Me neither, though I haven't looked that hard and I read Arabic only via automatic translators. Given your recent email and others, though, the likelihood of the change happening seemed high enough that a new tzdata release now seemed likely to cure more problems than it would cause.
The Egyptian government regularly changes daylight-saving rules with less than two weeks' notice, most recently in April of last year. Let's hope we guessed right this time. Either way, maybe you could add Egypt to the hall of fame in <http://codeofmatt.com/2016/04/23/on-the-timing-of-time-zone-changes/#whatabo...>, as Egypt's 2016 ranks right up there with 2015, 2011, 2010,....

Looks like that bill was approved in the first reading by the State Duma. The second and the third readings can happen next week or this Friday. Then the Federation Council can approve the bill on 2016-06-29. Text from the first reading schedules transition on 2016-07-03 at 2:00. The date can be amended before the second reading (amended text will likely be known by Friday).
Might also want to add the above from Stepan's thread to the Hall of Fame as it looks like we will get *4* days /official/ notice if nothing changes! -- Take care. Thanks, Brian Inglis, Calgary, Alberta, Canada
