I have investigated the timezones around 1970 on the http://www.astro.com/atlas site, and here are the results. I am attaching a GIF file of the map I have built based on this information. The red borders are the modern-time administrative borders, while the green lines are the timezone borders I have determined, note that some of them are partially hidden behind the red lines. There are no big surprises. Most timezones follow modern-day administrative boundaries, with the exceptions being Xinjiang, Xizang (Tibet), Qinghai, Gansu, Nei Mongol (Inner Mongolia) and Guangdong. There was an exception in Heliongjiang region on GMT+8.5 where the northern-most county Mohe is on GMT+8. A few other exceptions were two counties on the Sichuan side of the Xizang - Sichuan border, counties Dege and Baiyu which lies on the Sichuan side and are therefore supposed to be GMT+7, Xizang region being GMT+6, but Dege county is GMT+8 according to astro.com while Baiyu county is GMT+6 (could be true), for the moment I am assuming that those two counties are mistakes in the astro.com data. The biggest surprise was that region Guangdong were dived in 3 timezones, a south/west part on GMT+6 (counties Xuwen, Haikang, Suixi, Lianjiang, Zhanjiang, Wuchuan, Huazhou, Gaozhou, Maoming, Dianbai, Xinyi) a central part on GMT+7 (counties Yangchun, Yangjiang, Taishan, Kaiping, Xinxing, Luoding, Yu'nan, Yunfu, Taishan, Deqing and Enping) and a north/east part on GMT+8 with the rest of the counties. Zone Asia/Harbin on GMT+8.5: regions Heilongjiang (minus Mohe) and Jilin. Zone Asia/Shanghai on GMT+8: regions east Nei Mongol, Liaoning, Hebei + Beijing, Shanxi, Shandong, Henan, Jiangsu, Anhui, Shanghai, Zhejiang, Hubei, Hunan, Jiangxi, Fujian, north/east Guangdong and Mohe county of Heilongjiang. Zone Asia/Chongqing on GMT+7: regions west Nei Mongol, Ningxia, Shaanxi, east Gansu, west Qinghai, Sichuan, Guizhou, Guangxi, Yunnan, Hainan island and the central part of Guangdong province. Zone Asia/Urumqi on GMT+6: regions east Xinjiang, west Gansu (counties Dunhuang, Aksay, Anxi, Subei), west Qinghai, east Xizang (Tibet) and east Guangdong. Olsen DB implementation issues

Greetings, Any assistance and/or further leads on this matter would be greatly appreciated. I have some issues with implementing DST rules from the Olsen DB via the data fetched from the JRE 6.0 Olsen says that DST change in Central Europe is at 1am, however in Germany and all other countries in this time zone convention says it is always at 3am, when the time moves to 2am Central European Time [Europe/Paris, UTC+1hrs] Olsen/JRE DST end rule >>>> Last Sunday of Oct at 0100 hrs MicroSoft DST end rule >>>> 26/10/2008 03:00 (apparently correct also) This appears to be the Olsen DB in error, or are the Olsen times actually in UTC? This would explain as at that time UTC 0100 would in fact be CET 0300 at the point when CET is rolled back one hour? Brazil changes - new "perennial" DST rules

Acording to this decree http://www.planalto.gov.br/ccivil_03/_Ato2007-2010/2008/Decreto/D6558.htm The DST period in Brazil now on will be from the 3rd Oct Sunday to the 3rd Feb Sunday. There is an exception on the return date when this is the Carnival Sunday then the return date will be the next Sunday. Uncertain usage/scope of a possibly standard timezone name 'MEZ-1MSZ'

Hello, I'm not a member of the distribution list, although I believe my enquiry is covered by its scope, and I wonder whether you might be able to circulate my enquiry (and return any replies) as my own research has failed to identify an answer. I'm trying to service a request to recognise the standard timezone name of 'MEZ-1MSZ', but I've so far not found any documentation to support or define the scope if this is an acceptable POSIX TZ value and a standard timezone name. The suggestion has been made that MSZ is a widely(?) employed alias (in some region(s) of the Gernan speaking world?) for MESZ that is standardly defined for "Mitteleuropäische Sommerzeit" (GMT+0200); MEZ being an accepted acronym for "Mitteleuropäische Zeit". And, I whilst I can find instances for the use of the standard(?) 'MEZ-1MSZ-2' I have been unsuccessful in locating any equivalence for 'MEZ-1MSZ' itself. Is MSZ equivalent and a widely accepted acronym matching MESZ, and if so where and how typical is its use? How does it differ to the 'MEZ-1MSZ-2' standard? Can you/anyone advise on the practice of employing 'MEZ-1MSZ' as a POSIX TZ value or indeed how prevalent its use is, or in which region (likely related to honouring DST somewhere in the vicinity of Berlin?) and whether this is directly equivalent to other common/standard names, such as CET-1CEST? What should its Olson equivalent be? I am trying to clarify the geographical extent of tz timezones. For the most part, the data files provide this information, but there are a few cases which are not entirely clear. Here are a few questions; once we figure out the answers, I'll be happy to propose updates to the tz files to capture the results (in comments, of course). Thanks in advance, Eric. --- Democratic Republic of Congo. Is it correct that: The zone Africa/Kinshasa covers the (pre-2009) provinces of Bas-Congo, Kinshasa, Bandundu, and Equateur. The zone Africa/Lubumbashi covers the remainder of the Democratic Republic of Congo. ---- Kazakhstan, using the names at <http://en.wikipedia.org/wiki/Kazakstan#Provinces>. Is it correct that: Asia/Almaty = Kostanay, Karagandy, South Kaz and everything east of them Asia/Qyzylorda = Kyzylorda Asia/Aqtobe = Aktobe Asia/Aqtau = Mangystau Asia/Oral = West Kazakhstan The Atyrau province is not mentioned explictly, and given its location, it should be in one of the last three time zones, but which one? --- Indonesia. Is it correct that: Asia/Jakarta is the island of Sumatra, the island of Java. Asia/Pontianak is the provinces of West Kalimantan (Kalimantan Barat) and Central Kalimantan (Kalimantan Tengah). Asia/Jayapura is the provinces of Maluku, North Maluku, Papua and West Papua. --- Uzbekistan. What is the boundary between Asia/Samarkand and Asia/Tashkent? --- Marshall Islands. If the later, what is the time zone for the other places? (See <http://en.wikipedia.org/wiki/Plaza_de_soberan%C3%ADa> for a map.) --- China: the descriptions of Asia/Chongqing and Asia/Urumqui both include "west Qinghai". Shouldn't it be "east Qinghai" for Asia/Chongqing? The Asia/Urumqi zone is described as including counties of Guangdong. That seems awfully far to the east of the other areas included in that time zone. Inner Mongolia is divided between Asia/Chongqing and Asia/Shanghai. What is the division in terms of the administrative regions at <http://en.wikipedia.org/wiki/List_of_administrative_divisions_of_Inner_Mong…>? Tibet and Xinjiang are divided between Asia/Urumqi and Asia/Kashgar. What is their division in terms of the administrative regions at <http://en.wikipedia.org/wiki/List_of_administrative_divisions_of_Tibet_Auto…> and <http://en.wikipedia.org/wiki/List_of_administrative_divisions_of_Xinjiang>? --- Greenland and Antartica: what would good areas for the zones? Should they be narrow (i.e. around "inhabited" places) or wide (i.e. form a partition of the land)? --- PS. I am still nibbling at a shapefile of tz timezones for the world, which I will make available eventually. Right now, I managed to reconstruct the bulk of it from the VMAP0 data, and thereby establish a clear traceability of the map.

Olson Time Zone Database Converted to Windows Standard Time

Hi Guys, Thought you might find this interesting. As part of an OpenID implementation I am doing, I needed the Olson TZ Database converted to Windows 'Standard' Format. I couldn't find anything online so I did it myself and have released it under an ISC Licence (http://en.wikipedia.org/wiki/ISC_license) Basically, you are free to with it what you will as long as this notice remains. I'm sure there are going to errors here and there and if you do use it - I'd appreciate a quick email with anything that is wrong or that you have updated so I can update the file and share these updates with everyone else. Brazil's dates announced

As announced by the government and many newspapers in Brazil late yesterday, Brazil will start DST on 2008-10-19 (need to change rule) and it will end on 2009-02-15 (current rule for Brazil is fine). Based on past years experience with the elections, there was a good chance that the start was postponed to November, but it did not happen this year. Australian DST abbreviations causing business problems - still

It's well past time the Australian 'Daylight Saving Time' abbreviations were updated to reflect the current terms and usage. Comments posted previously in the 'australasia' file are outdated and wrong and have been causing lots of problems for years. You don't have to take my word for this. Although most of the URLs identified in the file are not official sites and Daylight Saving Time is legislated by state governments, the exemplary abbreviations are displayed at the Australian federal government website at <http://www.australia.gov.au/Time#daylightsaving> as at 26/8/08. Here is the important bit: Quote: Where daylight saving is being observed: * AEST becomes Australian Eastern Daylight Time (AEDT), and clocks are advanced to UTC +11. * ACST becomes Australian Central Daylight Time (ACDT), and clocks are advanced to UTC +10 ½. * AWST becomes Australian Western Daylight Time (AWDT), and clocks are advanced to UTC +9. " Unquote: The abbreviations AEDT, ACDT and AWDT are commonly shortened to EDT, CDT and WDT. Is there really a problem? Yes. I work for a national retail company that makes deliveries across the country. Here is just one example of the sorts of problems we face. Queensland don't have Daylight Saving Time. New South Wales (across the border from Queensland) do have Daylight Saving Time. Due to the fact that the Olsen data uses EST for both 'Eastern Summer Time' (New South Wales) and 'Eastern Standard Time' (Queensland), a delivery from New South Wales to Queensland can have a pickup time of 10.30am EST and a delivery time of 10.00am EST. We like to be efficient but we're not that good. System users only see the EST and get horribly confused. If the problem impacts businesses, then why don't they use their own time zone tables? It's not that simple. It's quite common today to find systems (like ours) that are purchased on an enterprise licence basis from a large international company. It could be difficult to get the company to change the base software product. Also, it's common for software products to run on standard operating systems such as the AIX flavour of Unix, and for the software products to use whatever time zone information is applied by the operating system. Try getting the operating system vendor to change their software and they'll simply tell you it's based on the Olsen updates. Then why hasn't the table been changed already? To answer this question, I need to address some of the comments previously made in the 'australasia' file. The first comment on this subject in the file was made by John Mackin back in 1991: JM:" We in Australia have _never_ referred to DST as `daylight' time. It is called `summer' time." MJ: This comment is more than 17 years old and horribly outdated. I have lived in Australia all my life and have been supporting systems here since well before 1991. Most Australians simply use the term 'Daylight Saving Time'. It's uncommon outside the business environment to use any other term. In business and government, Australians recognized the problems associated with ambiguous abbreviations a long time ago and have generally adopted the 'EDT' form. Various federal government websites (although not official), in an attempt to encourage uniformity, have been displaying the newer abbreviations for some time. Many hits are not really time zones, unfortunately, and many hits denote US time zones and not Australian ones. But here are the hit counts anyway: 161,304 "EST" and domain:au 25,156 "EDT" and domain:au" MJ: I agree with your comments, which means the figures are totally inaccurate. File Changes: Due to the fact that the file forms part of the JTZU (Java Time Zone Updates) provided by the operating system vendor, I am unable to create and test proposed changes. Also, there are quite a few changes required and I don't want to spend hours making these changes if they're not going to be applied. I ask for your advice on how to proceed with this. I am happy to work with you to produce a complete set of revised rules if you decide to go ahead with this proposal. We will need to change Aus, AW, AS, AT, AV and AN rules and their corresponding zone formats to use the 'E%sT' format. This article says that around the end of March 2011, Turkey wants to adjust the clocks forward by 1/2 hour and stay that way permanently. The article indicates that this is a change in timezone offset in addition to stopping observance of DST. This proposal has not yet been approved. Read more here... As I'm not a C programmer - can you just confirm my understanding of the problem? time_t is part of a standard C library; on 64 bit systems it is defined as being 64 bits long, giving a very large range for the years that can be displayed. int is the standard builtin integer type, which for reasons that evade me is still defined as 32 bits long. the tzcode does some fancy calculations to work out historical/future times of some kind - and obviously trying to fit a 64 bit value into a 32 bit space doesn't work. I hope that's right so far... So then: Why does Madagascar fail? Am I missing something? I don't know anything about C programming - is this something that's likely to be fixed at some point soon? I've started work on a Python version of zdump to get around this limitation - is this something that might be useful to the community? If so, I'd appreciate some help decrypting the logic of the tzdata files.
