC+4 year round and all other regions except those listed above will keep current Summer time year round. Below are a few translated citations from original Russian government proposal: DRAFT DECISION OF THE GOVERNMENT OF Russian Federation “On the composition of the territories that make up each time zone, and the procedure of calculation of time within time zones, and the Repeal of certain resolutions of the Government of the Russian Federation on August 8, 2011” On October 30, 2011, at 02:00 local time the following new time calculations will be applied: Irkutsk region will use the 5th Russian time zone (MSK +4) Republic of Sakha (Yakutia) will use the 7th Russian time zone (MSK +6) Primorsky Krai (Vladivostok) will use the 7th Russian time zone (MSK +6) This draft proposal was signed by Russian Prime Minister Vladimir Putin. At first, let me show you some data: Population of Beijing in 2011 is 22,634,722, data from http://www.trueknowledge.com/q/population_of_beijing_in_2011 And population of Shanghai in 2011 is 22,447,529, data from http://www.trueknowledge.com/q/population_of_shanghai_in_2011 And of cause, you can check the population of Beijing and Shanghai in 1996, Beijing is 2,069,722, and Shanghai is 1,188,721. Let me try to explain it, frankly say, it's difficult to count the exact population of a city which have more than 20,000,000, especially in China. The population data from government, it just include the people who have the locale ID ( hukou ), do not include people without locale ID (hukou). So maybe 20-30% people lost, I think the data from http://www.trueknowledge.com is more accurate, which reflect the real number of people who live in the city. My conclusion is both Beijing and Shanghai are big city in China, and have almost the similar populations. According to the rule: Among locations with similar populations, pick the best-known location, e.g. prefer `Rome' to `Milan'. I think the best-known location is Beijing, no matter from Chinese view or from the foreigner's view. I have read all the messages about Beijing Time in ftp://elsie.nci.nih.gov/pub/tzarchive.gz, and notice that all the voice from China is the same, Beijing should represent China. So trust the people who live there and use Beijing time everyday maybe the best choice. I just found out that Chile will be going on Daylight Savings Time This coming weekend. I looked back through this discussion group and I found no previous discussion of this. Which tzdata zones have complete pre-1970 history?

With some colleagues who are like myself interested in a complete pre-1970 timezone history in a tzdata compatible file format, I have started a project whose goals is the following: a) complete existing tzdata zone files with incomplete pre-1970 history, so that they become historically complete. b) create additional tzdata zone files which represent zones where tzdata currently fails to differentiate between areas with different pre-1970 history. The motivation for this effort is that astrology needs complete timezone histories, for each point on the globe where registered birth data are likely to exist. I am aware that the design goal of tzdata is only to represent complete and correct timezone information beginning with 1 January 1970. I do not question this design goal. Still, there is a community of tzdata users who need more than that, and who are missing an open source database with complete timezone histories. For example, Switzerland needs an extra zone Europe/Geneva to represent Geneva timezone between 1851 and 1894. Germany needs about 13 different zones to represent the timezone history of different parts of the country. The matter there is even mor complicated because Germany changed size repeatedly in the 19th and 20th century, parts were added or removed from it and assigned to other countries. By the way, it is excellent that tzdata zone names are based on cities and not on countries, as this avoids a lot of political issues. I think it would be a good start investigating for which of the approx. 400 tzdata zones the pre-1970 history can be considered complete and correct. We have no absolute reliable measure what 'complete and correct' means. But a comparison with a recent revision of Shanks/Pottenger American and International atlas would already serve to a large extent. As a working definition I propose: Those tzdata zones whose history details are equivalent or better than the corresponding history lists by Shanks & Pottenger should be considered complete and correct. ---------------------------- Example: Switzerland Switzerland is not historically complete in tzdata. tzdata zone Europe/Zurich is correct, but a separate zone Europe/Geneva is missing. The canton of Geneva had Geneva mean time 6E0915 between 1851 and the introduction of standard time on 1 June 1894 (SOURCE: GABRIEL, TRAITE DE L'HEURE DANS LE MONDE, edition 1991) Shanks/Pottenger have a separate table for this canton, but it contains a small error as well: it assigns LMT until 1894, while in fact it should be Geneva city observatory mean time (24m37s east of Greenwich) between 1851 and 1894. The error is small because this canton is not big, and the most distance any other town has from the Geneva meridian is 4 minutes of arc.
