Saving electricity via horizontal time zones

A recent paper by Felix Weinhardt of the Spatial Economics Research Centre of the London School of Economics and Political Science argues that daylight saving time increases electricity use in the northern part of the U.S., but decreases its use in the south. Weinhardt proposes horizontal time zones to ameliorate this, and estimates that their use would save the U.S. about 0.1% of its total GDP. Weinhardt F. Israel Daylight Saving Time -- Proposed Changes [2013 and beyond]

The following is a translation of a news flash from a few minutes ago: The Minister of Interior, Gideon Saar, adopted the proposals of the committee he appointed last month to examine the daylight saving time regulations. Saar will publish a draft of a [new] law that will be brought before the government and the Knesset next month so that the new daylight saving time will start already this year and will continue for more than 200 days until the end of October. Morocco DST Interruption

The Moroccan government has recently announced that the country will return to standard time at 3:00 a.m. (03:00) on Sunday, July 7, 2013 local time. Clocks will be turned back one hour. DST will resume again at 2:00 a.m. (02:00) on Saturday, August 10, 2013, when one hour will be added again to the local time. The end and resumption of DST was originally planned to coincide with the beginning and end of Ramadan, which lasts from July 9 to August 8, 2013. Has IANA published these changes? Hello, The file http://www.iana.org/time-zones/repository/releases/tzcode2013c.tar.gz indicated in http://www.iana.org/time-zones as being of size 132.4kb is in fact in un-gzipped format and its size is 522240 bytes (i mean: this is the file i get when i wget the path). For the content of it, no problem. Same for tzdata. I suppose that this has been correct at the end of April, since my personal copy has the right format (and small size). Regards, Denis Excoffier.

tz-announce list is incorrectly configured

Once again, a message has appeared on the tz-announce list without also appearing on the tz list. In this case, it was an announcement that the 2013d releases of txcode and tzdata are available. Please could the tz-announce list be configured such that it is impossible for a message to go to tz-announce(a)iana.org without also going to tz(a)iana.org. tz-announce was always intended to carry a subset of the messages sent to the tz list, not to carry some disjoint or partially-overlapping set of messages. It's unreasonable to expect readers to subscribe to both lists in order to see all messages, and it's also unreasonable to expect people who send announcements to CC both lists to ensure that the tz list receives all messages. This really should be fixed at the mailing list server side. --apb (Alan Barrett)
