I've gone into the archives of the tz mailing list to gather what information there is on this question. A flurry of messages went out on the tz mailing list in May and June, 2005 on the subject of Kazakhstan's time zones, when the country announced the end of DST. In 1996, according to a technical publication of the International Air Transport Association, Kazakhstan split into three time zones. Before that time, it had been all UTC+6 with DST. Afterward, Aktau, Atyrau, and Uralsk oblasts (aka Mangghystau, Atyrau, and West Kazakhstan) went to UTC+4, and Aktyubinsk (aka Aqtöbe) went to UTC+5. In 2005, according to a correspondent in Kazakhstan, those four oblasts united on UTC+5, as the entire country was dropping its observance of DST. So I think the answer is that Atyrau was in Asia/Aqtau from 1996 to 2005. Modifications in Uruguay time zone

Thank, you Robert! It never occurred to me that eve and evening could be something different - and perhaps I have also the handicap that Christmas Eve in Denmark is where all the fun stuff happens, exchanging gifts, dancing around the Christmas tree etc. and there is nothing special about Christmas Day (the day after, as I understand it). While in the US the presents are received on Christmas Day. I think also that it would be strange to start a new period like Ramadan having the first day different than the rest. But if we can get a clearer web link or a notification from Hammad Hassan where we don't have to second guess anything - that would be nice. Of course it would be even nicer if the international community would recognize that there should be an "ombudsman" (or office) of timezone issues, to which each country must inform about their plans for time changes, or else ... Of course, I'm dreaming, that will never happen, and I guess it's just like human rights etc. the countries that will respond (and report time changes some time before they happen) are the ones that are already doing it correctly, and in an organized manner. Hello, Could you please support for my request, I have a Red-hat Linux server in Egypt, I adjusted the time and date and I selected Africa/Cairo as a time zone to reflect the correct time automatically per summer, winter. The current settings of this file contain the summer/winter time change rules as the last Thursday of April, September respectively. Since the rules are changed lately by Egypt government, I need to change the predefined rules in the time zone file, but I don't know how. I found many but scattered information on the internet. Early DST in Uruguay

Gentlemen (and women), we have an early definition of perpetual DST in Uruguay. The government of Uruguay wants to be predictable ... grin 8-) ... at least in timezone matters. The web page http://www.presidencia.gub.uy/_web/decretos/2006/09/09_2006.htm states that "04/09/06 - SE ADELANTA LA HORA OFICIAL A PARTIR DE LA HORA 02:00 AM DEL PRIMER DOMINGO DEL MES DE OCTUBRE DE CADA AÑO. DEC. N° 311/006" translation "04/09/06 - official time will be advanced at 2:00 AM of the First Sunday of October of every year". It links to http://www.presidencia.gub.uy/_web/decretos/2006/09/CM%20210_08%2006%202006_ 00001.PDF which have the following 4 points: I) that the (DST) measure is meant to produce conditions for a saving of energy and an improvement in the daily use (of electricity) and a displacement of the peak of summer electricity use. II) that it is convenient for all involved, to consolidate a periodic and predictable system of this adjustment of clocks. III) that for the above reasons the official time will be adjusted to the period 2:00 AM of the First Sunday of October and 2:00 AM of the Second Sunday of March each year. IV) that the proposed measure will become an important energy saving. Especially I like the second point, there are unfortunately few governments that don't have a predictable timezone system yet, which convert to a predictable system where timezone changes can be calculated into the future, well, at least in theory. I will not go into the details of how the Uruguay rule in the southamerica file should be changed, except that for 2006 and perpetually DST starts "Oct Sun>=1" and ends "Mar Sun>=8". Indiana gains a business from Ohio due to adoption of DST

A press release today from the Dearborn County Economic Initiative claims that 3S Inc.'s recent move from Ohio to Dearborn County, Indiana was made possible by Indiana's recent adoption of daylight saving time. The press release quotes Matthew Euson, General Manager of 3S and a key decision maker with the relocation project, as saying: In addition to these factors, the change Indiana made to day light savings time also made the move to Indiana possible since most of our customers and vendors operate in this time zone.
