UK/Concession Time

Just grabbed the tz stuff for the first time in a year or two. My understanding of Clive Feather's post, which I no longer have a copy of, is that Cheriton Terminal runs on Concession Time (Concession comes from the "Channel Tunnel Concession") - the station clocks are set to Concesion Time. Concession time is formally defined to be the same as French Civil Time and uses the distinctive :) abbreviations of CT in the winter and CT in the summer. I am not sure about the police issue. There are special Rail Transport Police but I believe it's rare for them to be permanently located at a station. The normal police may also be called in to deal with matters. I'd expect the normal police would go by GMT/BST since they're trained to check their watches. I'd expect an RTP who had to travel to the terminal to deal with an incident to use GMT/BST for the same reason. If there are RTPs permanently stationed at the terminal, it could be that they'd set their watches to CT but it's anybody's guess how they'd record times. Anyway, it is a fact that the terminal operates on Concession Time. As such, if they have any Unix boxes there it's likely that they will be configured to run on Concession Time by pretending they're in the Europe/France timezone. We don't need a Europe/Concession zone but I think it's a nice touch to have one. At the very least, knowing about Concession Time is useful for astounding people in pubs. :) -- Paul

Hi. I have investigated time in Falkland Islands and Moldova, and have found discrepancies with the current tz database. The rule "Sun>=9" means the Sunday after the Second Saturday which is pretty awkward to say the least (but possible), and not supported by Windows (which support First, Second, Third, Fourth and Last weekday of a given month). It was replaced in 1996 with the rule "Sun>=8" which means the Second Sunday which *is* supported by Windows. It just so happens that 1996 was the first year in several years back where it would make a difference which rule to use. With the first rule we would get the 15.th. September, while the second rule we would get the 8.th. September. Similarly looking at the rule "Sun>=16" it means the Sunday after the third Saturday, which is an awkward rule and not supported by Windows. I got the suspicion that it should have been "Sun>=15" instead, which means the third Sunday. It just happens that this gives a difference this year, because using the first rule sets the date to Sunday April 22, while the second rule gives Sunday April 15. I decided to investigate the matter. I found a page in Internet that is apparently the official Falkland Island governments web page, http://www.falklands.gov.fk/ In the page http://www.falklands.gov.fk/feedback.htm I entered my question about the planned DST for Falkland Islands this year. Regards Falkland Islands Government Office, London ===================== End Quote ========================== This valuable peace of information gives us at least three details that doesn't correspond with the tz database: (1) Start and end time are 2 am in the morning (I assume local time) (2) My theory about "Sun>=15" instead of "Sun>=16" is apparently correct (3) The rule "Sun>=8" should actually be "Sun>=1" instead. I have sent a question about how far back this rule has been used (which will apparently be used in the years 2001 and 2002) but haven't received any answer yet. I will return to you with that information if I get an answer. Concerning Moldova: A person contacted me to inquire about if the extra time zone GMT+3 in Moldova for Tiraspol really was correct, since I was the only one he had seen using that. Any other sources he had seen was only using Chisinau GMT+2. Hello, I am relatively new to this discussion, and I am interested to know your thoughts on the following. The Microsoft Windows Time Zone User Interface allows you to use (with a check box) daylight savings in all time zones where applicable. I was wondering as to why they made that a user modifiable option? They could for example have had two Eastern Standard Time (EST) pulled down options, one using daylight savings, and the other not using daylight savings (for same parts of Indiana). Is it for flexibility? or .....? Thank you. Srini

I can imagine two reasons why it is sensible to make it optional whether Windows should roll your clock forth and back at the moment when daylight saving starts and stops. First of all some "mission-critical" operations like laboratories will sometimes want to handle the update of when daylight saving starts and stops by a central server of all of the other computers, so that the change is made in a company-wide fashion. Secondly you might prefer to do the change manually in a stand-alone PC if you know that the scheduled start and stop is no longer correct. An added benefit is that you don't have to invent a non-daylight saving zone for each GMT offset, just so that in case a country decides to drop daylight saving will not mean that you can't select that same time zone with fixed time (e.g. withou daylight saving). Why on earth Microsoft didn't deliver the program Time Zone Editor which allows you to actually set forth or back the scheduled daylight saving for each time zone and add new time zones to your hearts content, is really beyond me. That program should have been shipped together with Windows 95 from day 1, and supported with upgrades for all subsequent flavors of Windows. Instead it was shuffled into this and that utility package that nobody knew about, and was given no support except for one brave moment when Microsoft delivered lip service (and a Knowledge base article) to a specific change in australian time zones. You can download tzedit.exe from my web page (the Time Zone Editor) for Windows 95, which apparently work equally well for Windows 98, Windows 2000, Windows NT and all versions in between (although I will not swear to it). Use http://timezone50.homepage.com/tzedit.zip and ask to save the file to disk. It also contains a *.REG file with a handful of time zones representing most distinct time zones of the tz database, although it is not completely up to date. By double-clicking on the *.REG file all the time zones are entered into the registry. Then you can select the appropriate one from the Control Panel. daylight saving time in the rubble of Grozny

John Daniszewski's story "Scavengers in the Rubble" in today's Los Angeles Times reports the following about Grozny, the capital of Chechnya: There is no electricity, running water or garbage collection. Other commonplaces of modern life, such as telephones, anesthetics and television, are almost nonexistent. News--often false--is spread by word of mouth. A rumor that it was time to move the clocks back put this whole city out of sync with the rest of Russia for two weeks--even soldiers stationed here began enforcing curfew at the wrong time. DST rule in California

The official statute about time zone handling in Mexico has been issued, either yesterday or the day before, February 1. Time zones in the Global Gazetteer

members of this list may be interested in the following extract from a recent newsletter that I sent out: <snip> TIME ZONES I have now included canonical time zone names in the Global Gazetteer. The canonical name (e.g. America/New_York) is then the key to time zone offset from GMT, and also the daylight saving time rules (date and time on and off), using the tztab format. There are still some gaps, most notably where the rule for assigning the name cuts across established administrative boundaries and also where I do not yet know the province and/or lower administrative areas within which the place falls. I am currently carrying out research to resolve these problems, but about 90% of records (including 'trains and boats and planes') now have canonical names assigned. Changes to zones and DST are regularly monitored and the records updated. There is a short paper on the web site that explains this in a bit more detail, describes all the various fields that are available, and explains the tztab format for DST rules. Other formats can be output if required. <end snip> I am not attempting to hold the wealth of historical data that the tz database holds. I am only interested in the current and future situation. There are two major problems that I am tackling: 1. the rather generic descriptions that are sometimes used in the tz data and trying to match these to my hierarchy of country/province/lower level admin area/town. For example 'far western Texas' or 'eastern Lugansk'. I am trying to clarify these where possible and will report back, if I find any useful information. 2. Completing the data that is in the Global Gazetteer, so that I can use the tz rules. This is also why Thomas Shanks had created the International and American atlas. Tom is long gone from ACS, and they no longer maintain their database properly. Your site has become the essential source on timezone information. However, for historical work your data are insufficient in many areas. Thanks to Gwillim Law for investigating this matter, and for the pretty accurate translation. I just have a small correction which doesn't change the general outcome. He writes: "In the specific case of Distrito Federal, he telephoned the government of Andrés Manuel López Obrador in order to ascertain his position. [The article doesn't report any conclusion reached in this matter.]" Actually it should be "he urged the government of Andrés Manuel López Obrador to reconsider its position". It is correct that there was no conclusion about that yet. Note that "llamado" here is not a telephone call, but rather a petition, or beckon or attracting attention. Another interesting article was http://www.reforma.com/nacional/articulo/064327/ which in general terms explains the opposition to the daylight saving by various groups in Oaxaca, for instance peasants, teachers and lawyers. But the clou is mentioning the measure the teachers take: "In Oaxaca, the 55.000 teachers from the Section 22 of the National Syndicate of Education Workers, refuse to apply daylight saving each year, so that the more than 10.000 schools work at normal hour the whole year." In other words, all the pupils and teachers of Oaxaca are on Central Standard Time all year round, even when the rest of the state is on Central Daylight Time. Should that be included in the Timezone list? Probably not, but an amusing little revolution it is, similar to the state of affairs in Nunavut at one point, with different offices in the same region having different hour. I have not found an official version of the presidential decree, but I assume that the exact hour that DST is starting and ending is the same as previous years, and indeed the same as for all the USA mainland daylight saving (there are exceptions in american Antarctica stations), e.g. starting at 2:00 Standard time, and ending 2:00 Daylight time. Hi! I've discovered that definition for GMT+N anf GMT-N are just wrong. I.e. setting zone to GMT+6 you really get -6 hours offset from GMT. And this is quite correct as is defined in etcetera file!
