Tomsk, Russia now GMT+6, not GMT+7.

Hi! Since 3:00am 1 May 2002 city Tomsk and Tomskaya oblast' has changed his timezone. Now Tomsk has GMT+6 timezone (as in Novosibirsk) instead of GMT+7.
