Speakers for IGF in Brazil

Hi Everyone: The UASG members that volunteered to work on a Universal Acceptance IGF Workshop proposal met and discussed a strategy for putting together a winning proposal. While speakers do not have to be named at this stage we think it is important that prospective speakers be named. I am writing to ask for nominations for potential speakers. Here is what we think is the best approach. As I said, the IGF does not require that speakers be named at this stage because the event is not until November. If we do name them now, it is possible to change them later. (The IGF recognizes it is a long way until November.) However, we think that naming prospective speakers now would facilitate acceptance of our proposal for two reasons: it reflects planning, and it will allow us to highlight our pursuit of the meeting theme: inclusiveness and diversity. Given that, we are looking for potential speakers with an understanding and experience dealing with UA issues plus some of the following attributes: From a developing country Technical understanding of and experience with IDN / EAI UA issues Communications professional with experience with our target audiences Experience dealing with UA inside one's own company Solving ASCII UA issues New to IGF To us, the ideal speakers would be from developing countries and one or more of the attributes that follow that first one. This would give us the greatest chance at acceptance and matching the needs of many in the audience. I don't think we need to restrict ourselves to only those who are already planning to attend the meeting so nominate whoever you think would be great. While we think we will put IDN issues first, it is just as important that we address ASCII UA issues also, so there should be a mix at the table. I understand that not all speakers will be from developing countries. We will be using a modified roundtable format so long formal presentations are not required. I recommend that the ICANN UASG and the DNA jointly propose a workshop on Universal Acceptance. This seems like a good audience to promote UA awareness. Last year's IGF had about 2400 onsite participants, including about 25% from governments & IGOs, 25% private sector, and 110 participants from media. I understand that the private sector representatives includes many Fortune 500 companies. There is little overlap with the ICANN crowd. The responsibilities are to write the proposal according to the IGF-furnished outline (including identification of speakers), get the speakers to the meeting, and report on the proceedings. There is no fee for sponsorship. I read the proposal requirements and evaluation criteria - I and members of the DNA Tech and Marketing Committees (along with any UASG members who volunteer) can write the proposal, which is due at the end of March. The UASG and DNA can easily bring excellent speakers to the panel. Proposals must support the IGF themes each year. About 1 in 3 proposals get accepted but I think UA falls under a number of the themes for this IGF, they are: – Cybersecurity and Trust; – Internet Economy; – Inclusiveness and Diversity; – Openness; – Enhancing Multistakeholder Cooperation; – Internet and Human Rights; – Critical Internet Resources; – Emerging Issues. Please share your thoughts. If you agree with this proposal, you might write how we should organize this effort. Also state if you wish to volunteer to help draft a proposal. If we do make a proposal, the types of expertise required for the speaking panel will be identified and UASG members can volunteer for that at that time. Would this be in scope or not?

While listening to a presentation on UA given to staff, an issue related to internationalized email addresses came back to my mind. I haven't been tracking UA for a few months now, focusing on other projects. I learned of this list and flipped quickly through the archives. So may be my concern isn't quite on-topic. I mean, this is not about getting software to properly handle the spectrum of Unicode characters. Taking a step back, ICANN is about identifiers, and we are striving towards a globally available system that features uniqueness in the mapping of identifiers to "reality." (One of the core concerns about IDNA 2008 is that the mapping from what's-on-a-business-card to whats-in-the-DNS is two-way and repeatable.) Specifically this has been about domain names but by extension through Universal Acceptance, email addresses. Along those lines I have been thinking about they increasing use of email addresses as identifiers for just about all on-line sites. Stores, utilities, and more seriously, medical professionals have made me think of this, as well as the option to either 1) get a free identifier 2) get one tied to your ISP/utility or 3) create your own. I've come to be a bit afraid about stability of this system. On one hand, the identifier I use is used in many places and in many ways, hence changing it is a pain. On the other hand, who guarantees that the identifier will last "long enough" and not change hands if I (or an executor) don't maintain it. The standard for the mailbox name (as in mailbox@domainname) is that the treatment of the mailbox name is up to the domain name. "Dots" are immaterial to mail operators (which has proven to be a surprise), the "+" might be treated specially, etc. I squirm when I think that there's a desire to think of email names as global and unique. So, in a way, it seems like the wrong foundation for an ICANN effort. (Languages have had to adopt '@' already. Not sure about '+' and other syntactic sugar in mailbox names. Yet I understand the "killer" app necessity of IDN email for the new TLDs. I totally get that, and I bet so do the members of the list, so I won't belabor the point. The question though is - how to you build a castle on sand? It's not clear to me that ICANN could drive a standard handling of mailbox names, I think that would be quixotic. Then again maybe tackling mailbox names isn't necessary, maybe all we really need to do is get clients to work with an expanded definition of what a mailbox name is. (Lurking in me is the thought of "variants" and how they might cause trouble in mailbox names if there's no canonical form as defined in IDNA 2008 for domain names.)
