I recollect before the recent change the government annoucemments mentioning it as simply changing Sri Lanka Standard Time or Sri Lanka Time and no mention was made about the abbreviation. If we look at Sri Lanka Department of Government's "Official News Website of Sri Lanka" - for current page at http://www.news.lk/ we can see that they use SLT as abbreviation in time stamp at the beginning of each news item - for example: Tuesday 25-04-2006 SLT 09:30 (+05:30 GMT). For an example before the recent change, look at: http://www.news.lk/news_2006_04_072.htm - this has the news item on cabinet decision for changing of time and the time stamp then was Friday 07-04-2006 SLT 06:30 (+06:00 GMT). So question arises whether SLT was at any time adopted as standard abbreviation by the government. Within Sri Lanka I think LKT is well known among computer users and adminsitrators. In my opinion SLT may not be a good choice because the nation's largest telcom / internet operator Sri Lanka Telcom is well known by that abbreviation - simply as SLT (there IP domains are slt.lk and sltnet.lk ). But if indeed our government has adopted SLT as standard abbreviation (that we have not known so far) then it is better that it be used for all computers. Hi, I don't think modifying front ends is a resonable way for us. Those front ends are out of our control, there is no way for us to convince them to change their front ends. Even if we could convince some of them, it's impossible for us to know and convince all front ends which use tzdata in the world. The simplest way for us is to convince you to modify tzdata, so that all available front ends can benefit from it. Users encounter the timezone in the filesystem (/etc/localtime symlinks). But perhaps, most keenly, it is those time geeks who pay close attention to the zone (and manipulate it) who are ticked off (ha ha) by things like Asia/Shanghai, or America/New_York. Somehow, I kind of doubt tzselect will ever solve this. I can't say I see quite why it is such a bad thing to make exceptions in the uniform policy where they are clearly understandable and preferred by most people... (I guess someone who lives there, and is actually listening to a radio during the relevant hour, would need to answer this - or perhaps find a radio station (or a few) and ask what their policy is). That would most likely be the only common practice which applies to this particular question (which is quite different from the more mormal one of whether or not a community observes DST at all). kre

Since the Guatemala and Nicaragua changes are relatively urgent, here are the proposed tz patches that I've been accumulating recently. Thanks again to everyone who's contributed. Changes to time stamps that take effect this weekend: * Guatemala has DST this year from 04-30 00:00 to 10-01 00:00. (Thanks to Oscar van Vlijmen and Gwillim Law for this info.) * Nicaragua has DST this year from 04-30 02:00 to sometime around September 1, we think; for now, guess 09-03 02:00. (Thanks to worldtimezone.com and Jesper Norgaard Welen for this info.) Changes to historical time stamps: * Nicaragua's early 1990s experiment was in 1992, not 1993, fixing a typo in my earlier reading of Shanks. Also, the experiment changed standard time temporarily instead of instituting DST. The late 1990s change was in 1997, not 1998. (This is all taken from the latest edition of Shanks & Pottenger, for which thanks.) Changes to zone.tab and commentary only: * Martin and Pulaski Counties, Indiana, have decided not to rebel against the federal decision after all. Changes to commentary only. * Nova Scotia and Northwest Territories announced they will follow the US lead next year too. (Thanks to Chris Walton for this.) * The Philippines are considering adopting DST this June, and may have used DST for a month or so in 1990. (Thanks to Jesper Norgaard Welen for the info about 1990.) * Common usage for Sri Lanka's local time might not be "IST" these days. (Thanks to Nimal Ratnayake and K Sethu for this info; they are looking into what common practice is after things settle down after the recent UTC offset change.) * Wisconsin state law specifies 01:00 as the legal DST switchover time, even though everybody actually switches at 02:00; this leads to tickets being given to bar owners. Wisconsin's variation of CDT

I have documentation for Wisconsin's variation of CDT. http://www.legis.state.wi.us/statutes/Stat0175.pdf; 175.09, enacted in 1923, sets Wisconsin time to "central time" and provides penalties for businesses not following the "standard of time." In 1957 Wisconsin deviated from the rest of the central zone by enacting statute 175.095. This statute directs that Central Daylight Time will being at 1 A.M. on the last Sunday of April. Updated versions of this statute only changed the day of change and kept the time of change at 1 A.M. < http://www.legis.state.wi.us/statutes/Stat0175.pdf > Before the addition of statute 175.095 it was assumed that statute 175.09 did not override Central Daylight Time (Opinions of the Attorney General of the State of Wisconsin - 1942), with his opinion that "[...] that the words 'commonly known as central time' are more than merely descriptive and that they in fact constitute the definition of standard time in the state of Wisconsin." Adding, "I may say in concluding this opinion that there seems to be some misunderstanding as to the purpose of the Wisconsin law relating to standard time. It has been referred to in many instances as an anti-daylight-saving statute. Such a statement is, in my opinion, inaccurate." It should be assumed that Wisconsin followed the America/Chicago rules before 1957, when the 175.095 statute was passed into law. During the years of 1974 and 1975 this statute appears to have been ignored entirely in favor of the Federal law, as it would have advanced time additionally one extra hour. (Opinions of the Attorney General of the State of Wisconsin - 1974) In 1987 this statute (175.095) was updated to reflect the date change, however the time 1 A.M. was left in place. Operationally this statute is currently enforced at the 1 A.M. time of change. Because the local "bar time" in the state corresponds to 2 A.M., a number of citations are issued for the "sale of class 'B' alcohol after prohibited hours" within the deviated hour of this change every year (0100-to-0200 America/Chicago, 0200-0300 America/Wisconsin). Philippines considering DST starting June; DST under Aquino? in space?

Tomorrow's _Manila Standard_ reports that the Philippines Department of Trade and Industry is considering adopting DST this June when the rainy season begins. See <http://www.manilastandardtoday.com/?page=politics02_april26_2006>. That article also reports that DST was in effect "for a month during the tenure of then President Corazon Aquino to conserve energy. Under the scheme, the official work-time in government and private sector is adjusted an hour or two earlier to fully take advantage of daylight and reduce energy use." We have no record of this, but from the article's wording it's not clear whether official time was moved, or whether state and private employers were simply asked to change work schedules. ----- The Kyodo news service reported today that Islamic scholars and scientists are wrestling with the problem of what time zone to use in outer space. Malaysia is preparing for its first astronaut next year (part of a scientific mission on the International Space Station), and 3 of 4 candidates are Muslims. Muslims must pray five times daily. But as Zainal Abidin Abdul Rashid of Malaysia National University pointed out at the seminar, the space station circles the Earth 16 times in 24 hours, with a sunrise and sunset occurring about every 90 minutes. "Does this mean we have to perform 80 prayers a day," he said in his seminar paper. I recollect before the recent change the government annoucemments mentioning it as simply changing Sri Lanka Standard Time or Sri Lanka Time and no mention was made about the abbreviation. If we look at Sri Lanka Department of Government's "Official News Website of Sri Lanka" - for current page at http://www.news.lk/ we can see that they use SLT as abbreviation in time stamp at the beginning of each news item - for example: Tuesday 25-04-2006 SLT 09:30 (+05:30 GMT). For an example before the recent change, look at: http://www.news.lk/news_2006_04_072.htm - this has the news item on cabinet decision for changing of time and the time stamp then was Friday 07-04-2006 SLT 06:30 (+06:00 GMT). So question arises whether SLT was at any time adopted as standard abbreviation by the government. Within Sri Lanka I think LKT is well known among computer users and adminsitrators. In my opinion SLT may not be a good choice because the nation's largest telcom / internet operator Sri Lanka Telcom is well known by that abbreviation - simply as SLT (there IP domains are slt.lk and sltnet.lk). But if indeed our government has adopted SLT as standard abbreviation (that we have not known so far) then it is better that it be used for all computers. Nova Scotia and Northwest Territories have fallen in line with the rest of the Canada. Daylight saving time will be extended by four weeks starting in 2007. Affected zones are: Nova Scotia: America/Halifax America/Glace_Bay North West Territories: America/Yellowknife America/Inuvik We don't need to make any rule changes to TZDATA. All four of the affected zones use the "Canada" rule which has already been updated. Here is a news release which was issued today by the Nova Scotia government: http://www.gov.ns.ca/news/details.asp?id=20060425004 I could not find any reference to the change on the Northwest Territories government web site; the only reference I have is a news story posted on the CBC (Canadian Broadcasting Corporation) web site on April 5: http://www.cbc.ca/north/story/nor-nwt-time-change.html I think we are still waiting to hear from the governments of Newfoundland, Yukon, and Nunavut. -chris

Mandan status

Microsoft said that its software couldn't handle Indiana's recent time zone change, but that this was Indiana's problem, not Microsoft's. "Outlook continues to function properly. It is the unusual distribution of time zones throughout the state, along with the adoption of daylight-saving time, which is causing inaccurate times on some PCs," Microsoft said. <http://www.tmcnet.com/usubmit/-dont-sweat-time-change-electronics-/2006/03/…> In the end, Martin and Pulaski Counties, Indiana, decided not to rebel against the US federal decision to move them into the central time zone. This will require changes to the commentary of the tz database, and to the description in zone.tab, but not to the data itself. Hi, The attached patch is for tzdata2006d, which updates timezone info of China, such as, adding Asia/Beijing, linking PRC to Asia/Beijing instead of Asia/Shanghai, and some changes of timezone description. Nowadays, China uses only one unified timezone, which is known as "China Beijing time", so using Asia/Beijing instead of Asia/Shanghai is more reasonable. Regards James Su

www.worldtimeserver.com doesn't show the current DST rules, however, it's time zone converter does allow for peaking into the rules behind. The claim is therefore (see attached two screenshots) that the Palestinian Territory entered DST precisely one week before, Friday the 14.th. of April at 0:00. One of the screen shots will show you the unbelievable claim that at 0:15 the 14.th. of April in the Palestinian Territory, it was 23:15 the 13.th. of April in the Palestinian Territory - but even Einstein would not have been able to mingle his relativity theory so much (using for instance the speed of light), that he could go back in time. Back to the future? I think an equal time or better an error message would have been more appropriate. The question is if anyone can confirm that the DST change happened a week before. To me it sounds plausible, but we would like some (more) authoritative information. Gaza time

I checked www.worldtimeserver.com recently and most of the recent changes to the tz database are in line with this server, it seems to be fairly well up-dated in timezone matters (unlike wikipedia, for instance!). This goes for Haiti, Tunisia, Sri Lanka, Irana, and Georgia to mention a few. Therefore I was surprised to see that they have UTC+3 at the moment for Palestinian Territory, when tz database will first have Gaza to enter DST in approximately 18 hours. This could be because they think that it follows Israel time, but it might be because they learned something more about Gaza/West Bank. Does anyone have information if Gaza/West Bank in fact applied DST before expected or not? I'm working in another O/S. Is it possible for someone to send a listing of the tz info as it appears on their UNIX systems? Strange request, I know, but I'm wanting to check my implemenation against what is done on the UXIX systems, so I really could use the output from a listing of all time zones, if that's possible.
