In zone Europe/Paris one finds this comment: # Shanks & Pottenger give 1940 Jun 14 0:00; go with Excoffier and Le Corre. 0:00 France WE%sT 1940 Jun 14 23:00 I have found a documented source, which confirms that le Corre is correct and Shanks incorrect: Yvonne Poulle quotes in her article 'La France a l'heure allemande' the 'Bulletin municipal officiel', the official Paris city bulletin of 1940-06-15, which consisted only of one sheet of paper, with the following instruction for the population of Paris and Seine: --- (my translation from French) The prefecture of the Seine and the prefecture of the police communicate: The population is invited to advance clocks and watches on June 14th at 23 hours, so that they are adjusted forward to midnight. --- end quote

Among the tzdata rules for France one finds these lines: # DSH writes that a law of 1923-05-24 specified 3rd Sat in Apr at 23:00 to 1st # Sat in Oct at 24:00; and that in 1930, because of Easter, the transitions # were Apr 12 and Oct 5. Go with Shanks & Pottenger. My own translation of the text is: ---- begin quote Article 1 The legal time fixed by the law of 1911 Mar 9 shall each year, following the practical details as given in articles 2,3 and 4, be advanced by sixty minutes, at 23 hours on each last Saturday of March, until the first Saturday of October at 24 hours. But in the case of an understanding with allied neighbour nations, the goverment can shift the first date to the third Saturday of April, and the second date to the third Saturday of September. --- end quote This law was not modified until 1939-09-26. But in practice it was not followed regarding the begin dates. The government issued a decret each year, where it fixed the dates for the particular year. I searched the 'Bulletin des lois de la République française' which are accessible in in digital form via the Bibliotheque National at http://gallica.bnf.fr up to 1931. As an example, I attach the décret for 1930. I think translation isnot needed. From what I have seen as sources between 1916 and 1938, so far, I can confirm that Henri Le Corre is precise and correct, regarding dates and times of change. I can also confirm the '24 hours' always means the end of the day, if a document states something like 'on date X at 24 hours'. Later versions of the décrets are explicit, like the one attached, by saying 'at twenty four hours in the night from 4th to 5th October'. I think the comment currently in the list of Rules, regarding DSH and 1930, can be removed, as Le Corre has been established as reliable for DST rules during this period up to at least 1938.

And I'll confess, I have a project that's so dated (a 1990's "finger" program, from back when exposing personal information on the Internet wasn't considered a problem) whose tar file is still available on my FTP server that has the same "charming" behavior of unloading it's contents into an unsuspecing extractor's current working directory. We've been using vzic, but it isn't a great solution since RedHat Linux doesn't supply an RPM for the timezone source files that vzic needs to run, so we're stuck having to track version of the tzdata RPM on the specific version of RedHat that the product installs on. I got involved because I felt the seismic activity when the problem landed on the desk of an engineer without sufficient experience to grasp of the enormity of the hairball that had just hit him. Theory - zone creation description wrong

As far as I can see tzcode2011i/Theory is missing the fact that for each country at least one zone is created. I.e. maybe Luxembourg and France may have their own zones not due to different timestamp observance since 1970-01-01 00:00:00 UTC but simply due to the fact that they are different countries. CURRENT "the world is partitioned into regions whose clocks all agree about time stamps that occur after the somewhat-arbitrary cutoff point of the POSIX Epoch (1970-01-01 00:00:00 UTC). For each such region, the database records all known clock transitions, and labels the region with a notable location." PROPOSED "the world is partitioned into regions, named zones, whose clocks all agree about time stamps that occur after the somewhat-arbitrary cutoff point of the POSIX Epoch (1970-01-01 00:00:00 UTC). Additional for each country at least one zone is created. US Mountain/Central border at Fort Pierre SD

If I might seek the wisdom of the list on a minor topic: The current Mountain/Central boundary in the most recent official US DOT description (49CFR71.7, http://goo.gl/tqBou) has the border running right through Fort Pierre South Dakota. Here is the relevant text: > From the junction of the North Dakota-South Dakota boundary with > the Missouri River southerly along the main channel of that river > to the crossing of the original Chicago & North Western Railway > near Pierre; thence southwesterly to the northern boundary of Jones > County at the northeast corner of the NE 1, Sec. 6, T. 2 N., R. 30 > E. [note: that's about 44.18635, -100.54646) That makes a straight line from the railroad bridge north of town to 44.18635, -100.54646, this line not making much sense in the context of what's on the ground. Theory reads: To represent this data, the world is partitioned into regions whose clocks all agree about time stamps that occur after the somewhat-arbitrary cutoff point of the POSIX Epoch (1970-01-01 00:00:00 UTC). Issue: 1) Where are these regions listed? The only lists of geographical areas I could find are: - the zones in zone.tab - (current) countries in iso3166.tab Theory reads: Use ISO 3166 (see the file iso3166.tab) to help decide whether something is a country. [...] or when locations change countries (e.g. Hong Kong from UK colony to China) Issue: 1) "help to decide" - decision process is undefined. 2) Hong Kong is listed in iso3166.tab as HK.For the purpose of zone creation is it 2a) a country,then it is confusing to say it changed country, or 2b) is it part of China (CN) then it is confusing to mark it with HK 3) In case HK and one of the zones in CN observed the same time since 1970, and that HK is not a country, would there be a merge and would one zone be dropped from zone.tab and any corresponding pre-1970 history be deleted? Theory reads: Within a file name component, use only ASCII letters Issue: 1) It is not defined what the term "file name component" refers to in the context of zone naming. Theory reads: E.g. prefer `Paris' to `France', since France has had multiple time zones. Hi Folks, We received today, Monday, September 12, 2011, notification that the changes to the Newfoundland Standard Time Act have been proclaimed. The change in the Act stipulates that the change from Daylight Savings Time to Standard Time and from Standard Time to Daylight Savings Time now occurs at 2:00AM. Texas timezone history

I have reviewed the Texas timezone history before 1970. I attach my result, which proposes two additional Texas zones America/Houston and Amerca/Amarillo. I think there is an error in the current tzdata/northamerica file regarding Texas. It claims that Texas follows America/Chicago. But this is not the case as Texas had no DST in 1936, as Chicago did. Please check my data and my typing, as I am a bad typist.

Calfornia, the US state with the highest population, seems to be one of the most regular timezone history, well represented by zone America/Los_Angeles. Hi, The latest 2011i tzdata does not have the Russian time change described by Alexander Krivenyshev: "DRAFT DECISION OF THE GOVERNMENT OF Russian Federation "On the composition of the territories that make up each time zone, and the procedure of calculation of time within time zones, and the Repeal of certain resolutions of the Government of the Russian Federation on August 8, 2011" On October 30, 2011, at 02:00 local time the following new time calculations will be applied: Irkutsk region will use the 5th Russian time zone (MSK +4) Republic of Sakha (Yakutia) will use the 7th Russian time zone (MSK +6) Primorsky Krai (Vladivostok) will use the 7th Russian time zone (MSK +6)" It is not clear to me what's the exact impact for these additional changes to the original proposal . Alabama timezone history

I have started reviewing pre-1970 US timezone history. The information is so complex that it is best approached state by state. I have started alphabetically with Alabama, but will probably continue with some mixture like - most populous states first - simplest states first For Alabama history my first draft proposes ten zones. This is more detailed than Shanks, wo distinguished seven areas. It is only a first step. Newspaper archive research (sadly) reveals that there are far more complex details involved in a complete history, and many questions about extension of zones can probably never be answered because there are not enough precise records. I have made a map, together with the help of colleagues, and uploaded it to wikimedia, as I am not sure whether image files work in this mailing list. Certainly we save bandwidth, as in the old times. License question: For now I have decided to place my work under the widest possible Creative Commons. This differs from the Public Domain license only in so far, as sources need to be quoted. Aside of that the use of the information is free, also within commercial projects of any kind. Please check and proof read the proposed zones. I am a bad typist.

Gaza and the West Bank did go back to standard time in the beginning of August, and will now enter daylight saving time again on 2011-08-30 00:00 (so two periods of DST in 2011).
