new tz database implementation

Hello, I'd like to let you know that I have been working on a small project to map country borders to the information provided by the tz database. I thought it might be quite interesting, as you can effectively enter any co-ordinate points on earth and it will return the time for the given location. Additionally you can enter any country, town, city, street name or zip code and it will give you the time, thanks to those clever guys over at Google. Currently, I've evaluated the accuracy to be 96%, with an accuracy at timezone borders to within 3 miles. Do you think that this is an acceptable starting point for launch? Those last few percent are proving very difficult indeed! I will be continuing this project, as I think it may be useful to someone, somewhere in the future. However, I would appreciate your feedback and input should you have any comments or questions or thoughts at this stage. Many Thanks, Richard

Detroit/Cleveland time zones

Here is some support for Garland's assertion that ``Cleveland and Detroit advanced their clocks one hour in 1914.'' (Well, at least the Cleveland part.) This does suggest that parts of Ohio were in the central time zone before then, and not in North America/New York. >From "The Newark (Ohio) Daily Advocate", June 18, 1914, page 4, column 2: Cleveland and several other Ohio cities have recently changed or planned to change their clocks from Central to Eastern standard time. As every clock will be set one hour ahead, that means that there will be one hour more of day-light after supper or dinner, whichever the evening meal is called. >From "The Ogden (Utah) Standard", June 20, 1914, page 4, column 1 : Cleveland is about to change its clocks from central to eastern standard time, in order to make longer the period after working hours until dark. Hello, I have written a timezone library (including a parser) in JavaScript and am running into a bit of confusion with this particular Zone and Rule: # Rule NAME FROM TO TYPE IN ON AT SAVE LETTER/S Rule Salv 1987 1988 - May Sun>=1 0:00 1:00 D Rule Salv 1987 1988 - Sep lastSun 0:00 0 S # There are too many San Salvadors elsewhere, so use America/El_Salvador # instead of America/San_Salvador. # Zone NAME GMTOFF RULES FORMAT [UNTIL] Zone America/El_Salvador -5:56:48 - LMT 1921 # San Salvador -6:00 Salv C%sT My question is, what is the applicable Rule for any date after 1988? The last "Salv" Rule ends in 1988, and the Zone states that Salv is the Rule from 1921 on (no UNTIL specified) I've done a "man zic" hoping to see something like "If there is no applicable Rule, just use the basic offset and assume that the LETTER is 'S'", but I could not find anything like that.
