Here is the latest set of proposed changes for Egypt, Syria, and Uruguay. I'd like to thank Steffen Thorsen, Oscar van Vlijmen, and Jesper Norgaard Welen for reading and correcting the earlier messages. I've gone into the archives of the tz mailing list to gather what information there is on this question. A flurry of messages went out on the tz mailing list in May and June, 2005 on the subject of Kazakhstan's time zones, when the country announced the end of DST. In 1996, according to a technical publication of the International Air Transport Association, Kazakhstan split into three time zones. Before that time, it had been all UTC+6 with DST. Afterward, Aktau, Atyrau, and Uralsk oblasts (aka Mangghystau, Atyrau, and West Kazakhstan) went to UTC+4, and Aktyubinsk (aka Aqtöbe) went to UTC+5. In 2005, according to a correspondent in Kazakhstan, those four oblasts united on UTC+5, as the entire country was dropping its observance of DST. So I think the answer is that Atyrau was in Asia/Aqtau from 1996 to 2005. Thank, you Robert! It never occurred to me that eve and evening could be something different - and perhaps I have also the handicap that Christmas Eve in Denmark is where all the fun stuff happens, exchanging gifts, dancing around the Christmas tree etc. and there is nothing special about Christmas Day (the day after, as I understand it). While in the US the presents are received on Christmas Day. I think also that it would be strange to start a new period like Ramadan having the first day different than the rest. But if we can get a clearer web link or a notification from Hammad Hassan where we don't have to second guess anything - that would be nice. Of course it would be even nicer if the international community would recognize that there should be an "ombudsman" (or office) of timezone issues, to which each country must inform about their plans for time changes, or else ... Of course, I'm dreaming, that will never happen, and I guess it's just like human rights etc. the countries that will respond (and report time changes some time before they happen) are the ones that are already doing it correctly, and in an organized manner.
