Time zone converter bug report

Time zone gurus, I use the time zone database developed by this group in my time zone converter (http://www.burbs.com/cgi-bin/tzconvert.pl) I refer to it in the help files for the converter as the "NIH database" but that isn't really right. How should I refer to this database? I had a few bugs in the interface (I've addressed most of them), and decided to put a "bug reporter" up. Through this I expect that from time to time I will receive reports like this one, below. I thought I'd forward them on to this list so that they could either be explained or addressed. So far as time zones for remote stations providing met data, there should be something about the current time zone, at least, at the world meteorological organization, since observations are reduced to UT. I know this is rather bold for my first post to this list. I need some assistance in the current time zone and DST information on the following places. UTC variation and begining and ending dates of DST (if observed) would be great. If "the user wants leap seconds and the system file doesn't (or vice versa)," the user is just kidding themselves. Either the system clock ticks leap seconds (a stationary epoch), or it doesn't. All tz files used on the system should reflect that reality. The suggested gmtoff() algorithm will always produce such varying results if localtime() and gmtime() cannot agree on minute boundaries, whether the discrepancy is a leapsecond artifact or not. In my most recent proposed change I forgot to update zone.tab for Davis. Also, some URLs in tzselect.ksh are obsolescent. Mailers don't care about time zone names; they want the UTC offset. Do you have a routine that, given a time, returns the offset? (1-second offsets can't be expressed in mail, but that's a separate problem.) 2. I'm sure you're aware that BSD and Linux now include your routines. Unfortunately, they don't make it easy for typical users to regenerate the time-zone files. Users could download new files, but that's a megabyte of data. The practical effect is that many systems slipped by a second in 1997, and will probably slip by another second at the end of 1998. How difficult would it be for you to get leap-second data from another file? I've been working on the Y2038 problem, and I've put together an /etc/leapsecs.dat format for recording leap seconds. ---Dan
