Western Sahara

A correspondent who is usually well informed about time zone matters sent me a correction to my time zone data for Western Sahara. He says that Western Sahara observes daylight saving time, just as Morocco does. The tz database shows it as Africa/El_Aaiun with no DST. The status of Western Sahara is disputed, but Morocco has de facto control over some 80% of the territory, including El Aaiun (a.k.a. Laâyoune). It seems logical that the clocks would be set to the same time as Morocco. For what it's worth, the CIA World Factbook says that in Western Sahara, DST "begins last Sunday in April; ends last Sunday in September." If it can be confirmed that El Aaiun's time is the same as Morocco's, the Zone info for Africa/El_Aaiun should be changed to match Africa/Casablanca, at least after 1991-09-06 (the date of the cease-fire that ended the Western Sahara War), and possibly as far back as 1976-02-20 (the date when Spain abandoned its possessions there). Acre, Brazil time zone change passed in Senate, waiting for President

According to multiple news sources, Acre and some western parts of Amazonas will probably change time zone later this year, going one hour back. The change has been approved in the senate, but the president could veto it, but that is unlikely to happen. The date for the change is not yet announced. Hello, in my application, I used Antarctica/McMurdo in some test case. [PATCH 0/4] Make tzselect more portable

These patches allow tzselect to run on almost any Bourne-compatible shell (tested: bash, BusyBox ash, dash, ksh93, mksh, pdksh, posh, yash, and zsh) and fix an issue with older versions of BusyBox awk (and makes the setting of FS more consistent throughout tzselect). The prompts are identical to those printed by ksh or bash, except that the final prompt now gives a more generic error message than the old "Please enter 1 for Yes, or 2 for No." message. Morocco not ending DST tonight - instead extending by one month

Morocco extends DST by one month, on very short notice, just 1 day before it was going to end. There is a new decree (2.13.781) for this, where DST from now on goes from last Sunday of March at 02:00 to last Sunday of October at 03:00, similar to EU rules. Cellphone tz updates often not happening in Israel

A couple of weeks ago there were widespread reports of problems in the tz database's updates getting propagated to end users in Israel. Many cellphones running Android, BlackBerry, iOS, and Symbian were still based on tz release 2012g or earlier, i.e., they had not updated even to tz release 2012h (2012-10-26), much less to the current rules for Israel as per tz release 2013d (2013-07-05). Hundreds of thousands of cellphones were reportedly affected by the problem, and some cellphone companies worked around the problem by advising their users to switch to Athens time. Unfortunately, Europe/Athens is also incorrect for Israel, as it gets the transition wrong by two hours this fall and by 49 hours next spring. And even if users were advised to switch back to Asia/Jerusalem after next month I wouldn't be surprised if some users forget, and run into a similar problem in March. Hi, I note from the recent release notes that the leap-seconds.list file is generated using leapseconds.awk. Previous to this change, it was possible to compile and install the tz files just using the tzdata tarball. As the leapseconds.awk file is only shipped in the tzcode tarball, this is now no longer possible. Would it be possible to ship either the leapseconds.awk file, or a generated copy of leap-seconds.list in the tzdata tarball so that the tzcode tarball is once more no longer required? Thanks, Matt.

(Thanks to Steffen Thorsen.) Jordan will likely stay at UTC+3 indefinitely, and will not fall back this fall. Palestine will fall back at 00:00, not 01:00. (Thanks to Steffen Thorsen.) Changes affecting API The types of the global variables 'timezone' and 'altzone' (if present) have been changed back to 'long'. This is required for 'timezone' by POSIX, and for 'altzone' by common practice, e.g., Solaris 11. These variables were originally 'long' in the tz code, but were mistakenly changed to 'time_t' in 1987; nobody reported the incompatibility until now. The difference matters on x32, where 'long' is 32 bits and 'time_t' is 64. (Thanks to Elliott Hughes.)
