Several Egyptian news websites this morning are reporting additional information about a draft resolution, including the technical details of dates and times. It aligns with our current expectations. Less than 4, as the bill needs to be signed by the President and published after approval by the Federation Council. That fact suggests that the date will be changed, but we can't be sure yet.

We should obviously have no desire to take sides in Egyptian Parliament v Egyptian Prime Minister… but seeing as one such set of changes has already been released (in 2016e), from our standpoint, inertia should probably be a strong factor in our decisions here, where there is an absence of internal political consensus. Since quite a lot of confusion is bound to be unavoidable either way, I think it's likely best not to introduce additional uncertainty and to sit on future changes until it is more clear what people actually do. This would also help to keep any future advice in response to that confusion as simple as possible (e.g., "use $VERSION or later", "don't use $VERSION_A through $VERSION_B", rather than dealing with any number of possible intermediate and alternating states). -- Tim Parenti

Agreed. It would be even more chaotic to reverse course multiple times in such a short period. Unless there's clear consensus with official confirmation, I don't think we should do anything yet. Also, today there's another bit of press on this: http://www.youm7.com/story/2016/6/29/-/2781482 It mentions a July 5th date, but I believe that is in error by the person being quoted. Multiple other sites have the same quote, so this will probably add even more confusion. However, it brings an interesting idea that the Cabinet's DST might take effect as scheduled, but then be terminated early at some later date - or just prohibited for the following year. I suppose any of these combinations is possible. Also, anyone have any insight into the $8M IATA fee they keep mentioning? Curious if that's a normal thing. My vague impression is that they're referring to an estimated cost to airlines etc. of switching schedules, not to a formal IATA fee. Perhaps someone from the IATA estimated the cost. This is just a guess, though.

If only it were made more clear that there very likely exists a point in time beyond which the costs incurred from having to deal with any particular observance or non-observance of DST are dwarfed by the costs incurred from uncertainty and duplication of effort in the lead-up to and in the wake of last-minute policy changes. I can't claim knowledge of the relative size of potential economic impacts... but this close to a proposed change (~a week out), it's almost certainly not a simple matter of "we can either change the clocks or not, and that will either incur a cost or not", but rather the (apparently) more complex matter of "costs are currently being incurred already because no decision has been finalized, and costs will tend to decrease once a decision has been finalized either way (although perhaps by unequal amounts)". It turns out that, in our interconnected world, people, corporations, and indeed entire industries like to be able to plan timings reliably more than a handful of days ahead. While folks are generally able to collectively deal with uncertainty like this, preparing workarounds and creating backup plans, we're well past the point where the total human effort involved will be minimal... and since the preparations currently must involve at least one potential outcome that *won't* ultimately come to fruition, those costs will likely only grow until people are finally able to focus those resources solely on the outcome that will actually happen. </preaching_to_the_choir> -- Tim Parenti

IANA may be unable to, unless it has contractual financial agreements with TLDs, but perhaps ICANN could fine the CC TLD registrar: ICANN would probably go for that, and should be able to change contract terms by fiat? Perhaps another TZ/DST RFC including quotes or content from Matt and other sites, MS change timing KB article and similar from other vendors, IATA policies and fines as precedents... How much of them will use 2016e in time? Consider the Windows comuters at two companies. Will both updated to 2016e in time? So in this situation, when a government cannot come to consensus within their own divisions, who do we listen to?
We wait to see what people on the ground actually do. (As happened in 2001 with Mexico City, when there was a dispute about whether the local or federal goverment had authority over DST.)

Me neither, though I haven't looked that hard and I read Arabic only via automatic translators. Given your recent email and others, though, the likelihood of the change happening seemed high enough that a new tzdata release now seemed likely to cure more problems than it would cause.
The Egyptian government regularly changes daylight-saving rules with less than two weeks' notice, most recently in April of last year. Let's hope we guessed right this time. Either way, maybe you could add Egypt to the hall of fame in <http://codeofmatt.com/2016/04/23/on-the-timing-of-time-zone-changes/# whatabouttherestoftheworld>;, as Egypt's 2016 ranks right up there with 2015, 2011, 2010,....

Thanks for the heads-up. As the date July 7 must have been chosen to be just after Ramadan, this evidently puts us in the Ramadan-prediction business again in Egypt. One possibility is that they are reverting to the rules they in 1995-2010 but with a Ramadan exception and delaying DST until the end of October; another is that they will also change the spring transition to be (say) March's last Thursday, to be closer in sync to current EU rules. Anything's possible, but for now let's guess the former. Proposed patch attached.
