I am not sending the archive: southamerica because I do not know right as it functions.
I am only sending this email to notify of that today in day 13 of October of 2002 some operational systems as FreeBSD, OpenBSD, NetBSD RedHat, Linux Conectiva, Debian, and others, are started to define this date of today as the beginning of Brazil summer time. This date is missed, the beginning of Brazil summer time is defined to have
beginning:
>From zero hour of day 3 of November of 2002, until zero hour of day 16

February of 2003, it will invigorate the summer hour, in part of the Brazilian Domestic territory, advanced in sixty minutes in relation to the legal hour. The states that will be enclosed in summer teams are: States of the Rio Grande Do Sul, Santa Catarina, Paraná, São Paulo, Rio De Janeiro, Espirito Santo, Minas Gerais, Goiás, Mato Grosso, Mato Grosso do Sul, Tocantins, Bahia and in the Federal District

It's getting to be that time of year again. Here is a list of proposed changes to the tz data. The most urgent change is for Brazil, since the tz2002c is incorrect starting this weekend.
The following change affects the time zone data proper:
* Contrary to tz2000c, Brazil does _not_ change its clocks this
weekend. Instead, it does so on November 3. (Thanks to Celso
Doria via David Madeo.)
The Brazilian web site <http://pcdsh01.on.br/DecHV.html> does not
have the new decree yet, so for now I'll guess that the set of
states observing DST has not changed.
The following change affects time zone setup, but not the time zone data
proper:
* East Timor's country code changed from TP to TL.
The following changes are commentary only:
* This year's time zone change in Israel that didn't happen.

* The time zone situation in Madura, Mundrabilla and Eucla, Australia.

* Typographical error fixed for Argentina time zone offset in comment.

In that context "ET" stands for "European Time", and "EST" stands for
"European Summer Time". This is explained in the "europe" file.
It does seem a bit odd that time in northern Africa is called
"European time", but that's what the first contributors submitted many
years ago, and we haven't had anyone tell us otherwise since then.

In that context "ET" stands for "European Time", and "EST" stands for
"European Summer Time". This is explained in the "europe" file.
It does seem a bit odd that time in northern Africa is called
"European time", but that's what the first contributors submitted many
years ago, and we haven't had anyone tell us otherwise since then.

the clock)...
