Basically I agree, that people will listen their phones and computers. But it is impossible to deploy all the updates for all around the world in time. Consider for example the Android phones. How much of them will use 2016e in time? Consider the Windows comuters at two companies. Will both updated to 2016e in time?
IMHO by the last DST change in turkey, governments should learn the lesson: this kind of change cannot be spread around properly. http://www.bbc.com/news/world-europe-34631326
I would expect the same results for Egypt.
