On Friday, Gwillim Law kindly sent me a summary of changes to the IATA SSIM data contained in the the February, 1999 edition. It suggests the following changes to the tz tables; at the end of this message is a proposed patch to implement these changes. The most pressing change is that for Lebanon, as the current tz tables became incorrect on Sunday. * South Australia and Broken Hill, NSW will not observe special DST rules for the Olympics in 2000; they will use the same rules as usual, ignoring the Olympics. (Checking on the above, I independently found an Australian Broadcasting Corporation Online report that Narrabri Shire, NSW will also ignore the special DST rules. This seems a bit dubious so I left it only as commentary for now.) * Starting next year, Cuba switches to DST on April 1, not on the last Sunday in March. * The correct spring transition rule for Egypt since 1995 is the last Friday in April, not the fourth Friday in April. This makes a difference in 1995 and 2000. * Starting this year, Lebanon switches to standard time on the last Sunday in October, not September. * This year's new rule for Paraguay is to switch to standard time on the last Saturday in February, not the last Sunday. * In 1987, Victoria, Australia, switched to DST on the third Sunday in October, not on the last Sunday. * In 1943/1944, Western Australia did not observe DST. The following changes are to commentary only: * IATA SSIM clains that Armenia switches on Mondays in 2001 instead of Sundays. * IATA SSIM has more discrepancies in the data for Iran. I'll continue to assume that Iran uses the Persian calendar to switch; the IATA SSIM disagrees by at most four days. While researching the above, I found the following info from the Australian Bureau of Meteorology, and included it as commentary: * Macquarie Island follows Tasmanian practice ``irrespective of any local use of DST''. The organization I work for is currently undertaking a number of projects on Y2K work and we continually find ourselves surfing the various web sites that provide Timezone Converters in order to verify what time it will be when certain cities clock over to the new millennium. Please can you inform me of the source for the Timezone Database and add my name to your "mailing list" referred to on Paul Stewart timezone converter web page (www.sandbox.xerox.com) We are having particular problem with the time in St. Johns USVI as the timezone converters state that there is an half hour difference between itself and the other USVI whereas "our man on the islands" tells us it is in the same timezone as the other USVI. Here are some proposed patches that are in addition to the patch circulated earlier today by Arthur David Olson. * Lots of changes for Nunavut, brought to my attention by Antoine Leca and Rives McDow (though I made several further changes). - Pangnirtung is now on Eastern Time. I wildly guessed a switch in 1995. - Nunavut converts to Central Time on October 31. This entails a new Zone, America/Cambridge_Bay. - I found a claim that Coral Harbour, Nunavut, does not observe DST, but I vaguely recall that Canadian law does not permit this, so for now I left that as a comment only. * Palestine no longer uses the same DST rules as Jordan (if it ever did). Add a separate rule set for Palestine, with my best current guess for what this year's rules are. * Revert to the abbreviation `EEST' during summer in Bulgaria. Terrorist bombing botched due to daylight saving time error?

Barbara Demick of Knight Ridder reports that the recent botched car bombings in Israel may have blown up those planting the bombs because they forgot to take into account the time difference between the West Bank, which still observes DST, and Israel, which reverted to standard time on September 3.
