In zone Europe/Paris one finds this comment: # Shanks & Pottenger give 1940 Jun 14 0:00; go with Excoffier and Le Corre. 0:00 France WE%sT 1940 Jun 14 23:00 I have found a documented source, which confirms that le Corre is correct and Shanks incorrect: Yvonne Poulle quotes in her article 'La France a l'heure allemande' the 'Bulletin municipal officiel', the official Paris city bulletin of 1940-06-15, which consisted only of one sheet of paper, with the following instruction for the population of Paris and Seine: --- (my translation from French) The prefecture of the Seine and the prefecture of the police communicate: The population is invited to advance clocks and watches on June 14th at 23 hours, so that they are adjusted forward to midnight. --- end quote

Among the tzdata rules for France one finds these lines: # DSH writes that a law of 1923-05-24 specified 3rd Sat in Apr at 23:00 to 1st # Sat in Oct at 24:00; and that in 1930, because of Easter, the transitions # were Apr 12 and Oct 5. Go with Shanks & Pottenger. My own translation of the text is: ---- begin quote Article 1 The legal time fixed by the law of 1911 Mar 9 shall each year, following the practical details as given in articles 2,3 and 4, be advanced by sixty minutes, at 23 hours on each last Saturday of March, until the first Saturday of October at 24 hours. But in the case of an understanding with allied neighbour nations, the goverment can shift the first date to the third Saturday of April, and the second date to the third Saturday of September. --- end quote This law was not modified until 1939-09-26. But in practice it was not followed regarding the begin dates. The government issued a decret each year, where it fixed the dates for the particular year. I searched the 'Bulletin des lois de la République française' which are accessible in in digital form via the Bibliotheque National at http://gallica.bnf.fr up to 1931. As an example, I attach the décret for 1930. I think translation isnot needed. From what I have seen as sources between 1916 and 1938, so far, I can confirm that Henri Le Corre is precise and correct, regarding dates and times of change. I can also confirm the '24 hours' always means the end of the day, if a document states something like 'on date X at 24 hours'. Later versions of the décrets are explicit, like the one attached, by saying 'at twenty four hours in the night from 4th to 5th October'. I think the comment currently in the list of Rules, regarding DSH and 1930, can be removed, as Le Corre has been established as reliable for DST rules during this period up to at least 1938.

Finally, I know it's unlikely to change, but I find the fact that the tzdata tar files extract to the current directory (as opposed to creating a new directory) to be, to be kind "quaint". And I'll confess, I have a project that's so dated (a 1990's "finger" program, from back when exposing personal information on the Internet wasn't considered a problem) whose tar file is still available on my FTP server that has the same "charming" behavior of unloading it's contents into an unsuspecing extractor's current working directory. Reading the directory at http://www.twinsun.com/tz/ shows the html file hasn't changed since 2008-06-30. Until I checked the twinsun.com WHOIS entry and saw it's owned by (current tz editor) Paul Eggert, I was wondering about whether to trust the page at all! Theory - zone creation description wrong

As far as I can see tzcode2011i/Theory is missing the fact that for each country at least one zone is created. I.e. maybe Luxembourg and France may have their own zones not due to different timestamp observance since 1970-01-01 00:00:00 UTC but simply due to the fact that they are different countries. CURRENT "the world is partitioned into regions whose clocks all agree about time stamps that occur after the somewhat-arbitrary cutoff point of the POSIX Epoch (1970-01-01 00:00:00 UTC). For each such region, the database records all known clock transitions, and labels the region with a notable location." PROPOSED "the world is partitioned into regions, named zones, whose clocks all agree about time stamps that occur after the somewhat-arbitrary cutoff point of the POSIX Epoch (1970-01-01 00:00:00 UTC). Additional for each country at least one zone is created.
